Abstrak :
Tinjauan studi ini adalah untuk menginformasikan tentang efektivitas Pengawasan Masyarakat/WASMAS dalam kaitannya dengan WASKAT dan WASNAL sebagai komponen yang terkait dalam Sistem Pengelolaan Keuangan Negara dan Pembangunan, sesuai dengan TAP Nomor II/MPR/1993. Dalam mengungkapkan konsep teoritis penelitian ini terutama dengan menggunakan data persepsi responden yang dipergunakan untuk mendukung data sekunder yang ada. Penelitian Penjelasan (Explanatory Research) tentang WASMAS dengan menguji kedelapan variabelnya menggambarkan kinerja WASMAS dalam konteks perspektif yang komprehensif terpadu. Tingkat perencanaan dan tujuan secara tepat dan pelaksanaan pengawasan yang cukup ketat, dapat membuktikan dengan jelas bahwa organisasi WASMAS cukup efektif. Hasil uji efektivitas WASMAS ini menggunakan tabel silang (Singarimbun). Analisis inipun dapat membuktikan keefektifitasan organisasi WASMAS dalam merealisasikan tujuan-tujuannya secara optimal. Hasil analisis data memperlihatkan secara keseluruhan menunjukkan 6 (enam) dari 8 (delapan) kriteria yang ditetapkan mempunyai tingkat efektivitas yang cukup tinggi. Disamping itu diketahui pula bahwa sumber daya manusia merupakan unsur terpenting dalam organisasi yang perlu ditingkatkan kualitasnya. Disamping itu kelemahan tentang manajemen informasi/koordinasi membuktikan perlu adanya pedoman yang baku bagi pelaksanaan WASMAS baik pada Tromol Pos 5000 maupun pada Bagian ADWASMAS pada setiap Departemen/LPND.

Adanya globalisasi membuat identitas sebuah tempat mulai kehilangan perannya. Pembentukan identitas tempat tidak terlepas dengan kehadiran aktor di dalamnya. Salah satu aktor tersebut adalah komunitas kreatif. Komunitas kreatif adalah sekelompok orang yang memiliki ketertarikan yang sama dan memiliki nilai, tujuan, serta menciptakan interaksi baik dengan individu laindan lingkungan fisik. Keterkaitan antara tempat dan komunitas kreatif dalam pembentukan identitas tempat ditinjau melalui pengaruh identitas tempat terhadap komunitas kreatif atau sebaliknya serta mengkaji penggunaan ruang dan makna tempat bagi komunitas kreatif. Kolaborasi antara ketiga hal tersebut serta waktu terjadinya merupakan kesatuan yang tidak dapat dipisahkan dalam membahas identitas tempat.

Studi kasus dilakukan di Taman Fatahillah dan Pasar Baru Jakarta, dengan menggunakan metode pengamatan dan wawancara. Sebagairuang publik, tempat ini memiliki identitas yang kuat dalam memicu kehadiran komunitas kreatif di ruang itu. Keberadaan komunitas kreatif melalui aktivitasnya dalam pembentukan identitas tempat merupakan salah satu usaha dalam meningkatkan identitas tempat tersebut. Bagi komunitas kreatif, identitas yang dimiliki ruang publik mendukung aktivitas yang dilakukan dan menciptakan interaksi dengan individu yang lain. Sedangkan peran komunitas bagi ruang publik adalah menjadi daya tarik lain bagi masyarakat untuk datang ke tempat itu.Peran komunitas kreatif menambah identitas tempat tersebut.

ABSTRACT:

Globalization makes the identity of a place begins to lose its role. The formation of place identity cannot be separated by the presence of actors in it. One of the actors is creative community. Creative community is a group of people having the same interest and having value, purpose, and creating the interaction of either by another individual and physical environment. The relationship between the place and the creative community in shaping of place identity viewed through place identity against creative community or otherwise as well as assessing the use of space and meaning of a place for the creative community. The collaboration among all these three and the time of the occurrence of an entity that cannot be separated in discussing the identity of the place.

Case study carried out in Taman Fatahillah and Pasar Baru Jakarta, using the methods of observation and interviews. As a public space, this place of having the strong identity to the triggering of the presence of creative community in these space. The existence of the creative community through their activities in shaping of place identity is one effort in improving the identity of the place. For the creative community, the identity which owned by public space support their activities undertaken and create the interaction with other individuals. While the role of the community for public space is becoming another attraction for people to come to that place. The role of the creative community add to the identity of the place.

Over the past two decades, labor unions in the United States have experienced a profound crisis. In spite of spending hundreds of millions of dollars on new organizing campaigns, unions have not won a major victory since 1995, and membership rates have steadily plunged. Meanwhile, corporate power has strengthened its grip, making the strength of unions more relevant than ever. What is the reason behind the downfall of the unions, and what can be done about it? No Shortcuts examines the ways in which unions can reverse their recent decline, arguing that despite todays extremely hostile environment, unions could win much more if they changed their organizing strategies. Through case study analysis, the book demonstrates that different organizing strategies produce different outcomes representing different levels of success, and that the reason for the decline in union victories lies not in the growing power of employers, but rather in the ways in which unions organize both members and nonmembers. Once, the workers themselves were the focus of union organizing, but organizers in the new millennium have spent most of their energy on corporate campaigns intended to weaken employer opposition to unions-making the employers, not the workers, the new center of the movement. No Shortcuts concludes that reversing todays inequality will require a robust embrace of unions-but of unions that are democratic and focused on bottom-up rather than top-down strategies, that place the agency for change in workers acting collectively both at work and in the communities in which they reside. Finally, the books analysis, although focused on the organization of strong unions, has the broadest possible application: the organization of a just society.
