Abstrak :
Perencanaan strategis sistem informasi dalam suatu organisasi dilakukan untuk memperoleh panduan pemanfaatan SI/TI sebagai upaya pencapaian Visi dan Misi Organisasi. Dalam penelitian ini dilaksanakan Perencanaan strategis sistem informasi pada Sekretariat jendral DPR RI. Perencanaan dilakukan menggunakan metodologi Strategic planning for information system (SP4IS). Penentuan strategi Sistem informasi dan penyusunan portfolio aplikasi dilakukan dengan analisa Critical success factor. Proses perencanaan dilaksanakan dalam lima tahap, yaitu: Penentuan konteks dan ruang lingkup, penentuan kebutuhan informasi, pengkajian kondisi teknis saat ini, penentuan solusi strategis, dan perencanaan implementasi. Hasil dari perencanaan berupa Rencana strategis sistem informasi Sekretariat jendral DPR RI, yang meliputi Visi dan Misi SI/TI, strategi SI/TI, portfolio aplikasi, kebutuhan infrastruktur TI, manajemen SI/TI, dan rencana pengembangan SI/TI. Proses perencanaan yang dilakukan dengan metodologi SP4IS memiliki kesesuaian dengan pola perencanaan strategis sistem informasi di beberapa organisasi pemerintahan/nirlaba di Indonesia, dimana secara umum tahap-tahap yang dilakukan yaitu: Kajian organisasi, Kajian kebutuhan informasi, Kajian kondisi teknis saat ini, Penentuan strategi SI/TI, Penentuan kebutuhan SI/TI, dan Perencanaan Implementasi.
Information system strategic planning conducted in an organization to ensure that IT/IS implementation in an organization is align with the organization?s strategy. In this research, the information system strategic planning conducted in Secretariat general of DPR RI. The planning process based on the Strategic planning for information system (SP4IS) methodology, IT/IS strategy and application portfolio determined using Critical success factor analysis. The steps of the planning process are: determine context and scope, determine business information, assessment of the current system, determine strategic solution, prepare and deliver implementation plan. Output of the planning process are: IT/IS strategy, application portfolio, IT infrastructure, IT/IS management, and IT/IS implementation plan. The planning process with the SP4IS methodology has similarities with the information system strategic planning conducted in some government institution/non profit organization in Indonesia, which in general follow steps: assessment of the organization, assessment of the information needs, assesment of the current technical condition, determination of IT/IS strategy, determination of the IT/IS needs, and deliver the implementation plan.

Bank Rakyat Indonesia (BRI) adalah salah satu perusahaan yang memanfaatkan teknologi informasi baik dalam mendukung proses bisnis perusahaan maupun dalam memberikan keunggulan kompetitif dengan pesaing. Pemanfaatan tersebut terbukti pada banyaknya proyek TI yang telah dijalankan mulai tahun 2014. Meskipun sudah dari 2014 BRI menjalankan proyek TI, tetapi dalam praktiknya masih banyak proyek TI yang mengalami keterlambatan dalam memenuhi target untuk live. Terdapat berbagai macam kriteria kesuksesan proyek, salah satunya adalah project triple constraint. Dalam project triple constraint dijelaskan bahwa proyek sukses adalah proyek yang memenuhi time, budget, dan scope. Oleh karena itu, penelitian ini dilakukan untuk mengetahui critical success factor (CSF) yang memengaruhi keberhasilan proyek TI di perbankan. Berdasarkan penelitian yang telah dilakukan, CSF tersebut antara lain penguasaan proyek oleh user sebagai subject matter expert (SME), environment pengembangan, komunikasi antar bagian, dukungan manajemen, kemampuan project manager, kompleksitas proyek, komitmen tim proyek, hubungan yang baik dengan pihak ketiga, pengalaman pengembang, dan serta pengawasan dan pengendalian proyek. Dengan mengetahui CSF tersebut, diharapkan dapat menjadi referensi bagi BRI dalam melaksakan proyek TI agar tercapai tujuan yang diinginkan.
Bank Rakyat Indonesia (BRI) is one of organization that use information technology to support its business process as well as to gain competitive advantage from competitor. It proven with BRI begin developing its many information technology project since 2014. Although since 2014 BRI already develop its information technology project, practically still many information technologies that BRI developed fail to meet its realization date. There are many project success criteria, one of them is project triple constraint. Project triple constraint is containing of three aspect, they are time, budget, and scope. Therefore, this study aims to find the CSF that affect the success of information technology project in banking. The result of this study is CSF that affect the success of information technology project in banking, they are project mastery for user as subject matter expert (SME), development environment, project team communication, management support, project manager capability, project complexity, commitment of project team, good relationship with third party, developer capability, and project monitoring and controlling. By knowing the CSF of information technology project in banking, BRI expected to be success in developing information technology project.

Along with the tendencies of Indonesian construction companies in getting the Quality Management System (QMS) certification as an impact of the prerequisite needed in project tender mechanism and the awareness of internal companies QMS blueprint improvement in continual improvement concept, also emerge construction companies stakeholder critical question, that is if the companies which had already adopted and executed QMS like ISO 9001 will had a better competitiveness. This research proves theoretically and statistically about significant correlation between better competitiveness and Critical Success Factor (CSF) in QMS.
