"Implementing local governance since local autonomy is forced in 1999, needs a comprehensive evaluation system. It is aimed to evaluate the capability of local autonomy implementation and performance of implementing local governance in the framework of supporting in achieving the goal of nation and state. Now , after Law No. 32/ 2004 on Local Governance has been forcing , evaluation instrument on local governance implementation has been arranging in Government Regulation No. 6/2004. Thus, the evaluation result of local governance implementation can give positive contribution to the establishment of good governance."

"This article explain the urgency toward natural gas regulation's that reflected out from scarcity was happened in many limes. It has became repeatedly tends because here the government has no control to natural gas distribution under the recent law concerning oil and gas business's. The author suggested that government's action is to take control through natural gas distribution and not only concerning price and selling precentage. Government authority has been given under article 33 of Indonesian Constitution (U UD l9-15). Regulation towards natural gas distribution meant here is concerning territory limitation (domestic and foreign market orientation) that keep the mission to social welfare."

"Penelitian ini bertujuan untuk mengetahui kualitas pelayanan jasa keprotokolan pada Biro Protokol Sekretariat Presiden dengan menggunakan konsep Service Quality serta menganalisis tingkat kesesuaian antara tingkat harapan penerima layanan dengan kinerja yang telah dicapai oleh Biro Protokol Sekretariat Presiden. Di samping itu juga ingin mengetahui tingkat perbedaan harapan penerima layanan terhadap kelima dimensi kualitas pelayanan serta ingin mengetahui penilaian Pegawai Biro Protokol terhadap aspek kualitas pelayanan menurut Modell' S McKinsey.
Metode penelitian yang digunakan adalah deskriptif. Data yang dikumpulkan terdiri dari data primer dan data sekunder. Data primer diperoleh dengan menggunakan kuesioner, wawancara mendalam dengan informan dan pengamatan langsung (observasi). Sedangkan data sekunder diperoleh melalui penelusuran berbagai kepustakaan dan dokumentasi. Analysis data yang terkumpul dari kuesioner dilakukan dengan menggunakan Importance Performance Analysis serta perhitungan statistik chi-kuadrat.
Hasil penelitian menunjukkan bahwa 61,11 % penerima layanan menilai kinerja petugas protokol sudah baik dengan tingkat kesesuaian antara harapan penerima layanan dan pelaksanaan kinerja rata-rata sebesar 85,32 %. Hasil statistik menunjukkan tidak ada perbedaan penilaian penerima layanan terhadap kelima dimensi ServQual. Dalam menyiapkan diri menghadapi tuntutan stakeholder-nya, Biro Protokol dengan segenap sumber daya yang dimiliki memandang shared vision and values, strategy, structure, system, staff skill and style sebagai aspek-aspek penting dalam kualitas pelayanan sesuai dengan pendapat McKinsey dengan The 7'S nya.
Hasil penelitian ini secara akademis bermanfaat bagi berbagai pihak di kantor Sekretariat Presiden khususnya unit kerja Biro Protokol untuk dijadikan sebagai bahan kajian/referensi dalam melakukan penelitian lanjutan, namun dalam cakupan unit analisis yang lebih luas dan komprehensif. Secara praktis diharapkan menjadi masukan bagi Sekretariat Presiden khususnya Biro Protokol dalam menyusun strategi pengambilan keputusan mengenai peningkatan kualitas pelayanan dan kinerjanya dengan memperhatikan dimensi dan aspek-aspek kualitas pelayanan yang dianggap penting uleh stakeholder-nya."
