Pemerintah telah mengatur ketentuan mengenai perdagangan telepon seluler sebagai syarat yang harus dipenuhi oleh produsen dan importir sebelum Blackberry itu beredar di masyarakat. Blackberry sebagai telepon seluler yang digemari saat ini tak luput terhadap berbagai permasalahan yang dialami oleh penggunanya. Permasalahan yang muncul terkait dengan standar mutu perangkat dan layanan purna jual. Banyaknya importir Blackberry di Indonesia menimbulkan ketidakjelasan bagi konsumen dalam klaim layanan purna jual terkait dengan standar mutu produk yang tidak sesuai. Selain itu, tanggung jawab bagi importir yang berada di bawah afiliasi RIM langsung berbeda dengan tanggung jawab importir yang tidak berafiliasi langsung.
