"The research of Relation Analisys Among the Motivation, the Education and Training, and also the Work Diciplin Variables toward the Cleaning investigator's Performance on the Cleaning Agency of DKI Jakarta Province was Carried out based upon the writer's concem about the cleaning investigators performance with the purpose to improve their quality to be more professional. Where the function of the cleaning investigator is to give information to society, govemment or private sectors and to maintain and also to preserve the surroundings. In other words, to guide or to enforce the society on the cleaning field.
This research has a purpose to determine the relation of motivation, education and training, and also the work discipline toward the performance of the cleaning investigator on the Cleaning Agency of DKI Jakarta Province. Descriptive quantitative method was used on this research, with the 73 of population, however, the total of the questioners that rectumed were only 52. Using the linker! scale, closed was used to collect the primary data. Where as data analyzing which had been used was linier regression equation, using the SPSS (Statistical Product and Service Solution) computer soltware. In this research, data was categorized into two variables, that is, investigator perfomances as an attached variable (Y) while motivation, education and training, work discipline as a free variable (X).
From the result which had been processed showed, whether collectively or individually, that the discipline variable has a strong correlation to the improvement of investigators perfomance white the biggest score, and then the motivation variable subsequently. While education and training variable that had been processed, whether collectively or individually, showed that it has a low correlation to the improvement of investigator's performance. According to this research data as a whole and simultaneously that the four variables have inlluence to the performance improvement for 63 %, it means that 37 % ofthe rest couldn't be explained on this research or came from the other variables out ofthe research.
In accordance with those, to improve the performance of the investigator it is suggested that an investigator management, in the cleaning investigator case, should be improved gradually through the human resource development system together with the taking care of the priorities on work discipline factor and then followed by the motivation factor."

"Work satisfaction is a pre-condition for productivity, work quality responsiveness, and customer services enhancement (Kaplan & Norton, 1996: 112). An employee satisfied with his/her work and all aspects of the environment will have positive work behavior in completing the organizational tasks and will give positive impact on task performance. Human resources at Secretariat Directorate General HAKI today cannot escape from the vast dynamics of change. The ever fast growing of technology development and work structure which demand more efficiency demanded employees to adapt. Not all employees can adjust in a short time and many of them became contra-productive, such as taking day-offs, have many backlogs, etc. This symptoms assume to DB forms of work dissatisfaction. Work load of the Secretariat which supported other units work activity had to pay attention to aspect of today work design. Work characteristic approach is one of the many approaches used in determining the employees' opinion toward work and aspects surrounding them. The aim of this research is to determine how the relation between work characteristic and work satisfaction. The existing literatures mentioned the existence of relation between work characteristic (Hackman & Oldham, 1976) to work satisfaction (Spector 1 997: 30).
The population of this research is employees at Secretariat Ditjen HAKI. Total respondents of this research are 59 people. This research used survey and questioner method. Two questioners are used, work characteristic and work satisfaction questioners. Data is analysed by simple correlation and multiple correlation analyses. Validity and reliability data shown questioners items used get above margin score.
Correlation test result shown there is a positive and significant relation between the seven dimensions of work characteristic (work firmness. skill variety, autonomy, task identity, work significant, feed back, duty) with work satisfaction. This fault ls similar with previous research done by Spector (19972 4). An important finding from this research is that work dimension is the strongest dimension related to employees' work satisfaction (0,710). While the multiple correlation score to determine the relation between work characteristic and work satisfaction is 0.797 and proven to be signilicant.
This finding can be used bythe management of Secretariat of Ditjen HAKI in improving the employees' performance through work characteristicapproach. Improvement on dimensions of work characteristic which have potentials in enhancing work satisfaction. such as giving support and spirit as well as giving attention to daily employees? problem are ways to directly involved with enhancing work satisfaction level."

"This research if aimed at researching the problems of organization by investigating influence of career development system, job motivation, and employee capability in fulfilling employee formation as research object. Hypothesis of this research is formulated based on both theory and related concepts and research on formation fulfilling as Implementation from organization as one of strategic human resource managerial function.
Organizing as one of starting point to planning and actuating of work, setting, formulation and its implementation is should be observed clearly and exactly in order to organization steps may be realized both effectively and efficiently. Organizing should be initiated by formation analysis, so, it will be found measurement standard in placing the competent and right man in fulfilling formation having correlation wish employee capability, their performance motivation and leadership capability in directing and dividing jobs. Periodically, the employee?s capability is evaluated for measuring and Knowing the exact career building and giving award for their achievement. As well as system treatment of career development to give evaluation and job satisfaction both clearly and obviously, it will become motivation for increasing career in the future.
The date gathered from 70 respondents who fulfill and return questloners spread for 100 samples representing all population of 704 employees from 6 bureaus (job unit). Non parameters statistic had been used for testing associative technique with correlation technique. Correlation in which the correlation is said significant when correlation coefficient values > 0.001.
Research result had Indicated that influence of job motivation, career development system and employee capability, significantly, it played role in fulfilling formation at General Secretariat of Legal and Human Right Ministry of Republic of Indonesia. As to variable correlation values among those four variable, i.g, Formation fulfilling with career development system is 0580, correlation value among Formation Fullllllng and Job Motivation is 0503, whereas, correlation among Formation Fulfilling and Employee Capability is 0.555. lt may be said that when Development System of career is better, it also will be larger of opportunity of an employee for obtaining formation as building manifestation, increasing career, the success of human resource empowerment, and he stronger job motivation of employee the larger opportunity for fulfilling formation. Continuously, the employee will try to exist in their job in order to satisfy their desire to post their position; and the higher of capability employee to work will give a larger opportunity because selection is conducted within framework to recruit leader candidates by employee capability test."
