"Adanya SDA Minyak dan Gas Bumi di Indonesia berpotensi untuk memberikan manfaat bagi perekonomian. Namun, industri ini menghadapai resource curse yang apabila tidak dikelola dengan baik dapat melumpuhkan Industri lain yang berbasis non-sumber daya. Oleh karena itu, berbagai negara berusaha untuk meningkatkan utilisasi Industri Penunjang Minyak dan Gas Bumi agar secara makro dapat memberikan manfaat yang berlipat bagi industri penunjang dan industri lainnya. Berbagai penelitian menyebut manfaat ini sebagai multiplier effect yang dapat dibagi menjadi direct, indirect,dan induced effect. Semakin besar pemanfaatan industri hulu yang bersumber domestik, maka semain besar pula multiplier effect yang diciptakan. Penulis mencoba melihat sejarah penggunaan komponen lokal Indonesia pada 1990 – 2005, dan mengetahui perubahan dampak dan pengaruh yang diciptakan dengan besaran penggunaan komposisi lokal yang berbeda.
Dengan menggunakan Model Input – Output, penelitian ini menunjukan bahwa Industri Pertambangan Minyak dan Gas Bumi di Indonesia memiliki nilai koefisien dampak yang cederung stabil, tetapi memiliki pengaruh yang meningkat selama 1990 – 2005. Berkaitan dengan penggunaan komponen lokal pada Industri Pertambangan Minyak dan Gas Bumi, dapat dilihat pada perubahan sektoral industri tertentu, dimana secara langsung penggunaan komponen lokal mampu menciptakan dampak yang lebih besar bagi Industri Domestik dan Perekonomian. Namun, kasus di Indonesia telah terjadi penurunan penggunaan komponen lokal pada periode paska krisis akibat tekanan biaya input impor, dan ketidakmampuan Industri Domestik untuk memenuhi peningkatan kebutuhan input Industri Pertambangan Minyak dan Gas Bumi di Indonesia.
......The presence of Oil and Gas Resource in Indonesia has the potential to provide benefits to the economy. However, the industry is facing “resource curse” that if it is not managed properly can paralyze other non-resource-based industries. Therefore, many countries are trying to increase the utilization of Supporting Oil and Gas Mining Industry so that can provide multiple benefits for supporting industries and other industries. Various studies have called this benefit as a multiplier effect that can be divided into direct, indirect, and induced effects. The greater utilization of upstream industries are sourced domestically, the greater the multiplier effect created. Authors tried to see the history of the use of local components in Indonesia in the period 1990-2005, and look at the changes of impact and influenced created by the different local composition used.
By using Model Input - Output, this study shows that Oil and Gas Mining Industry in Indonesia tend to have stable impact coefficient, but with an increase in its influence over 1990 – 2005. Associated with the use of local components in the Oil and Gas Industry, shown that the using local component in the certain industry sector is directly able to create a greater impact to the industry and economy. However, there has been a decline in the use of local components in the post-crisis period due to imported input cost pressure, and the inability of Domestic industry to meet the increasing input demand of Oil and Gas Upstream Sector Industry."
