Abstrak :
Latar belakang dari tesis ini ialah dimulainya era Masyarakat Ekonomi ASEAN atau MEA pada akhir 2015. Pertemuan antar berbagai warganegara yang berbeda bahasa tutur akan semakin meningkat, termasuk dalam pendokumentasian transaksi-transaksi bisnis maupun hubungan hukum dalam bidang hukum lainnya di antara mereka. Jika para pihak berkehendak untuk menuangkan kesepakatankesepakatan mereka ke dalam suatu perjanjian dengan akta notaris dalam bahasa Indonesia, atau karena peraturan perundang-undangan, perjanjian tersebut wajib dibuat dalam akta notaris dalam bahasa Indonesia, maka notaris telah mempunyai pedoman untuk pembuatan akta tersebut sebagaimana diatur dalam Pasal 43 Undang-undang Jabatan Notaris (UUJN). Notaris berkewajiban untuk memastikan agar semua penghadap dan saksi memahami isi akta yang dibuat dalam bahasa Indonesia. Jasa penerjemah resmi dapat digunakan. UUJN tidak mengatur lebih jauh ketentuan mengenai penunjukan penerjemah resmi dan bagaimana tanggung jawab notaris atas penunjukan tersebut. Metode penelitian yang digunakan dalam penyusunan tesis ini adalah metode penelitian hukum kepustakaan. Hasil dari penelitian ini adalah bahwa hubungan antara notaris dan penerjemah resmi merupakan hubungan profesional yang tegas berdasarkan kemitraan dan kesetaraan. Hubungan di antara mereka tidak relevan dengan hubungan peralihan tanggung jawab sebagaimana diatur dalam Kitab Undang-Undang Hukum Perdata, karena tiap-tiap dari notaris maupun penerjemah resmi yang ditunjuk, mempunyai tanggung jawabnya sendiri-sendiri berdasarkan peraturan perundangundangan dan kode etik yang mengikat masing-masing. Kesimpulan tesis ini adalah bahwa notaris dan penerjemah resmi mempunyai tanggung jawab yang terpisah secara tegas. Tesis ini menyarankan agar penunjukan penerjemah resmi oleh notaris didasarkan pada daftar atau basis data yang diadakan oleh organisasi profesi, atau oleh instansi pemerintah terkait.

The background of this thesis is the commencement of the ASEAN Economic Community or AEC era at the end of 2015. Contacts among various citizens speaking distinct languages will be more frequent, including in documenting business transactions or legal relationship of other fields of law among them. If the parties desire to formulate their mutual understanding into a deed of agreement in Indonesian language before a notary, or if the agreement is by law must be drawn in a notarial deed in Indonesian, the notary has the guidance for such deed passing as provided in Article 43 of Law on Notaries (UUJN). The notary must ensure that every appearer and witness comprehend the content of the deed in Indonesian. The service of an official translator may be used. UUJN does not further provide the requirements for appointment of the official translator and how the notary is responsible for said appointment. The method of research used in the preparation of this thesis is legal literature research. The finding of this thesis is that the relationship between the notary and the appointed official translator is decisively professional as they are partners and in equal positions. Their relationship is irrelevant to the transfer of responsibility as provided in Indonesian Civil Code, since each of the notary and the appointed official translator has his or her own responsibility pursuant to the laws and regulations, as well as the code of ethics applicable to each. This thesis concludes that the responsibilities of the notary and the official translator are unequivocally separated. The recommendation in this thesis is that the appointment of an official translator by a notary should be made based on a list or a database maintained by a professional organization, or by the relevant governmental agency.

Majalah Bobo adalah salah satu majalah anak populer di Indonesia. Majalah ini berasal dari Belanda yang memuat cerita keluarga Bobo. Bobo sebagai karakter utama memiliki keluarga dengan nama-nama yang menarik. Artikel ini membahas bagaimana perjalanan majalah Bobo dari Belanda ke Indonesia dan penerjemahan tokoh-tokoh keluarga Bobo dalam majalah Bobo Indonesia. Metode yang digunakan adalah metode sejarah dengan studi kepustakaan dan wawancara melalui mediasi teknologi. Pada awal perjalanannya di tahun 1970-an, majalah Bobo di Indonesia mengalami hambatan dalam menyesuaikan isi majalah dengan karakter Indonesia. Namun, akhirnya berhasil mendapat persetujuan pihak Oberon BV (pemilik mayoritas saham majalah Bobo Belanda) dan membuat mereka terkesan karena meningkatkan jumlah minat pembaca di Indonesia. Nama-nama tokoh cerita keluarga Bobo dalam bahasa Belanda memiliki arti yang berkaitan dengan karakter tokoh cerita. Di Indonesia nama-nama tokoh tersebut diterjemahkan dari bahasa Belanda ke dalam bahasa Indonesia lalu disesuaikan dengan karakter budaya Indonesia. ......Bobo Magazine is one of the popular children's magazines in Indonesia. This magazine originated in the Netherlands which contains the story of the Bobo family. Bobo as the main character has a family with interesting names. This article discusses the journey of Bobo magazine from the Netherlands to Indonesia and the Bobo family characters in Bobo Indonesia magazine. The method used is a historical method with literature studies and interviews through technological mediation. In the beginning of its journey, Bobo magazine in Indonesia experienced obstacles in adjusting the content of the magazine to Indonesian characteristics. However, this idea managed to get the approval of Oberon BV (the majority owner of the shares of Bobo magazine Netherlands) in the end and impressed them because it increased the amount of reader interest in Indonesia. The names of the characters in the Bobo family in Dutch have meanings related to their traits. In Indonesia, the names of these characters are translated from Dutch into Indonesian and adapted to Indonesian culture.

Abstrak :
Along with the development of information technology in recent era, a number of new applications emerge, especially on mobile phones. The use of mobile phones, besides as communication media, is also as media of learning, such as translator application. Translator application can be a tool to learn a language, such as English to Bahasa Indonesia translator application. The purpose of this research is to allow user to be able to translate English to Bahasa Indonesia on mobile phone easily. Translator application on this research was developed using Java programming language (especially J2ME) because of its advantage that can run on various operating systems and its open source that can be easily developed and distributed. In this research, data collection was done through literature study, observation, and browsing similar application. Development of the system used object-oriented analysis and design that can be described by using case diagrams, class diagrams, sequence diagrams, and activity diagrams. The translation process used rule-based method. Result of this research is the application of Java-based translator which can translate English sentence into Indonesian sentence. The application can be accessed using a mobile phone with Internet connection. The application has spelling check feature that is able to check the wrong word and provide alternative word that approaches the word input. Conclusion of this research is the application can translate sentence in daily conversation quite well with the sentence structure corresponds and is close to its original meaning.
