Abstrak :
Pada hakekatnya pokok permasalahan dalam tesis ini adalah sampai sejauh mana kebijaksanaan yang mengatur pembiayaan modal ventura dapat memberikan insentif bagi shareholders dan manajemen PMV, shareholders dan manajemen PPU serta kepentingan stakeholders pada saat divestasi. Tujuan dari penelitian ini adalah untuk mendapatkan informasi mengenai kebijaksanaan, pelaksanaan dan faktor-faktor yang mempengaruhinya. Teori yang melandasi pembahasan pokok permasalahan di atas, antara lain: fundamental transformations (Williamson, 1990: 123, 229), hubungan principals-agent (Williamson, 1985: 14), katagori kepentingan dan periode investasi (Hardjosoekarto, 1994: 23)), strategi pemilihan usaha dan Corporate Lifecycle (Adizes, 1988: 11-79), teori modal ventura, pengusaha kecil dan koperasi. Kebijaksanaan yang melandasi pelaksanaan pembiayaan modal ventura adalah Keppres Nomor 61 Tahun 1988 (Pakdes 20/1988) dan SK Menteri Keuangan Nomor 1251/MK.013/1988 dan Nomor 227/MK.013/ 1994. Dikeluarkannya kebijaksanaan ini, di satu pihak diharapkan dapat menawarkan insentif dalam menggerakkan dana masyarakat, di lain pihak diharapkan dapat menyediakan alternatif pembiayaan yang mendorong terwudnya kemitraan usaha atas dasar saling membutuhkan dan saling menguntungkan antara pengusaha kecil, koperasi, pengusaha menengah dan pengusaha besar. Metode penelitian yang digunakan adalah eksploratif, sumber data diperoleh dari 12 unit PMV dan 20 unit PPU dan teknik pengumpulan datanya dilakukan melalui studi pustaka dan studi lapangan. Berdasarkan hasil temuan di lapangan, ternyata pelaksanaan modal ventura belum berjalan sebagaimana yang diharapkan. Hal ini disebabkan kebijaksanaan yang telah dikeluarkan selama ini, belum sepenuhnya memberikan insentif dan dalam operasionalisasinya belum didukung dengan data dasar (database) posisi usaha. Kesimpulan dari tesis ini adalah pembiayaan melalui kredit perbankan (mekanisme pasar) bukan satu-satunya mekanisme koordinasi yang paling efisien dalam memecahkan masalah permodalan, khususnya bagi pengusaha kecil dan koperasi. Oleh karena itu keberadaan modal ventura merupakan salah satu alternatif pembiayaan usaha (mekanisme organisasi) yang lebih efisien. Keberhasilan modal ventura ditentukan oleh transaksi antara PMV dan PPU, database, dan kebijaksanaan yang mendukungnya. Mengingat pembiyaan Modal ventura bersifat high risk, maka untuk pengelolaannya harus memperhatikan azas prioritas, selektivitas, fleksibilitas dan efisiensi. Khusus untuk Pengusaha Kecil dan Koperasi, pelaksanaannya agar disesuaikan dengan pasar yang dapat menawarkan insentif tersendiri.

Skripsi ini membahas tentang pengembangan sistem informasi manajemen penyimpanan embryo freezing di salah satu Klinik Ferilitas di Jakarta. Embryo freezing merupakan salah satu pelayanan di klinik fertilitas, dimana embrio sisa program bayi tabung dibekukan agar dapat dipakai suatu saat jika diperlukan. Agar pelaksanaan pelayanan penyimpanan embryo freezing dapat berjalan secara efektif dan efisien, diperlukan sistem informasi yang dapat mengintegrasikan data embryo freezing dari laboratorium dengan data untuk keperluan pembayaran administrasi. Tersedianya basis data yang terintegrasi ini diharapkan mampu memaksimalkan pelayanan penyimpanan embryo freezing. Telah dihasilkan Sistem Informasi Manajemen Penyimpanan Embryo Freezing di Klinik Fertilitas Jakarta mempermudah dalam penginputan, perhitungan, dan pengolahan data, serta menghasilkan informasi yang akurat, lengkap dan cepat terkait pelayanan penyimpanan embryo freezing sehingga mempermudah kegiatan pelaporan yang dapat digunakan sebagai dasar pembuatan kebijakan sekaligus sebagai usulan standarisai pengelolaan data di Klinik Fertilitas di Indonesia.

ABSTRACT
This thesis discusses the development of management information systems embryo freezing storage in one Ferilitas Clinic in Jakarta. Embryo freezing is one of the services at fertility clinics, where the leftover IVF embryos frozen to be used at any time if necessary. In order for the implementation of embryo freezing storage services can be run effectively and efficiently, it is necessary that information systems can integrate data from laboratory freezing embryos with administrative data for payment purposes . The availability of an integrated data base is expected to maximize the storage of embryo freezing services. Management Information Systems has produced Embryo Freezing Storage in Jakarta Fertility Clinic simplify the input, computation , and data processing , and produce information that is accurate, complete and rapid embryo freezing storage related services that facilitate the reporting of activities that can be used as a basis for policy making as well as proposals standarisai Fertility Clinic data management in Indonesia .
