"Pengenalan model kompetisi duopoli yang dilakukan sejak tahun 2001, mulai sedikit demi sedikit mengubah industri telekomunikasi di Indonesia. Kompetisi duopoli merupakan tahap transisi menuju kompetisi penuh dan terbuka yang diharapkan akan terjadi pada tahun 2010. Namun, jalan panjang menuju tahapan itu masih harus dilalui bersama.
Penerapan kompetisi duopoli sendiri disertai sejumlah paket deregulasi yang ditawarkan oleh pemerintah Indonesia, seperti deregulasi interkoneksi, tariff rebalancing, SO (Universal Service Obligation), dan beberapa deregulasi lainnya. Dibandingkan isu lainnya, deregulasi interkoneksi menjadi salah satu titik kunci dalam tahap transisi Interkoneksi merupakan salah satu titik permasalahan dalam introduksi kompetisi di industri telekomunikasi Indonesia. Potensi permasalahan yang mungkin timbul adalah penolakan operator incumbent terhadap perubahan skema perhitungan tarif interkoneksi dari revenue sharing menjadi berbasis biaya (cost-based) yang tertuang dalam deregulasi interkoneksi tersebut.
Sebagai bagian dari paket restrukturisasi industri telekomunikasi di Indonesia, kebijakan deregulasi interkoneksi berbasis biaya dapat dijadikan sarana belajar bagi regulator, operator, maupun pihak lain yang terkait, dalam melakukan transisi perubahan yang mules dan berbiaya minimal. Keberhasilan penerapan interkoneksi berbasis biaya nantinya akan menentukan masa depan industri ini, terutama dalam mencapai tujuan terciptanya kompetisi penuh dan terbuka.

The introduction of duopoly competition in 2001 has changed the Indonesians telecommunication industry. Duopoly competition has been chosen as a transition stage before the industry is ready for open competition or liberalization, which is targeted, will be implemented in 2010. However, it is still a long way to go.
Along with the implementation of duopoly competition, the government of Indonesia is also introducing several deregulation policies, including interconnection, tariff re balancing, and USO (Universal Service Obligation). Compare with the other issues, interconnection deregulation policy is the most vital and key to the restructuring process. The government plan to change interconnection tariff scheme from revenue sharing to cost-based. It has the potential to make the process deadlock, consider that incumbent operator will against the deregulation that seems to threaten their income.
As a part of restructuring process, interconnection deregulation policy can be a case study for regulator, operators, and interest groups in the Indonesians telecommunication industry. They can learn the dynamics of restructuring process and how to achieve the target at minimal cost. The success of interconnection deregulation will decide the future of Indonesians telecommunication industry."

"The form of initial experience with mobile application determines consumers likelihood to adopt it. This paper examines the effects of two forms of experience (direct versus indirect) toward the formation of consumers behavioral intentions (versus behavioral expectations) to adopt mobile applications. A direct experience induces concrete mental process that underlies the formation of behavioral expectations, whereas an indirect experience induces abstract mental process that underlies the formation of behavioral intentions.
Results from Experiment 1 show significant increase in behavioral expectations predictive ability when subjects engaged in a direct experience than an indirect experience. Meanwhile, the effects of a direct experience were subtle toward behavioral intentions predictive ability. In Experiment 2, the intensity of direct experience revealed additional caveats on the predictive ability of behavioral intentions and behavioral expectations. It is found that higher intensity of a direct experience has a stronger effect toward behavioral expectations than behavioral intentions. Findings of these experiments could be used as a ground to design an intervention strategy for mobile applications pre-adoption experience."
