Abstrak :
The internal control system (ICS) in the local government of Lumajang (IAQ) that held was not effective. We guess that the problem because of internal audit quality (IAQ)that held was poor. The purpose of this research waas to asses the influence of internal audit quality (IAQ) to the auditee's internal control system (ICS) effectivity. Based on a questionnaire survey of an 22 inspektorat's auditor teams of lumajang regency, data are analysed using a component based structural equation model (CBSEM) with smart - PLS program. The result showed that: there was a significant positive influence of internal audit quality (IAQ) to the effectiveness of auditee's internal contrl system (ICS). These results suggest that to improve the effectiveness of auditee's ICS, can conduct through improve the IAQ with increasing the skills and personal qualities of internal auditor, the effectiveness of the audit process, and the reliability and usefulness of internal audit reporting.

Abstrak :
This research aims to determine how performance-based budget planning is implemented in the Civil service police force pematangsiantar city and to find out the constraint faced and to know tha efforts should be done. This research uses descriptive qualitative approach using data collection techniques participant observation, in-depth interviews and documentary studies. there are 12 key information in this research. To test credibility of data, it uses 3 methods namely the extension of the observation, improvement and triangulation of data triangulation and theory triangulation. The results shows that in budget planning the civil service police force pematangsiantar city still has not applied performance-based budgeting. the research find few obstacles encountered in implementing performance-based budgeting in the office of the civil sesrvice police force pematangsiantar city , including: 1. the low competence of human resources; 2. there are not any performance indicators;3. lack of internal coordination; 4. the limited budgeting allocated; 5. lack of coordination with making up taams budgets in the pematangsiantar city government and the parlianment pematangsiantar city.

Abstrak :
There is no general agreemnet among sholars in the degree of decentralization in a certain country. There is also disagreement whether unitary states tend to be more centralized while federal states are likely more decentralized. Yet, comparing unitary and federal states in implementing decentralization and its variants is always interesting. This paper elaborates the nature of unitary and federal states, then explores some practical aspects on the implementation of nature of unitary in each type of state.

Abstrak :
The problem of temporary dismissal of public officials frequently emerges along with the problem of corruption eradication. some public officials who don't agree with the temporary dismissal procedures usually requested a petition or judicial review process to constitutional court (MK) related laws regulating about his/her public position. the procedures of temporary dismissal for public officials are stipulated in one or more laws regulating the function and role of a public institution where the public officials were used to work before. There are some terms and mechanisms within the related laws. But the point, the main reason why such public officials are dismissed temporaly from office is cause by a criminal accusation against the public official.Temporary dismissal left us with some very crucial quetions, one of them is about the particular period of the dismissal that has to be obeyed by the public officials. The relaated law only provides an answer in normative way.it is stated that the public officials shall be released or appointed again when the court confirm that he/ she is not guilty at ll, then his/ her power and name will be rehabilitated. This kind of uncertainty of the length on the dismissal period which is why is why usually considered to be a legal basis in order to propose a judicial review to MK, because the requester perceives that his/ her loss can be categorized as a constituitional loss. Besides, he/ she would be thinking that the dismissal can be also considered as a violation to presumption of innocent principle. Another main problem is could it be right if the litigant considered thath the temporary dismissal is a constitutional issue and then sending it to MK to be reviewed constitutionally. According to several MK's decision about these cases, MK has affirmed that the temporary dismissal is not a constitutional issue and can not be accepted as a constitutional loss. The exact place to argue that issue is DPR through legislative review. This research itself uses 3 types of approaches those are statute approach, comparative approach, and case approach.

Abstrak :
The globalization of information in the early 21 st century has made the country, government and the world community closer and connected quickly. The world has become borderless, so what's happening in the world's first and second world will soon be known to the third world. Moreover globalization of information makes a success of democratization and decentralization in the country and the decentralization encourage democratization in other countries, including indonesia. This study aims to explain the impact of globalization on the political administration of government informantion post-new order indonesia. the method used is descriptive, qualitative study of literature. The findings suggest that the globalization of information have changed the political admnistration post-new order indonesia become more democratic and decentralized. Visible indication of democratization elections (precidential and legislative elections as well as representatives) and local elections (local elections and local legislative members) and governance base on good governance, while decentralization seems indicative of an increase of area and district and city up to 69.6 with the details of the province increased 26,9, the district 76,8 , the city government increased 60,3 %.This increase will impact in the improvement of government management,public service management and welfare citizens.

Abstrak :
this research aims at identifying and analyzing women's participation in domestic waste management at rw02 kelurahan neglasari cibeunying kaler subdistrict, bandung city. it is qualitative case study. the results of the research shows women participate in the domestic waste management differently along the management stages: planning, implementing, evaluating, and utilizing. The number of women who participates at the planning stage is quite high. However, the level of women 's participation decreases in the following stages - implenting and evaluating. Surprisingly, in the utilizing stage, the level of women's participation mounts. Not only women but all reseidents at rw 02 get the benefits from the waste management activities. This can be trigger as well as the appeal for all residents, not only women, to get involved in such activities. Based on Arnstein's ladder of citizen participation, the women's participation at rw 02 in domestic waste management frm planning to utilizing stage can be classified into the citizen control rung, in which women initiate , do and control all the processes.

The existence of college in the country is very strategic. college has provided contributive role to the development and sustainable government. the future generation will be born from there. the generation which is capable of moving wheels of government and development. therefore, policy for development will be very important, besides the consistency of policy implementation and continous evaluation

Penelitian ini membahas pengelolaan perpustakaan Kantor Perpustakaan Daerah (Kapusda) Kota Bekasi sebagai perpustakaan umum. Tujuan penelitian untuk mengidentifikasi pengelolaan perpustakaan oleh Kapusda Kota Bekasi ditinjau dari penerapan fungsi manajemen, meliputi perencanaan (planning), pengorganisasian (organizing), penggerakan (actuating), dan pengawasan (controlling) (POAC). Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus. Pengumpulan data melalui observasi, wawancara, dan studi dokumen. Hasil penelitian menyimpulkan bahwa pengelolaan perpustakaan di Kapusda telah dilakukan sesuai dengan penerapan fungsi manajemen (perencanaan, pengorganisasian, penggerakan, dan pengawasan) walaupun masih memerlukan penyempurnaan. Penulis menyarankan untuk membuat deskripsi tugas staf, meningkatkan kinerja staf; menambah koleksi, sarana dan prasarana, dan membuka perpustakaan 7 tujuh hari seminggu.

This study discusses the management Kantor Perpustakaan Daerah (Kapusda) Kota Bekasi as a public library. The purpose of the study is to identify the library management by Kapusda based on the implementation of management functions: planning, organizing, actuating, and controlling (POAC). This study uses qualitative approach with case study method. Data were collected by observations, interviews, and document reviews. This research concludes that the management of Kapusda has already been implemented in accordance with the management functions (POAC), although it still needs some improvement. The writer suggests to create job descriptions for staff; to improve staff's performances; to add the collection, facilities and library infrastructure, and to open the library seven days a week.
