"Jaminan sosial berfungsi sebagai sistem perlindungan dasar bagi masyarakat terhadap kemungkinan terjadinya resiko sosial ekonomi yang akan muncul di masa depan. Salah satu jaminan sosial yang digunakan sebagai perlindungan dari resiko yang mungkin dihadapi masyarakat di masa depan yaitu jaminan sosial ketenagakerjaan. Pemerintah mendorong upaya untuk semakin besarnya masyarakat yang terlindungi jaminan sosial ketenagakerjaan. Penelitian ini bertujuan untuk melihat determinan (penentu) faktor-faktor yang mempengaruhi kepesertaan jaminan sosial ketenagakerjaan secara khusus pada sektor formal. Dengan menggunakan metode random effect model dan data panel yang terdiri dari lima faktor sebagai variabel bebas dari 123 kantor cabang, peneliti akan meneliti faktor-faktor apa saja yang memepengaruhi kepesertaan jaminan sosial sektor formal yang terbagi menjadi dua model persamaan. Dilakukan juga penelitian secara lebih spesifik berdasarkan kategori kelas kantor cabang yang terbagi menjadi tiga yaitu kelas kantor cabang utama, kelas kantor cabang madya, dan kelas kantor cabang pratama.......Social security is functioned as a basic protection system for the community against the possibility of socio-economic risks that will arise in the future. One of the social security that is used as protection from the risks that society may face in the future is employment social security. The government encourages to increase the number of people who are protected by employment social security. This study aims to look at the determinants of the factors that affect employment social security participation specifically in the formal sector. By using the random effects model method and panel data consisting of five factors as independent variables from 123 branch offices, the researcher will examine what factors influence the participation of formal sector social security which is divided into two equations. More specific research was also conducted based on the branch office class category which was divided into three namely the main branch office class, the middle branch office class, and the pratama branch office class."

"Program jaminan sosial ketenagakerjaan merupakan salah satu upaya yang dilakukan pemerintah untuk melindungi seluruh tenaga kerja ketika mengalami kecelakaan kerja, pensiun, hari tua, kehilangan pekerjaan, bahkan kematian. Kota Bogor menunjukkan permasalahan utama dalam kepesertaan program jaminan sosial ketenagakerjaan pada pekerja Bukan Penerima Upah (BPU), yaitu rendahnya kepesertaan aktif dari total pekerja informal dan besarnya jumlah peserta berstatus non aktif. Penelitian ini bertujuan untuk menganalisis implementasi program jaminan sosial ketenagakerjaan pada pekerja BPU di Kota Bogor dengan menggunakan teori implementasi kebijakan Merilee S. Grindle (1980). Penelitian ini menggunakan pendekatan post-positivist dengan teknik pengumpulan data kualitatif melalui wawancara mendalam dan studi dokumen. Hasil penelitian menunjukkan bahwa implementasi program jaminan sosial ketenagakerjaan pada pekerja BPU di Kota Bogor belum berjalan optimal sesuai dengan kerangka konseptual pada analisis faktor isi kebijakan (content of policy) dan lingkungan kebijakan (content of policy), yaitu ditandai dengan kepesertaan aktif BPU masih jauh dari target yang telah ditetapkan, adapun strategi yang dilakukan nyatanya masih belum mampu meningkatkan kepesertaan BPU secara signifikan, peraturan daerah terkait program jaminan sosial ketenagakerjaan secara mayoritas hanya mengatur pekerja formal, peran Pemerintah Kota Bogor belum memberikan kontribusi yang signifikan dalam memperluas kepesertaan BPU, serta adanya hambatan dalam melakukan koordinasi dan komunikasi karena adanya ego sektoral dari dinas daerah terkait implementasi program jaminan sosial ketenagakerjaan pada pekerja BPU.......The labor social security program is one of the efforts made by the government to protect all workers when workers experience work accidents, retirement, old age, job loss, and even death. City of Bogor shows the main problems in the participation of the labor social security program for Non-Wage Recipients (BPU) workers, which is the lack of active participation from the total number of informal workers and the large number of non active participants. This study aims to analyze the implementation of the labor social security program of BPU workers in the city of Bogor by using the theory of the policy implementation model of Merilee S. Grindle (1980). This study uses a post-positivist approach with qualitative data collection techniques through in-depth interviews and document study. The results of the study shows that the implementation of the labor social security program for BPU workers in Bogor City has not run optimally, partly because the active participation of the BPU workers is still far from the target that has been set, the strategy that was carried out has not been able to increase the pasticipation of BPU workers significantly, the regional law on the labor social security program mostly only regulates the formal workers, the role of the City of Bogor's local government has not made a significant contribution in expanding BPU workers participation, there are also obstacles in coordination and communication due to sectoral egos from the regional offices on the implementation of the labor social security program for BPU workers."

"Layanan aplikasi Jaminan Sosial Tenaga Kerja adalah aplikasi layanan milik lembaga publik yang menyelenggarakan perlindungan jaminan sosial di bidang ketenagakerjaan. Aplikasi ini telah mengalami transformasi yang semula hanya menyediakan informasi terkait program, kemudian menyediakan pengajuan manfaat klaim. Pada maret 2022, ulasan pengguna dari App Store memberikan peringkat 1,5 dan melalui Google Play Store dengan peringkat 4,4 kemudian meningkat menjadi 4,7 pada maret 2023. Sementara itu, pengaduan dan permintaan informasi layanan aplikasi pada tahun 2022 menempati urutan kedua tertinggi, masing-masing 65% dan 5%. Dampak keluhan menyebabkan keterlambatan proses layanan, tingginya trafik keluhan, dan penurunan nilai kepuasan peserta. Tujuan dari penelitian ini adalah untuk melakukan usability evaluation aplikasi dari sisi pengguna dan memberikan rekomendasi perbaikan. Penelitian ini berfokus pada efektivitas, produktivitas, keamanan, dan kepuasan pengguna. Metode penelitian ini menggunakan pendekatan mixed method, dengan menggunakan instrumen User Experience Questioner, Task Scenario, dan Post Test Interview. Temuan menunjukkan pengguna mengalami masalah antarmuka, navigasi, kejelasan informasi, dan masalah fungsionalitas. Aplikasi memerlukan perbaikan navigasi dan interaksi antarmuka, konsistensi desain tampilan, notifikasi, dan pedoman penggunaan. Rekomendasi bertujuan menyesuaikan antarmuka dan fungsionalitas memenuhi kebutuhan pengguna, memberikan pengalaman memuaskan dan mempersingkat proses layanan. Organisasi dapat menggunakan penelitian ini untuk meningkatkan kualitas layanan jaminan sosial tenaga kerja pada lembaga publik.......The worker’s social security application is a service application belonging to a public institution that organizes social security protection in the field of employment. This application has undergone a transformation that initially only provided information related to the program, then provided submission of claim benefits. In March 2022, user reviews from the app store gave a rating of 1.5 and through the Google Play store with a rating of 4.4 then increased to 4.7 in March 2023. Meanwhile, complaints and requests for app service information in 2022 ranked second highest, at 65% and 5% respectively. The impact of complaints causes delays in the service process, high complaint traffic, and a decrease in participant satisfaction scores. This research aims to conduct a usability evaluation of the application from the user side and provide recommendations for improvement. This research focuses on effectiveness, productivity, security, and user satisfaction. This research method uses a mixed method approach, using the user experience questionnaire, task scenario, and post-test interview instruments. The findings show the user's experience interface, navigation, information clarity, and functionality issues. The application requires improvements to navigation and interface interaction, consistency of display design, notifications, and usage guidelines. Recommendations aim to adjust the interface and functionality to meet user needs, provide a satisfying experience, and shorten the service process. Organizations can use this research to improve the quality of labor and social security services in public institutions."
