"Penelitian ini bertujuan untuk mengetahui model interoperabilitas teknis yang diterapkan dan dikembangkan pada Aplikasi Perpustakaan Digital LARAS versi 1.0 oleh Pusat Dokumentasi dan Informasi Ilmiah-Lembaga Ilmu Pengetahuan Indonesia (PDII-LIPI). Tujuan lain dari penelitian ini adalah untuk menentukan mengapa PDII-LIPI mencoba untuk mengembangkan LARAS versi 1.0. Penelitian ini dilakukan dengan menggunakan metode studi kasus dengan pendekatan kualitatif. Pengumpulan data dilakukan dengan analisis dokumen dan wawancara mendalam.
Hasil penelitian ini menunjukkan bahwa LARAS versi 1.0 yang dibangun oleh developer di PDII-LIPI atas dasar kondisi PDII-LIPI yang ingin mengejar ketertinggalan teknologi informasi dan komunikasi (TIK) yang kian pesat, dalam hal ini adalah aplikasi perpustakaan digital. Dalam kenyataannya masih terdapat perbedaan persepsi (konflik) antara pengembang dan pustakawan dalam mengembangkan LARAS versi 1.0. Model interoperabilitas teknis yang diterapkan untuk LARAS versi 1.0 merupakan gabungan dari level Model Interoperabilitas Teknis LISI (Level of Information System Interoperability). Namun demikian, dalam praktiknya, model interoperabilitas teknis yang dikembangkan pada LARAS versi 1.0 masih belum sempurna, terutama terkait pengembangan sistem metadata, encoding, protokol komunikasi, pangkalan data, dan pengindeksan.

This study aims to find out models of the technical interoperability which applied and developed on the Digital Library Applications of LARAS version 1.0 by the Center for Scientific Documentation and Information-Indonesian Institute of Sciences (PDII-LIPI). Other goal of this research is to determine why PDII-LIPI tries to develop the LARAS Version 1.0. This study was done by using method of case study with qualitative approach. Data was collected by documents analyzing and in-depth interviews.
This study shows that LARAS version 1.0 created by developers at the PDII-LIPI to avoid the obsolescence of information and technology communication (ITC), in this case is digital library application. In the fact, the conflicts between the developers and the librarians in developing LARAS version 1.0 still exist. Models of technical interoperability which applied to LARAS are combination among level of models of LISI (Level of Information System Interoperability). Nevertheless, in the practice, LARAS version 1.0 still not perfect yet, especially from system development of metadata, encoding, communication protocol, databases, and indexing.

"ABSTRAK
Penelitian ini dilatar-belakangi adanya koleksi digital di The Jakarta Information
Center. Seperti halnya pada koleksi cetak, koleksi digital ini juga perlu
dilestarikan karena terjadinya kerusakan media penyimpanan atau penurunan
kualitas pada koleksi digital seiring berjalannya waktu. Untuk itu diperlukan
pelaksanaan strategi pelestarian digital. Terdapat enam strategi pelestarian untuk
koleksi digital yang dapat dilakukan, yaitu: pelestarian teknologi, refreshing, dan
migrasi, emulasi, arkeologi data, dan pengalihbentukkan ke dalam media analog.
Metode yang digunakan dalam penelitian ini adalah metode deskriptif dengan
metode pengumpulan data dengan teknik wawancara, observasi dan studi
kepustakaan. Hasil penelitian menyatakan bahwa strategi pelestarian koleksi
digital yang telah diterapkan di The Jakarta Information Center adalah pelestarian
teknologi, refreshing, dan migrasi.

ABSTRACT
This research is based on the existence of digital collections in The Jakarta
Information Center. As well as printed collections, digital collections also need to
be preserved due to damages of the storage media or deterioration of the digital
collections over time. Therefore, it is necessary to implement digital preservation
strategies. There are six strategies for the preservation of digital collections that
can be done, namely: technology preservation, refreshing, migration, emulation,
archaeological data, and conversion into analog media. The method used in
conducting this research is descriptive method with the method of collecting data
by interview technique, observation and literature study. The result of the research
states that digital preservation strategies which have been implemented in The
Jakarta Information Center to its collections are technology preservation,
refreshing, and migration."

"Kontestasi adalah bentuk persaingan atau ajang adu kekuatan dan keunggulan untuk mempertahankan kepentingan yang diinginkan. Kontestasi lazim terjadi baik dalam pemerintahan maupun dalam kehidupan masyarakat dalam kehidupan berbangsa dan bernegara. Kontestasi juga terjadi dalam penerapan sistem tata naskah dinas antara sistem tata naskah dinas lokal lembaga yaitu SIPEDE dan sistem naskah dinas pemerintah pusat yaitu SRIKANDI. Kontestasi ini terjadi karena adanya benturan kepentingan dan perspektif antara dua lembaga yang berbeda. Penelitian ini merupakan penelitian kualitatif dengan menggunakan metode studi kasus. Teknik pengumpulan data pada penelitian ini adalah observasi, wawancara, dan dokumentasi. Wawancara dilakukan terhadap dua orang pegawai di Komisi Kejaksaan dan juga tiga orang pegawai di Kejaksaan RI. Observasi dilakukan dengan pengamatan langsung dengan melihat, mengamati praktik korespondensi di Komisi Kejaksaan dan Kejaksaan Agung. Hasil penelitian ini menunjukkan bahwa peralihan tata naskah dinas elektronik dari SIPEDE ke SRIKANDI menunjukkan kontestasi merupakan suatu fenomena umum yang muncul di dalam suatu organisasi besar yang sedang menjalani suatu perubahan. Adanya kontestasi antara SRIKANDI dan SIPEDE mencerminkan dinamika kekuasaan dan resistensi terhadap perubahan dalam institusi publik. Kejaksaan memilih untuk tetap menggunakan SIPEDE karena merasa lebih percaya pada efektivitas dan keamanannya, meskipun pemerintah telah memperkenalkan SRIKANDI sebagai sistem yang lebih terstandar dan aman. Perbedaan ini menyebabkan ketegangan dan perselisihan, menghambat efisiensi dan efektivitas koordinasi antara kedua lembaga. Kontestasi ini memperlambat proses komunikasi, pengawasan, dan evaluasi yang seharusnya berjalan lancar dan terintegrasi.

Contestation is a form of competition or an event of strength and superiority to defend desired interests. Contestation commonly occurs both in government and in community life in the life of the nation and state. Contestation also occurs in the implementation of the official document system between the local institution's official document system, namely SIPEDE, and the central government's official document system, namely SRIKANDI. This contestation occurred because of a clash of interests and perspectives between two different institutions. This research is qualitative research using the case study method. Data collection techniques in this research are observation, interviews and documentation. Interviews were conducted with two employees at the Prosecutor's Commission and three employees at the Indonesian Prosecutor's Office. Observations were carried out by direct observation by observing, observing correspondence practices at the Prosecutor's Commission and the Attorney General's Office. The results of this research show that the transition from SIPEDE to SRIKANDI shows that contestation is a common phenomenon that appears in a large organization that is undergoing change. The existence of contestation between SRIKANDI and SIPEDE reflects power dynamics and resistance to change in public institutions. The Prosecutor's Office chose to continue using SIPEDE because they felt more confident in its effectiveness and security, even though the government had introduced SRIKANDI as a more standardized and secure system. These differences cause tensions and disputes, hampering the efficiency and effectiveness of coordination between the two institutions. This contestation slows down the communication, monitoring and evaluation processes that should run smoothly and be integrated."
