ABSTRAKUsing panel data from 42 developing countries in the year 1965-2010, this paper attempts to explain the impact of human capital (education) on economic growth under the endogenous growth theory. following the human capital and distance to frontier (DTF) growth model developed by Vandenbussche et al. (2006), henceforth VAM, human capital was defined as a weighted sum years of schooling, the proportion of educational attainment, and the fraction of skilled human capital. another two new definitions were proposed to articulate the importance of education structure, i.e. the relative share of educational attainment and continuing rate in tertiary education. A system generalised method of moments (GMM) estimation was undertaken, and the results show that the two proposed definitions of education are significant at least at 90 percent of confidence level on the total factor productivity (TFP) growth. hence, it is suggested that education structure matters for growth in developing countries."

"Sumber daya manusia (sdm) Indonesia masih tertinggal dibandingkan negara maju terutama dalam hal reputasi global di bidang riset dan inovasi. Sejak merdeka, belum ada satu pun peraih Nobel dari Indonesia. Akar permasalahannya terletak pada masih minimnya sdm Iptek nasional yang baru mencapai 1.137 SDM Iptek per 1 juta penduduk. Pada saat yang sama, Indonesia belum memiliki program manajemen talenta yang secara sistematis dan kontinyu membina dan memfasilitasi sdm Iptek agar dapat terus produktif dan berprestasi. Melalui studi literatur dan rangkaian focus group discussion, tulisan ini berkontribusi untuk memformulasikan rekomendasi kebijakan yang mencakup kerangka pelaksanaan, regulasi, kelembagaan, dan pendanaan. Hasil studi menyimpulkan perlunya kebijakan terobosan seperti perluasan talent pool, perbaikan ekosistem dan akuisisi, pembinaan dan fasilitasi talenta, hingga pengelolaan untuk keberlanjutan siklus manajemen talenta."

"In the era of the knowledge and digital economy today, technology is no longer meant as a tool to increase productivity. Instead, it becomes a critical factor in creating added value. Higher education as an institution that is responsible for advancing science while producing innovative products of high economic value needs to be encouraged as a Centre of Excellence (CoE). Among others, Legal-Entity Higher Education Institution/Perguruan Tinggi Badan Hukum (PTN-BH) is considered more potential to become CoE in Indonesia because it has the autonomy of academic and non-academic management. Utilizing CoE criteria such as financial/funding, cooperation, governance, academic, and research-innovation, a gap analysis was conducted to find out what are best policies to develop PTN-BH towards CoE. This study suggests that the centre of science and technology excellence/Pusat Unggulan Iptek (PUI) can be a promising starting point towards CoE."
