"Dalam rangka mengantisipasi tuntutan pasar global menyangkut perihal mutu, hingga awal 1998 sekitar 466 industri di Indonesia, baik industri manufaktur maupun jasa, telah memenuhi dan memperoleh sertifikat Standar Sistem Mutu ISO sari 9000 melalui Badan Sertifikasi ISO. Sertifikasi tersebut diharapkan dapat menjadi instrumen pendukung bagi perusahaan dalam menjamin konsistensi mutu produk/ jasa. Akan tetapi sejak pertengahan tahun 1997 hingga saat ini, industri Indonesia dihadapkan gelombang krisis ekonomi serta stabilitas politik yang tidak terkendali berdampak mempengaruhi kinerja organisasi menyeluruh dari Industri yang bersangkutan.Penelitian ini dimaksudkan sebagai usaha mendapatkan profit kinerja Quality Management System (QMS) dari sektor Industri yang bersertifikat ISO 9002 dalam memenuhi persyaratan QMS, dan untuk melihat seberapa jauh pengaruh variabel krisis ekonomi terhadap kinerja QMS kelompok industri kayu lapis (plywood), tekstil serta elektronik dan komponennya. Penelitian didekati berdasarkan hasil rata-rata ketidaksesuaian (non-conformance) terhadap persyaratan standar sistem mutu SO 9002: 1994 selama periode tahun implementasi 1994 - 1998, analisa gap defisiensi kinerja QMS selama periode krisis tahun 1997 -- 1998, serta menguji tingkat korelasi defisiensi kinerja QMS terhadap 8 prinsip Manajemen mutu berbasis ISO/ TC 1761 SC2/ WG15: 1997 serta indikator ekonomi.Hasil dari penelitian ini, diperoleh adanya defisiensi kinerja QMS dari industri bersertifikat ISO 9002 terhadap 8 prinsip manajemen mutu selama krisis ekonomi, dimana berkorelasi pada pencapaian hasil yang diinginkan secara lebih efisien ketika sumber dan aktifitas yang berhubungan dikelola sebagai sebuah proses (Process Approach), serta keputusan dan tindakan efektif yang diambil berdasarkan pada analisa data dan informasi (factual approach to decission making).

Anticipating the global market requirements on quality, up to 1998, 466 Indonesia's manufacture and service industries have met and obtained the ISO 9000 Quality System Standard certifications through Certification Bodies of the standards. The certification is intended to be a support instrument of the company in assuring the consistency of product quality. Unfortunately, since July 1997 up to now, economic crisis and uncertain political stability have been shaking Indonesia's industry and influencing the overall organizational performance of related industries.

This research is proposed to be an effort in collecting the Quality Management System (QMS) performance profile of ISO 9002 certified industrial sectors. The profile reflects how these industries meet the QMS qualifications, and how deep economic crisis influences the QMS performance of plywood, textile, and electronics industrial sectors, respectively. Approaches used in the study are based on the average of non-conformance findings in standard ISO 9002: 1994 requirements during 1994 until 1998, QMS deficiency gap analysis during economic crisis, and the examination of QMS performance deficiency based on eight Quality Management Principles qualifications (1SOfTC 176/SC 21WG15: 1997) and economic indicator correlation.

As the result, during the crisis, there is QMS performance deficiency of ISO 9002 certified industries among eight Quality Management Principles, especially in process approach and factual approach to decision making."

"ABSTRAKDengan semakin meningkatnya kompleksitas permintaan pasar terhadap produk manufaktur, maka usaha serta upaya industri untuk memenuhi permintaan pasar senantiasa menjadi perhatian para peneliti di dunia. Khususnya bidang kompleksitas produk (product complexity) serta tingkat kematangan industri (industrial maturity level), saat ini kajian kedua bidang tersebut dilakukan secara parsial. Kajian pada bidang kompleksitas produk mengarah pada keterkaitan antara tingkat kompleksitas produk, proses pembuatan, manajemen operasi dan sistem manufaktur. Sedangkan kajian oleh industri berupaya mendapatkan suatu model yang dapat digunakan sebagai best practice dalam menilai tingkat kematangan industri. Kajian disertasi ini untuk mendapatkan sebuah model penilaian serta pengukuran tingkat kematangan industri yang dapat diterapkan dalam konteks industri komponen otomotif khususnya aktivitas teknologi stamping berdasarkan kompleksitas produk pressed part.Guna memperoleh model tersebut, dilakukan analisa Structural Equation Modeling (SEM) terhadap pengaruh variabel kompleksitas produk dengan kematangan industri. Pengembangan model tingkat kematangan industri berdasarkan state of the art teknologi manufaktur, serta konsep kompleksitas produk manufaktur berdasarkan fitur dan spesifikasi dari produk.Model penilaian tingkat kematangan industri stamping telah di uji coba pada outer panel, inner panel serta supporting panel produk pressed part, serta dilakukan serangkaian uji verifikasi dan validasi kompleksitas produk terhadap tingkat kematangan industri dalam menghasilkan produk sesuai spesifikasi.Hasil uji menunjukkan model penilaian tingkat kematangan industri stamping berdasarkan kompleksitas produk pressed part dengan tingkat deviasi 6.32%. Dengan dihasilkan model penilaian kematangan industri stamping maka diharapkan dapat digunakan sebagai acuan dalam menilai dan meningkatkan kemampuan industri komponen otomotif berbasis kompleksitas produk pressed part.

ABSTRACT

With the increasing complexity of market demand for manufactured products, the efforts of industries to meet the market demand have always been the attention of researchers in the world. Nowadays particularly studies in the fields of product complexity and industrial maturity level are being conducted partially. The research studies in the fields of product complexity are focussed on the relationship between product complexity level, manufacturing process, operations management and the manufacturing system. Meanwhile, the studies were carried out by industry to obtain a model which can be used as the best practice in assessing industrial maturity level. This research is to obtain an assessment model as well as measurement which can be applied in the automotive component manufacturing industry, especially in stamping technology activities based on product complexity of pressed parts.

In order to obtain such model, Structural Equation Modeling (SEM) analysis on the relationship between product complexity variables and industrial maturity has been performed. Industrial maturity model was developed based on state of the art of manufacturing technology, and manufacturing product complexity based on feature and specification of the product.

For stamping industry maturity level model, a calculation trial on samples of outer panel, inner panel and supporting panel of pressed part products was performed. A series of verification and validation tests on the product complexity as well as expert perception tests on industrial maturity in producing products with the required specification were conducted.

Results of the verification and comparison tests show that the industrial maturity level assessment model of stamping industry based on product complexity level of the pressed parts yields deviation rate of 6.32%. In conclusions, the industrial maturity level model for stamping industry is expected to be used as a reference in assessing industrial capability based on product complexity of pressed parts.
