Authority is a multi-disciplinary concept that has been the basic feature that differs the state from other political entities. This distinction, further, positions states as main actor in international politics who are able to exercise legitimized violence, while other political entities are forbidden to exercise such measure without the required authorization from states. This paper exhibits that the concept of authority that has been developed in the study of International Relations relatively influenced by Weberian definition of authority which, to some extent, posess state-centric bias with features including territoriality, violence, and other public symbols so that the violent measures the states exercised are deemed as criminal act or struggle for political entitites to pursue statehood. Therefore, each non-state actors wanting to increase significance in its relation with other political entities and to have freedom to exert violence has to define its territory and demonstrate functions similar to those of states.

"ABSTRAK
This article would follows the history of the concept of territoriality as described by Schmitt and
Kant which place the appearance of territorial attachment to a context. The author wants to point
out the problems that arise when the territory is taken from that context and adopted in a
globalized world which has a different context. Taking territory as the undeniable norm of a
modern state contributes to create some latent problems: ethnic or religious identity issues that
need to subject to national identity, inability to deal with non-territorial political entities, and
inability to imagine effective ways to mobilize effective authority regardless of material capacity.
This article concludes with a suggestion to reopen the discussion about the importance of
territoriality for a country and whether the concept can still serve as an assumption of state
security and unity"
