Indonesia was asked to become an archipelagic country, almost all of Indonesia's territorial borders are surrounded by sea which places these waters as a strategic route because international trade routes pass through them. Where Bakamla RI as a state institution that has authority in the Indonesian Waters and Jurisdiction Territory can anticipate various threats that today are more non-military in nature such as illegal fishing, human trafficking, drug smuggling by sea, to accidents and disasters at sea. So that collaboration between institutions is needed, led by Bakamla RI with existing maritime security institutions to anticipate these various kinds of threats. Given the increasingly dynamic strategic environment, the existence of PP No. 13 of 2022 can be a special formulation to overcome various kinds of problems that exist in Indonesia's current jurisdiction. Using a qualitative method approach through interviews and based on reference books and journals using approaches such as intelligence, strategic intelligence, maritime security, collaboration, and national resilience. Researchers want to see how the role of Bakamla cooperation with related institutions is in maintaining maritime security to strengthen national resilience."

"World maritime axis has been launched by President Joko Widodo, and its implementation is being overseen by the Indonesian parliament (DPR RI). Countries from inside and outside of the southeast Asia region show their own different responses, particularly connected with infrastructure development policy and law enforcement on the field. This essay is part of a comprehensive research report on the Indonesian new government's policy under Joko Widodo and the responses of other countries toward them, which discloses different reactions, arguments, reason and responses. The research was conducted in 2015 in provinces of Sumatera, Mollucas and Papua, whose data gathering is carried out by using library studies, focus group discussions, and in-depth interview with decision makers and experts on maritime sector development. Data analysis applied a qualitative method. Its findings reveal inconsistent responses of foreign countries in giving foreign investments for infrastructure development, and their critical views, and moreover, assertive towards law enforcement in the Indonesia water. ABSTRAKThis writing discusses how Indonesia achieving its interests to become a world maritime axis. Where in this context the Indian Ocean Rim Association (IORA) is used as an instrument to actualize these interests. Indonesia is one of the members as well as having
served as chairman of the IORA in the period 2015 until 2017. The main focus in the IORA is about the economy, where regional stability in particular maritime security play crucial roles in achieving it. Considering that there are many crimes occur in the IORA
territorial waters especially piracy cases, the security of the IORA waters is an important issue. Seeing this condition can be an opportunity for Indonesia to show its position in the international world as an active country in handling security maritime matters.
The results of this writing will also be expected to become recommendations for the Indonesian government regarding strategies that can be taken so that Indonesias goals as a world maritime axis can be achieved."
