ABSTRAK
Senyawa kompleks lantanida [Ln Tpy-NH2 2Cl2]Cl telah berhasil disintesis dengan mereaksikan ligan Tpy-NH2 4- p-aminofenil -2,2:6,2 prime; prime;- terpiridin dengan logam lantanida Europium dan Dysprosium. Ligan Tpy-NH2 diperoleh dengan mereduksi 4- p - nitrofenil -2,2:6,2 prime; prime;- terpiridin atau Tpy-NO2. Hasil sintesis ligan dikarakterisasi dengan FTIR, UV-Vis dan 1H-NMR. Ligan dikompleksasi dengan logam lantanida dengan perbandingan mol terbaik 2:1. Hasil pengukuran spektrofluorosensi menunjukkan Ligan Tpy-NH2 dapat berperan secara efektif sebagai kromofor atau antena untuk ion lantanida pada senyawa kompleks, dimana adanya emisi pada kedua jenis kompleks menngindikasikan terjadinya transfer energi dari antena Tpy-NH2 ke ion lantanida. Spektrum fluorosensi kompleks menunjukkan emisi maksimum pada 614 nm 5D0 7F2 untuk kompleks Eu dan 578 nm 4F9/2 6H15/2 untuk kompleks Dy. Aplikasi kompleks sebagai fluorosensor ion logam menunjukkan kedua jenis kompleks merupakan fluororsensor tipe turn-off yang selektif terhadap Fe3 dimana penambahan Fe3 menyebabkan terjadinya penurunan intensitas fluorosensi komplek atau pemadaman quenching . Pemadaman fluorosensi dapat dijelaskan dengan mekanisme kompetsisi absorpsi dari kompleks dan Fe3.

ABSTRACT
Lanthanide complex namely Ln Tpy NH2 2Cl2 Cl where Tpy NH2 is 4 p aminophenyl 2,2 6,2 prime prime terpyridine and Ln is Europium dan Dysprosium were synthesized. The ligan was found with reduction of 4 p nitrophenyl 2,2 6,2 prime prime terpyridine or Tpy NO2 and photophysical properties such as FT IR spectra, UV Vis absorption spectra, and luminescence properties of the complexes in the presence of various metal ions were studied. Here Tpy NH2 acts as chromophore or light harvesting photo sensitizing antenna for lanthanide ion in this lanthanide complex. The bright luminescence in complex suggests favorable photo induced energy transfer happens from the Tpy NH2 antenna to the lanthanide ions to fill long lived emissive excited states of lanthanide ions f f transitions. The luminescence spectral profile of complexes show characteristic sharp multiple emission bands and maximum at 5D0 7F2 f f transitions located at 614 nm for complekx Eu and at 4F9 2 6H15 2 located at 578 nm for complex Dy. The Fluorescence studies revealed that this material showed a highly selective fluorescence quenching response to Fe3 ions in liquid suspension and its fluorescence quenching response can be explained in terms of the competitive absorption mechanism.

Munculnya pandemi COVID-19 telah memberikan dampak amat besar pada aspek perekonomian, khususnya industri penerbangan. Efek dari pandemi ini memberikan kesulitan bagi pihak maskapai penerbangan sebagai lessee dalam memenuhi kewajiban kontrak leasing, dan perusahaan leasing sebagai lessor dihadapkan pada risiko pembayaran sewa yang tertunda atau bahkan tidak terpenuhi. Menanggapi polemik tersebut, klausul force majeure memiliki peran besar dalam memberikan suatu dasar hukum untuk menunda atau melepaskan kewajiban yang sulit atau bahkan tidak mungkin dipenuhi dalam situasi darurat seperti pandemi COVID-19. Namun demikian, penafsiran pandemi COVID-19 sebagai suatu keadaan memaksa dapat berbeda-beda. Terlebih lagi, tidak semua kontrak secara otomatis mencakup klausul force majeure, salah satunya seperti kontrak leasing pesawat udara. Akibatnya, pihak-pihak yang terlibat dalam kontrak leasing pesawat udara dihadapkan pada kompleksitas dan ketidakpastian hukum dalam menangani konsekuensi pandemi. Tujuan penelitian ini adalah untuk membahas mengenai penafsiran force majeure terhadap peristiwa pandemi COVID-19 dalam melaksanakan renegosiasi kontrak dan akibat hukum yang timbul terhadap kontrak leasing pesawat udara atas terjadinya pandemi COVID-19 sebagai force majeure. Adapun, dengan menggunakan metode doktrinal dan bahan data sekunder, kesimpulan dari penelitian ini adalah pertama, pandemi COVID-19 dapat dikategorikan sebagai force majeure relatif. Dengan kata lain, pemenuhan kewajiban debitur dapat ditangguhkan atau ditunda untuk sementara waktu hingga keadaan memaksa (pandemi COVID-19) berhenti. Setelah keadaan memaksa tersebut dinyatakan selesai, maka debitur harus melaksanakan kewajiban perjanjiannya kembali. Kedua, pelaksanaan renegosiasi kontrak leasing pesawat udara pada dasarnya tidak dilandasi dengan alasan force majeure, melainkan adanya peran lessor yang proaktif dan terbuka untuk bekerja sama mencari solusi yang memberikan keadilan bagi para pihak. ......The emergence of the COVID-19 pandemic had a huge impact on economy aspects, especially the aviation industry. The effects of this pandemic have made it difficult for airlines as lessees need to fulfill their leasing contract obligations and leasing companies as lessors are faced with the risk of delayed or even incomplete rental payments from lessees. Responding to this polemic, the force majeure clause has a big role in providing a legal basis for postponing or releasing obligations that are difficult or even impossible to fulfill in emergency situations such as the COVID-19 pandemic. However, the interpretation of the COVID-19 pandemic as a force majeure event can vary. Moreover, not all contracts automatically include a force majeure clause, such as aircraft leasing contracts. Consequently, parties involved in aircraft leasing contracts grapple with legal complexities and uncertainties in addressing the consequences of the pandemic. The aim of this research is to discuss the interpretation of force majeure regarding the COVID-19 pandemic event in renegotiating contracts and the legal consequences arising on aircraft leasing contracts due to the occurrence of the COVID-19 pandemic as force majeure. Therefore, by using doctrinal method and secondary data, the conclusion drawn from this research is, firstly, that the COVID-19 pandemic can be categorized as a relative force majeure. In other words, the debtor's obligations fulfilment can be temporarily postponed or delayed until the force majeure condition (COVID-19 pandemic) ceases. Once the force majeure condition is declared over, the debtor must resume fulfilling their contractual obligations. Secondly, the renegotiation of aircraft leasing contracts is fundamentally not based on force majeure reasons, but rather on the proactive role of the lessor, who is open to collaborative solutions that ensure fairness for all parties involved.

Bangsa Indonesia dan Belanda mempunyai hubungan sejarah panjang yang mengalami pasang surut, terutama sejak proklamasi kemerdekaan Indonesia. Dalam jurnal ini, dibahas pasang-surut Indonesia Belanda, kaitan penegakkan Hak Asasi Manusia dan campur tangan Belanda di dalamnya. Korpus penelitian ini adalah Pemberitaan tentang kematian aktivis HAM Indonesia, Munir Said Thalib, di dua surat kabar Belanda De Volkskrant dan NRC Handelsblad dari tahun 2004 sampai 2005. Metode penelitian ini menggunakan metode kualitatif berdasarkan studi kepustakaan.

Indonesia and Netherlands have a strong historical relationship. The relationship of both have ups and downs since the proclamation of Independence of Indonesia. In this journal, discuss about the ups and downs os Indonesia ndash; Netherlands relations, the human rights enforcement and Dutch interference in it. The corpus for this research is the news of the death of Indonesian human rights activist, Munir Said Thalib, in two Dutch newspaper De Volkskrant and NRC Handelsblad from 2004 to 2005. This research method used qualitative method based on literature study.
