"Pembangunan ekonomi berkaitan erat dengan pembangunan infrastruktur. Sebab untuk menciptakan dan meningkatkan kegiatan atau aktivitas perekonomian diperlukan sarana dan prasarana infrastruktur yang memadai. Namun sampai saat ini pembangunan infrastruktur belum seperti yang diharapkan baik dalam skala nasional maupun di Provinsi Jawa Barat. Krisis ekonomi yang melanda Indonesia tahun 2008-2009 memperparah penyediaan infrastruktur. Penyediaan infrastruktur yang terhambat ini menjadi salah satu penyebab pertumbuhan ekonomi di Provinsi Jawa Barat dari tahun 2007 sampai 2009 terus menurun. Oleh karena itu, menjadi hal yang sangat penting mengetahui jenis infrastruktur mana saja yang berdampak optimal terhadap perekonomian Provinsi Jawa Barat, termasuk berapa besar kebutuhan anggaran pembangunan infrastruktur agar dapat signifikan berpengaruh terhadap perekonomian Jawa Barat. Dengan menggunakan metode non-survay RAS, dilakukan updating tabel input-output (I-O) tahun 2003 ke tahun 2009. Dari updating itu diketahui bahwa Sektor Bangunan menjadi sektor yang paling dominan menyokong pertumbuhan ekonomi tahun 2009. Sektor Bangunan memiliki nilai pengganda output paling besar dibanding Sektor Komunikasi, Sektor Pengangkutan, dan Sektor Listrik, Gas, dan Air Bersih. Sehingga anggaran pembangunan infrastruktur akan menghasilkan nilai pertumbuhan ekonomi yang tinggi jika dialokasikan untuk Sektor Bangunan.

The building sector has a multiplier output value greater than most of Communication Sector, Transport Sector, and Electricity, Gas, and Water Supply Sector. So that infrastructure development budget will produce a high value economic growth if it is allocated to the Building Sector."

"Pesatnya perkembangan Deep Learning akhir-akhir ini juga menyentuh ASR berbasis HMM, sehingga memunculkan teknik hibrid HMM-ANN. Salah satu teknik Deep Learning yang cukup menjanjikan adalah penggunaan arsitektur CNN. CNN yang memiliki kemampuan mendeteksi local correlation sesuai untuk digunakan pada data spectrum suara. Spectrogram memiliki karakteristik local correlation yang nampak secara visual. Penelitian ini adalah eksperimen penggunaan spectrogram sebagai fitur untuk HMM-CNN untuk meningkatkan kinerja ASR berbasis HMM. Penelitian menyimpulkan spectogram dapat digunakan sebagai fitur untuk HMM-CNN untuk meningkatkan kinerja ASR berbasis HMM.

The latest surge in Deep Learning affecting HMM based ASR, which give birth to hybrid HMM-ANN technique. One of the promising Deep Learning technique is the implementation of CNN architecture. The ability of CNN to detect local correlation make it suitable to be used for speech spectral data. Spectrogram as a speech spectral data has local correlation characteristic which is visually observable. This research is an experiment to use spectrogram as a feature for HMM-CNN to add to the performance of HMM based ASR. This research found that spectrogram is indeed can be used as a feature for CNN to add to the performance of HMM based ASR."
