Abstrak :
Blueprint pengelolaan energi nasional tahun 2006 – 2025, Indonesia sedang menuju kearah mandiri energi dimana negara akan hadir dalam penyediaan energi dengan harga wajar bagi masyarakat. Pada tahun 2018 lalu, pemerintah melalui rencana usaha penyediaan tenaga listrik hingga 2025 mendatang berencana menambah kapasitas pembangkit listrik hingga 56.024 MW. PT Indonesia Power merupakan anak perusahaan dari PT PLN (Persero) yang bergerak dibidang pembangkitan tenaga listrik. PT Indonesia Power juga merupakan perusahaan pembangkit  listrik terbesar di  Indonesia. Dalam mengelola aset pembangkit, PT Indonesia Power menerapkan kebijakan risk management secara terintegrasi. Namun, hingga saat ini belum ada kajian ataupun kebijakan yang menganalisa faktor-faktor keselamatan bangunan gedung pembangkit. Dalam melakukan assessment keselamatan bangunan gedung terdapat beberapa metode yang dapat digunakan. Diantaranya yaitu ISRS 7th, NFPA 5000, dan Permen PU 29 tahun 2006. Berdasarkan hasil analisa metode assessment didapatkan tingkat kesesuaian masing- masing metode adalah 88,8% untuk ISRS 7th, 44,4% untuk NFPA 5000:2018, dan 77,7% untuk Permen PU 29 tahun 2006. Didapatkan pula bahwa metode assessment yang sesuai untuk diterapkan pada instalasi pembangkit listrik merupakan kombinasi dari 3 metode assessment tersebut ......In the 2006-2025 national energy management blueprint, Indonesia is moving towards energy independence where the state will be present in providing energy at a reasonable price for the community. In 2018, the government, through a business plan to provide electricity until 2025, plans to increase power generation capacity to 56,024 MW. PT Indonesia  Power  is a  subsidiary  of  PT PLN (Persero)  which is engaged  in power generation.  PT  Indonesia  Power  is  also  the  largest  power  generation  company in Indonesia. In managing generator assets, PT Indonesia Power implements an integrated risk management policy. However, until now there has been no study or policy that analyzes the safety factors of power plant buildings. In conducting a building safety assessment, there are several methods that can be used. Among them are ISRS 7th, NFPA 5000, and Permen PU 29 of 2006. Based on the results of the analysis of the assessment method, it was found that the level of conformity of each method was 88.8% for ISRS 7th, 44.4% for NFPA 5000:2018, and 77.7 % for Minister of Public Works Regulation 29 of 2006. It was also found that the appropriate  assessment method to be applied to power plant installations is a combination of the 3 assessment methods

Fenomena robohnya bagian atau komponen struktur dari suatu bangunan gedung dapat menimbulkan kerugian fisik ataupun materil baik bagi pengelola ataupun pengguna gedung tersebut, hal ini dapat terjadi karena belum adanya suatu standarisasi prosedur yang sesuai dengan regulasi pemerintah dalam proses pelaksanaan pekerjaan pemeliharaan dan perawatan pada komponen struktur untuk dijadikan pedoman pada proses pelaksanaannya. Sedangkan pada kondisi saat ini, gedung pemerintah sebagai pusat pelayanan publik belum memiliki standar prosedur pemeliharaan dan perawatan komponen struktur seperti yang dimaksud. Tujuan dari penelitian ini untuk mengembangkan prosedur pemeliharaan dan perawatan pada komponen struktur bangunan gedung berbasis risiko, risiko yang dimaksud yaitu risiko yang mempengaruhi durasi setiap aktivitas pekerjaan. Adapun metode yang digunakan dalam penelitian ini yaitu analisa arsip, survey, dan studi kasus. Hasil dari penelitian ini yaitu standar operasional prosedur pekerjaan pemeliharaan dan perawatan komponen struktur pada bangunan gedung berbasis risiko sehingga dapat meningkatkan efisiensi dan efektifitas pada proses pekerjaannya. ......The current government building is a building that has a fairly old age, resulting the condition of the building has a lot of damage in various components, for instance mechanical and electrical components. If ignored, these conditions will lead to decrease the quality of the building and may eventually lead to the destruction of the building. Building maintenance and repair work is one of the solutions to maintain the realiability of the building remains functional. However the absence of proper procedures on government buildings in one of the government agencies becomes obstacles to the implementation of the work. This causes maintenance and repair activites to be ineffective and inefficient, in addition to affecting the results obtained. This study aims to develop maintenance and repair procedures for mechanical and electrical components of government building based on risk using Delphis method and questionnaire survey. The results of this research are the development of risk-based procedures used in the preparation of safety plan recommendations so as to improve safety performance in the work.

Keamanan proyek konstruksi di Indonesia semakin sulit dikendalikan karena banyaknya oknum yang melakukan tindakan premanisme, vandalisme, separatisme, dan hal lain yang dapat merugikan banyak pihak. Hal tersebut berkaitan erat dengan lokasi proyek konstruksi khususnya pembangunan rusunawa yang tersebar di seluruh Indonesia, sesuai dengan Rencana Strategis Direktorat Jenderal Perumahan oleh Kementerian Pekerjaan Umum dan Perumahan Rakyat terkait pemenuhan kebutuhan rumah susun layak huni periode tahun 2020-2024 melalui Program Sejuta Rumah. Pertimbangan untuk menentukan pembagian lokasi pembangunan rumah susun antara lain mengenai karakteristik kebutuhan, kapasitas pendanaan, dan kesiapan lokasi untuk pembangunan. Dalam melaksanakan kegiatan pembangunan tersebut, pemenuhan biaya kesehatan dan keselamatan kerja (K3) tetap menjadi prioritas seluruh stakeholder terkait. Penelitian ini fokus pada analisis hubungan lokasi proyek dan ketinggian bangunan terhadap biaya K3 umum, biaya K3 khusus, dan biaya keamanan K3 serta meninjau lebih jauh faktor-faktor dalam variable-variabel tersebut yang menjadi pengaruh dominan terhadap biaya K3 umum, biaya K3 khusus, dan biaya keamanan K3. Tujuan penelitian ini adalah untuk menganalisis faktor di dalam masing-masing variable yang berpengaruh terhadap biaya K3 umum, biaya K3 khusus, dan biaya keamanan K3 serta menganalisis hubungan antar variable lokasi proyek dan ketinggian bangunan terhadap model biaya K3 pada proyek konstruksi rusunawa dengan menggunakan program Structural Equation Model – Partial Least Square (SEM-PLS). Hasil penelitian menunjukkan bahwa terdapat 7 hubungan signifikan antara variable lokasi proyek, ketinggian bangunan, biaya K3 umum, biaya K3 khusus, dan biaya keamanan K3 ......The security of construction projects in Indonesia is increasingly difficult to control because of the large number of individuals who commit acts of thuggery, vandalism, separatism, and other things that can harm many parties. This is closely related to the location of construction projects, especially the construction of flats spread throughout Indonesia, in accordance with the Strategic Plan of the Directorate General of Housing by the Ministry of Public Works and Public Housing related to meeting the needs of livable flats for the period 2020-2024 through the One Million Houses Program. Considerations for determining the distribution of the location for the construction of flats include, among others, the characteristics of needs, funding capacity, and location readiness for development. In carrying out these development activities, the fulfillment of occupational health and safety (K3) costs remains a priority for all relevant stakeholders. This study focuses on analyzing the relationship between project location and building height on general K3 costs, special K3 costs, and K3 security costs and further reviews the factors in these variables which are the dominant influence on general K3 costs, special K3 costs, and K3 security costs. The purpose of this study is to analyze the factors in each variable that affect general K3 costs, special K3 costs, and K3 security costs as well as analyze the relationship between project location variables and building heights on the K3 cost model in Rusunawa construction projects using the Structural program. Equation Model – Partial Least Square (SEM-PLS). The results show that there are 7 significant relationships between project location variables, building height, general K3 costs, special K3 costs, and K3 security costs.

Di negara yang sedang berkembang, dalam rangka meningkatkan taraf hidup rakyatnya, tuntutan akan terselenggaranya kegiatan proyek konstruksi akan sangat terasa. Disini bisa dilihat jelas bahwa sejalan dengan berkembangnya proyek konstruksi bangunan air maka kecelakaan kerja yang timbul akibat perkembangan ini juga merupakan faktor penting yang harus dipahami oleh semua pihak yang terkait. Proyek konstruksi yang mengetahui masalah penerapan keselamatan dan kesehatan kerja (K3) dan mengidentifikasi hal-hal yang mungkin terjadi adalah proyek yang mampu meminimalisasi potensi kecelakaan kerja yang mungkin terjadi pada saat pelaksanaannya. Metode analisa yang dilakukan pada penelitian ini menggunakan analisa kualitatif untuk mengetahui penerapan keselamatan dan kesehatan kerja (K3) dari faktor penerapan keselamatan dan kesehatan kerja (K3). Berdasarkan hasil analisa data, - Para pekerja yang kurang memahami pentingnya arti keselamatan dan kesehatan kerja (K3) dan komitmen petinggi proyek yang masih kurang merupakan hal penting yang mungkin menjadi penyebab kecelakaan kerja.

Analysis method conducted at this research cover factor analysis applying of safety and healthy by using qualitative analysis to know priority applying of safety and healthy of factor applying of safety and healthy. Pursuant to result analyse data, ""The worker that does not know the important description of safety and healthy (S&H) and the lack of the head project commitment which become of the cause from the work accident.
