"ABSTRAKImplementasi Sistem Pengadaan Secara Elektronik (SPSE) di Pemerintah KotaPalembang telah berjalan semenjak tahun 2011. Pemerintah Kota Palembangberusaha untuk transparan dalam proses pengadaan barang/jasa. Serangkaiankegiatan tersebut dimulai dari identifikasi kebutuhan barang/jasa, mempersiapkanpaket lelang, penjelasan paket lelang, melakukan lelang, sampai tanda tangankontrak. Tujuan penelitian ini untuk mengetahui faktor-faktor apa saja yangmempengaruhi implementasi Sistem Pengadaan Secara Elektronik (SPSE) BagiPenyedia Barang Dan Jasa di Pemerintah Kota Palembang. Penelitian inimengadopsi model kesuksesan informasi DeLone & McLean 2003 denganvariabel penelitian yaitu: Kualitas Sistem, Kualitas Informasi, Kualitas Pelayanan,Kepuasan Pemakai dan Manfaat Bersih. Metodologi analisis menggunakanStructural Equation Model (SEM) dengan bantuan aplikasi SmartPLS Versi 2.0M3. Berdasarkan hasil uji hipotesis penelitian ini diketahui Kualitas Sistem tidakberpengaruh secara positif pada Kepuasan Pemakai, Kualitas Pelayananberpengaruh positif terhadap Kepuasan Pemakai, Kualitas Informasi berpengaruhpositif terhadap Kepuasan Pemakai, dan Kepuasan Pemakai berpengaruh positifterhadap Manfaat Bagi Organisasi.

ABSTRACTThe Implementation of Electronic Procurement System (SPSE) in theGovernment of Palembang City has been running since 2011. The Government ofPalembang City is trying to be transparent for goods or services procurementprocess. The part of these activities starts from the identification of goods /services, preparation tender packages, explanation of package auction, auctionprocess, and the contract agreement. The purposes of this study is to determine thefactors that influence the implementation of Electronic Procurement System(SPSE) in the Government of Palembang City. This study adopts the model ofDeLone & McLean information system success in the 2003 in which variables ofthis study are: System Quality , Information Quality , Service Quality , UserSatisfaction and Net Benefits. Methodology analysis of this study using theStructural Equation Model (SEM) with the SmartPLS Version 2.0 M3 software.Based on the results of the hypothesis in this study, System Quality has not giventhe impact positively on User Satisfaction; Service Quality has positive influenceon User Satisfaction, while Information Quality has positive influence on UserSatisfaction, and User Satisfaction has positive influence on Benefits for theOrganization."

"Pusbekangad sebagai salah satu bagian vital dalam satuan TNI AD yang melaksanakan proses pengadaan barang dan jasa bagi Angkatan Darat dalam penerapannya ternyata belum sepenuhnya baik dan memenuhi standar seperti pelaksanaan kegiatan pengadaan barang/jasa yang belum sesuai dengan aturan yang berlaku serta belum adanya evaluasi terkait kesuksesan dari implementasi e-procurement. Penelitian ini bertujuan untuk menganalisis penerapan SPSE TNI AD sebagai implementasi e-procurement dalam melaksanakan kegiatan pengadaan barang dan jasa dengan menggunakan konsep Critical Success Factor melalui pendekatan post-positivist dan menggunakan teknik pengumpulan data kualitatif melalui wawancara mendalam dan studi kepustakaan. Analisis dari hasil penelitian yang disajikan secara deskriptif menghasilkan temuan bahwa kesuksesan dalam penerapan SPSE di Pusbekangad masih belum sepenuhnya tercipta. Oleh karena itu, diperlukan peningkatan kualitas individu dan organisasi di Pusbekangad disertai dengan peningkatan kualitas sistem aplikasi LPSE dan regulasi terperinci yang dibuat oleh pemangku kebijakan guna mendorong terciptanya kesuksesan dalam menerapkan SPSE.

Pusbekangad as a vital part of TNI AD unit that carries out the process of procurement of goods and services for the army in its application has not been fully good and meets standards such as the implementation of goods/services procurement activities that are not in accordance with applicable regulations and there has been no evaluation related to the success of e-procurement implementation. This research aims to analyze the application of SPSE TNI AD as an e-procurement implementation in carrying out goods and services procurement activities using the Critical Success Factor concept through a post-positivist approach and using qualitative data collection techniques through in-depth interviews and literature studies. Analysis of the research results presented descriptively resulted in findings that success in the implementation of SPSE at Pusbekangad is still not fully created. Therefore, it is necessary to improve the quality of individuals and organizations in Pusbekangad accompanied by improving the quality of the LPSE application system and detailed regulations made by policy makers to encourage the creation of success in implementing SPSE."
