Pemantauan dan evaluasi pengadaan barang dan jasa diperlukan dalam mendukung kinerja Unit Layanan Pengadaan (ULP) Sekretariat Jenderal Kementerian Kesehatan Republik Indonesia. Untuk memudahkan dalam pemantauan dan evaluasi layanan pengadaan diperlukan adanya sistem informasi yang dapat mendukung ketersediaan data dan informasi sesuai kebutuhan. Penelitian ini bertujuan untuk mengembangkan suatu prototipe sistem informasi berupa aplikasi komputer di Unit Layanan Pengadaan (ULP) Sekretariat Jenderal Kementerian Kesehatan dalam melakukan pemantauan dan evaluasi layanan pengadaaan. Penelitian pengembangan sistem ini dilakukan dengan metode kualitatif, yaitu pengumpulan data dan informasi dilakukan melalui studi dokumen, observasi maupun wawancara mendalam. Informasi yang diperoleh menjadi dasar dalam pembuatan rancangan sistem dengan menggunakan pendekatan pengembangan sistem System Development Life Cycle (SDLC) yang menggabungkan antara model Iterative dan Incremental yang meliputi tahap analisis, perancangan, pengkodean dan uji coba sistem dengan simulasi prototipe aplikasi. Telah dihasilkan prototipe aplikasi sistem informasi pemantauan dan evaluasi layanan pengadaan berbasis web. Sistem tersebut mempermudah dalam pengumpulan data, pengelolaan data serta penyampaian laporan kegiatan pengadaan kepada pihak terkait. Sistem informasi pemantauan dan evaluasi di Unit Layanan Pengadaan Sekretariat Jenderal Kementerian Kesehatan ini dapat diimplementasikan dengan ketersediaan sarana pendukung yang ada. Perlu komitmen manajemen melalui kebijakan yang mengatur implementasi sistem serta perlunya kegiatan sosialisasi dan pelatihan bagi pihak-pihak terkait kegiatan pengadaan untuk penggunaan aplikasinya.

Abstract
Monitoring and evaluation of procurement of goods and services needed to support the performance of the Procurement Services Unit (ULP) Secretariat General of the Ministry of Health of the Republic of Indonesia. To facilitate the monitoring and evaluation of procurement of necessary services information system that can support the availability of data and information as needed. This study aims to develop a prototype information system in the format of computer applications in the Procurement Services Unit (ULP) Secretariat General of the Ministry of Health in monitoring and evaluating of procurement services. Systems development research was conducted with qualitative methods, that the collection of data and information through the study of documents, observation and interviews. The information obtained being the basic in designing the system used in the development of the System Development Life Cycle (SDLC) that combines the Iterative and the Incremental Models that include the analyzing phases, designing, coding and system testing by simulating a prototype application. Has produced a prototype information system for monitoring and evaluation of web-based procurement services. Such systems facilitate the data collection, data management and reporting of procurement activities to related parties. Monitoring and evaluation of information systems at the Procurement Services Unit Secretary General of the Ministry of Health can be implemented by the availability of existing support facilities. Need the management?s commitment in implementing of the system and it also needs such a socialization and training for the relevant parties to use the application for their procurement activities.
