ABSTRAK
Penerapan kebijakan Sanitary and Phytosanitary (SPS)sebagai Non-Tariff Measuresdi Negara-negara European Union (EU) melaluiComission Regulation (EC) No. 1881/2006 tentang setting maximum levels for certain contaminants in foodstuffs diduga berdampak terhadap ekspor lada dan pala Indonesia. Untuk itu dilakukan penelitian dengan pendekatan gravity model menggunakan variabel dummy SPS yang diberlakukan EU pada analisis ekspor komoditi tersebut. Metode analisis yang digunakan dalam penelitian ini adalah model analisis ekonometrika dengan data panel. Estimasi dilakukan pada model dengan periode waktu penelitian tahun 1996-2015 dengan variabel kontrol yaitu gross domestic product (GDP), produksi, real exchange rate (RER), dummy regulasi SPS, harga, biaya transportasi, tarif serta interaksi antara variabel tarif dan SPS. Hasil penelitian menunjukan bahwa diberlakukannya regulasi SPS oleh EU berpengaruh negatif terhadap ekspor lada dan pala Indonesia masing-masing pada tingkat kepercayaan 99%.
ABSTRACT
Implementation of sanitary and phytosanitary (SPS) as one of non-tariff measures within European Union (EU) countries member by Comission Regulation as ECNo. 1881/2006 about setting maximum levels for certain contaminants in foodstuffs, is predicted influencing the export of pepper and nutmeg of Indonesia.To prove the hypothesis, research was done using gravity model approachment with dummy SPS as variable target which described regulation implemented in EU, for analyzing the impact on export of these commodities. The analytical method used in this research is the econometric analysis model with panel data. Estimation data was made in terms of periode time on 1996 up to 2015 with control variables were gross domestic product (GDP), production, real exchange rate (RER), dummy regulation of SPS, price, transportation cost, tariff and interaction of variables as dummy regulation of SPS and tariff. Result of estimations show that SPS regulation of EU is significantly had negative impact on export of nutmeg and pepper of Indonesia to EU within 99% of confidence level of estimation of each
