The process of selecting scholarship recipients is a process that must be carried out in the context of providing educational scholarships. For the Navy, education is a very important thing in an effort to increase capability and professionalism in running an organization. The provision of educational scholarships for Navy personnel, especially in the environment of professional informatics, is carried out through selection of candidates' criteria that have been registered. Scholarship recipient data is processed to find the order of the candidates who will be determined as scholarship recipients. Prospective recipient data is considered by looking at certain criteria. Each criterion has a different weight. Based on the weights of each criterion, we can get weights that can be sorted according to certain priorities. For decision makers, many factors influence in determining a decision, so by using the Analytical Hierarchy Process (AHP) method and the Fuzzy C-Means (FCM) method a sequence and grouping of prospective scholarship recipients can be generated from each method. Based on the calculation results, in the AHP data that was entered as many as 747 candidate data, in the initial selection process obtained as many as 107 candidate data whose profession is informatics. All candidate data can be sorted based on the calculation of the assessment of eight criteria and ranking, from rank 1 to ranking 107. For processing time, the AHP method requires a longer time, which is ± 3 minutes, weighting process ± 1 minute, and ranking process ± 1 minute. Whereas in the FCM method, with the same amount of data it takes around ± 5 minutes until the iteration is complete or until the difference in objective function is smaller than epsilon. For the grouping results, this FCM method found that 43 candidates (40.19%) were strongly recommended, 31 candidates (28.97%) were recommended, and 33 candidates (30.84%) were not advised to receive scholarships with cluster validation in this study was 0.604. Hope in the future can simplify the calculation process for ranking and grouping selection, because it is already a computer application that is easy to use, and is expected to accelerate the selection process."

"Dengan semakin terbukanya akses informasi secara global dan meningkatnya peluang studi lanjut pendidikan tinggi di luar negeri, hal ini mendorong adanya banyak portal beasiswa, jasa layanan konsultasi, dan persiapan dokumen untuk mendukung keinginan calon mahasiswa sarjana, magister, dan juga doktor agar bisa mendapatkan informasi terkait studi lanjut di luar negeri. Schoters adalah platform nomor 1 di Indonesia untuk memfasilitasi hal tersebut sebagai penghubung dengan mitra persiapan studi lanjut dan juga in-house service yang dijalankan mengenai konsultasi beasiswa dan persiapan bahasa. Namun menurut survei yang dilakukan kepada pengguna Schoters saat ini, muncul permasalahan berkenaan dengan kurangnya pengetahuan calon mahasiswa akan peluang beasiswa yang ada, status kecukupan dokumen saat ini, dan juga hal-hal masalah teknis lainnya dalam layanan konsultasi yang berfokus pada salahsatu in-house service yang dihadirkan untuk bimbingan beasiswa, yaitu Collegos. Maka dari itu, penelitian ini bertujuan untuk membuat layanan baru dengan menggabungkan dua service yang sudah dilakukan saat ini, yaitu student profiling dan scholarship mapping agar bisa menjadi sistem terintegrasi sebagai pilihan awal sebelum terkoneksi dengan mitra-mitra pada platform Schoters. Hasil dari penelitian ini akan menghasilkan interface dengan form profiling yang mempertimbangkan beberapa factor sesuai dengan pendekatan yang digunakan, yaitu design thinking dan akan menampilkan hasil mapping berdasarkan data yang sudah diinput oleh user Schoters.

With the increasingly open access to information globally and the increased opportunities for further study of higher education abroad, this has led to the existence of many scholarship portals, consulting services, and document preparation to support the desires of prospective undergraduate, master, and doctoral students in order to obtain information related to further study abroad. Schoters is the number 1 platform in Indonesia to facilitate this as a liaison with partners for further study preparation and also in-house service that is carried out regarding scholarship consultations and language preparation. However, according to a survey conducted to current Schoters users, problems arise regarding the lack of knowledge of prospective students about existing scholarship opportunities, the current status of documents, and also other technical issues in consulting services that focus on one of the in-house services which is presented for scholarship guidance, namely Collegos. Therefore, this study aims to create new services by combining the two services currently carried out, namely student profiling and scholarship mapping in order to become an integrated system as an initial choice before connecting with partners on the Schoters platform. The results of this study will produce an interface with the form profiling thatconsiders several factors in accordance with the approach used, design thinking approach and will display the results of the mapping based on data that has been inputted by Schoters user."
