Abstrak :
Memasuki millenium baru yang dikuasai oleh integrasi teknologi komputer dengan leknologi telekomunikasi menandakan tidak dapatnya dunia diiutup lagi dengan selimut paradigma lama. Disamping itu tekanan globalisasi perdagangan yang dimotori oleh negara maju seperti Amerika Seiikat dan Eropa Barat, membawa Indonesia untuk melakukan perubahan Di dalam kekuatan pembahan yang demikian besar, Direktorat Metrologi beserta jajarannya di daerah selaku pengembang misi tertib ukur di segala bidang, menempati peran suategis dalam bidang industri dan perdagangan. Khususnya di bidang industri, peran startegis dari institusi metrologi legal sejalan dengan Melrology Standard Tesring Quality (MSTQ) yang rnenjadi salah satu determinan dalam pemgembangan telcnologi pada proses industrialisasi yang sedang dikejar pemerinmh. Untuk ilu institusi kemetrologian harus menunjukan kinerjanya dengan memtilikasi standar intemasional clan mengimplementasikannya lewat slandarisasi UTTP (ukuran, takaran, timbangan dan perlengkapannya).

Secara substansi, eksisitensi kemetrologian tidak terlepas dari masalah tera ulang, dan pada saat ini kondisi tera ulang UTTP metrologi legal sangat memprihatinkan, di mana jumlah dari peneraulangan UTTP seharusnya setiap tahun semakin besar sesuai dengan sifatnyg mengingat UTTP yang ditera tahun ini akan secara berkala akan menempati posisi sebagai UTTP yang akan di tera ulang pada tahun-lahun berikutnya.

Fenomena di atas menjadikan alasan untuk penelitian ini, yang menitik beratkan pada kegiatan intemal dari institusi metrologi legal, untuk mengetahui faktor-faktor yang mempengaruhi peneraulangan UTTP metrologi legal. Dan kemudian sampai sejauh mana pengamh dari faktor-faktor tersebut Penelitian dilakukan dengan menggunakan metode kuantitatif, dimana lazimnya digunakan operasi matematis dalam mengolah data masukan. Selanjutnya dapat diidentilikasi faktor-faktor yang mempengaruhi aktivitas peneraulangan UTTP metrologi legal tersebut, serta sampai sejauh mana relevansi pengaruhnya.

Hasil penelitian dapat dirumuskan bahwa umumnya terdapat kendala yang bersifat teknis dan yang paling besar bersifat non teknis kemetrologian Hal ini digambarkan oleh tiga faktor utama yang meliputi 1 Faktor Pengawasan Kemetrologian dengan kontribusi sebesar l4,81%; Faktor Volume Kerja Kemetrologian dengan kontribusi sebesar 14,8l%l; dan Falctor Database Kemetrologian dengan kontribusi sebesar 11,1 1%.

This monograph and translation from the Russian describes in detail and comments on the fundamentals of metrology. The basic concepts of metrology, the principles of the International System of Units SI, the theory of measurement uncertainty, the new methodology of estimation of measurement accuracy on the basis of the uncertainty concept, as well as the methods for processing measurement results and estimating their uncertainty are discussed from the modern position. It is shown that the uncertainty concept is compatible with the classical theory of accuracy. The theory of random uncertainties is supplemented with their most general description on the basis of generalized normal distribution; the instrumental systematic errors are presented in connection with the methodology of normalization of the metrological characteristics of measuring instruments. The information about modern systems of traceability is given. All discussed theoretical principles and calculation methods are illustrated with examples.

Abstrak :
Currently, three single junction–type Thermal Voltage Converter (TVC) standard units represent the highest standard of AC (Alternating Current) voltages owned by the Electrical Metrology Laboratory, Research Centre for Metrology—Indonesian Institute of Sciences. The accuracy of the single junction–type TVC is maintained regularly via intercomparison processes using a one-step build-up and build-down method. To reduce the calibration process quantity, three steps of build-up and build-down measurements that refer to the 4 V measurement point of a HOLT production single junction–type TVC were carried out. The dissemination processes with the best measurement accuracy up to 20 ppm were successfully obtained from measurement points between 1 V and 20 V via 4–1V, 4–2V, 4–3V, 4–6V, 4–10V, and 4–20V formations.

Abstrak :
This book fulfills the global need to evaluate measurement results along with the associated uncertainty. In the book, together with the details of uncertainty calculations for many physical parameters, probability distributions and their properties are discussed. Definitions of various terms are given and will help the practicing metrologists to grasp the subject. The book helps to establish international standards for the evaluation of the quality of raw data obtained from various laboratories for interpreting the results of various national metrology institutes in an international inter-comparisons. For the routine calibration of instruments, a new idea for the use of pooled variance is introduced. The uncertainty calculations are explained for (i) independent linear inputs, (ii) non-linear inputs and (iii) correlated inputs. The merits and limitations of the Guide to the Expression of Uncertainty in Measurement (GUM) are discussed. Monte Carlo methods for the derivation of the output distribution from the input distributions are introduced. The Bayesian alternative for calculation of expanded uncertainty is included. A large number of numerical examples is included.

This book presents the practical aspects of mass measurements. Concepts of gravitational, inertial and conventional mass and details of the variation of acceleration of gravity are described. The metric convention and international prototype kilogram and BIPM standards are described. The effect of change of gravity on the indication of electronic balances is derived with respect of latitude, altitude and earth topography. The classification of weights by OIML is discussed. Maximum permissible errors in different categories of weights prescribed by national and international organizations are presented. Starting with the necessity of redefining the unit kilogram in terms of physical constants, various methods of defining the kilogram in terms of physical constants are described. The detection of very small mass of the order of zeptogram through Nanotechnolgy is also discussed. Latest recommendations of CIPM are given.
