Abstrak :
Manajemen stakeholder memiliki peranan penting dalam kesuksesan proyek karena strategi, rencana, metode, dan proses terhadap stakeholder akan sangat menentukan kesuksesan proyek. Sebagai salah satu industri yang menyumbangkan konsumsi material dan emisi tertinggi di dunia, project stakeholder memegang peranan penting dalam penerapan konstruksi berkelanjutan. Konstruksi ramping (lean construction) merupakan salah satu prinsip dalam penerapan konstruksi berkelanjutan yang dituangkan dalam Permen PUPR No. 9 Tahun 2021 tentang Pedoman Penyelenggaraan Konstruksi Berkelanjutan. Penelitian ini bertujuan untuk menganalisis bentuk stakeholder engagement assessment matrix dalam konstruksi ramping, menganalisis hambatan dan dorongan stakeholder dalam konstruksi ramping, dan mengembangkan strategi peningkatan bentuk stakeholder engagement assessment matrix untuk meningkatkan implementasi konstruksi ramping. Metode yang digunakan dalam penelitian ini adalah survei kuesioner kepada 61 responden. Metode analisis data menggunakan Certainty Index, Relative Importance Index, Fuzzy AHP, dan Fuzzy-TOPSIS. Penelitian ini berfungsi sebagai pendukung stakeholder dalam pengembangan konstruksi berkelanjutan dan konstruksi ramping di Indonesia. Hasil temuan menunjukkan terdapat engagement gap pada stakeholder owner, kontraktor, konsultan perencana, supplier, pemerintah pusat, pemerintah daerah, LSM, dan masyarakat. Tidak terdapat engagement gap pada supplier dan investor proyek. Faktor penghambat tertinggi penerapan sustainable lean construction adalah kurangnya pengetahuan dan kemampuan dalam konstruksi ramping, sementara faktor pendorong tertinggi penerapan sustainable lean constrution adalah peningkatan efisiensi waktu dan stardisasi proses. Strategi peningkatan keterlibatan stakeholder dengan peringkat tertinggi adalah pembuatan regulasi dan standardisasi material ramah lingkungan oleh pemerintah pusat dan owner proyek. ......Stakeholder management has an important role in the success of the project because the strategies, plans, methods, and processes for stakeholders will greatly determine the success of the project. Lean construction is one of the principles in implementing sustainable construction as outlined in the PUPR Ministerial Decree No. 9 of 2021 concerning Guidelines for the Implementation of Sustainable Construction. This study aims to analyze the stakeholder engagement assessment matrix in lean construction, analyze the obstacles and incentives of stakeholders in lean construction, and develop stakeholder engagement strategies to improve the implementation of lean construction. This research was conducted using a questionnaire survey to 61 respondents. The data analysis method uses Certainty Index, Relative Importance Index, Fuzzy AHP, and Fuzzy-TOPSIS. This research serves as a support stakeholder in the development of sustainable construction and lean construction in Indonesia. The findings of this research shows that there are engagement gaps in many project stakeholders as owners, contractors, consultants, suppliers, government, local governments, NGOs, and the community. There is no engagement gap in project suppliers and investors. The highest barrier to implement sustainable lean construction is the lack of knowledge and skills in using lean tools and principles, while the highest driver to implement sustainable lean construction is improved time efficiency and process standardization. The highest strategy for increasing the stakeholder engagement is by developing regulation and stadardizations of green and sustaianable material by governments and project owners.

Industri konstruksi merupakan salah satu industri yang menyumbangkan konsumsi material dan emisi tertinggi di dunia. Besarnya konsumsi dan emisi tersebut diperburuk dengan pertumbuhan penduduk Indonesia yang memicu peningkatan pembangunan infrastruktur. Stakeholder memiliki peran penting dalam penerapan konstruksi berkelanjutan untuk menanggulangi dampak tersebut. Konstruksi ramping merupakan salah satu prinsip dalam penerapan konstruksi berkelanjutan yang dituangkan dalam Permen PUPR No. 9 Tahun 2021 tentang Pedoman Penyelenggaraan Konstruksi Berkelanjutan. Penelitian ini bertujuan untuk menganalisis tingkat pengaruh stakeholder dalam konstruksi ramping, menganalisis peran stakeholder dalam konstruksi ramping, dan menganalisis hubungan tingkat pengaruh stakeholder terhadap peran yang dimiliki. Metode yang digunakan dalam penelitian ini adalah wawancara terhadap 10 pakar dan survei terhadap 30 responden. Metode analisis data menggunakan Factor of Stakeholder Influence Level (FoSIL) dan analisis korelasi menggunakan SPSS. Hasil temuan menunjukkan Pemerintah merupakan stakeholder dengan tingkat pengaruh tertinggi diantara stakeholder lainnya. Selain itu didapat peran-peran yang dimiliki stakeholder yaitu provider, context enabler, concept refiner, broker/mediator, initiator, stimulator, dan regulator. Dari analisis korelasi didapat adanya hubungan antara peran dan tingkat pengaruh stakeholder dalam implementasi konstruksi ramping. Hubungan tersebut menunjukkan untuk meningkatkan bargaining power, stakeholder dapat menerapkan sub-peran yang dimiliki stakeholder dengan tingkat pengaruh lebih tinggi. Hasil temuan penelitian ini diharapkan dapat menjadi landasan pengembangan stakeholder engagement strategy dalam meningkatkan implementasi konstruksi berkelanjutan dengan prinsip konstruksi ramping di Indonesia. ......The construction industry is one of the industries that contributes the highest material consumption and emissions in the world. The amount of consumption and emissions is exacerbated by Indonesia's population growth which triggers an increase in infrastructure development. This is stated in the National Strategic Projects and Priority Projects in the Indonesian RPJMN 2020-2024. Stakeholders have an important role in implementing sustainable construction to mitigate these impacts. Lean construction is one of the principles in implementing sustainable construction as outlined in the PUPR Ministerial Decree No. 9 of 2021 concerning Guidelines for the Implementation of Sustainable Construction. This study aims to analyze the level of influence of stakeholders in lean construction, analyze the role of stakeholders in lean construction, and analyze the relationship between the level of influence of stakeholders on the role they have. The method used in this research is interviews with 10 experts and a survey of 40 respondents. Data analysis method using Factor of Stakeholder Influence Level (FoSIL) and correlation analysis using SPSS. The findings show that the Government is the stakeholder with the highest level of influence among other stakeholders. In addition, the roles of stakeholders are obtained, namely provider, context enabler, concept refiner, broker/mediator, initiator, stimulator, and regulator. From the correlation analysis, it is found that there is a relationship between the role and level of influence of stakeholders in the implementation of construction. The relationship shows that in order to increase bargaining power, stakeholders can apply sub-roles that are owned by stakeholders with a higher level of influence. The findings of this study are expected to be the basis for developing a stakeholder engagement strategy in improving the implementation of sustainable construction with lean construction principles in Indonesia.
