"Vehicle tax is one of a truly potential local income to local Government in this case local income department. Based on the dynamic growth of the vehicle it self every year that increase rapidly, vehicle tax is becoming more potential ever year. It can be shown from the intensity of the vehicle which cause traffic jam. Vehicle tax base is collect from the ownership of the vehicle it self, which is allocate for the development of the public facilities, but Indonesia doesn't implemented it.
The concept of vehicle tax is a collaboration between local income department, police department, insurance department. So if the local government wanted to implement those regulation a coordination should be happen between those department. The result is the local government can't implement the collection of vehicle tax on specific road such as airport area, because the regulation of collecting those tax is related to not only one department, but involving the other department to coordinate about the policy."

"ABSTRAK
Keselamatan Penerbangan menjadi hal serius dikarenakan resiko kematian yang diakibatkan oleh suatu kecelakaan pesawat terbang relatif tinggi dibanding dengan moda transportasi lainnya.
Tesis ini bertujuan menentukan indikator keselamatan penerbangan suatu Bandar udara berdasarkan ketentuan ICAO, melakukan analisa tingkat kerawanan Bandar udara (hazardous airports) di Indonesia, dan memberikan rekomendasi awal sebagai strategi dalam upaya peningkatan keselamatan penerbangan di Indonesia khusunya di bandar udara. Penentuan Bandar udara rawan bahaya dilakukan dengan menggunakan metode kombinasi Emperical Bayesian (EB) dan Regresi.
Dari analisa yang dilakukan maka diidentifikasi tingkat keselamatan penerbangan di Bandar udara Indonesia adalah 2.502 kejadian pada tiap 100 ribu siklus penerbangan/events (2.502 x 10-5) yang diklasifikasi sebagai Safe/Regulated Systems. Adapun tingkat kerawanan 10 (sepuluh) Bandar udara (hazardous airport) dari 196 Bandar udara di Indonesia, disusun berdasarkan nilai devisasi terbesar sampai terkecil.

ABSTRACT
Aviation Safety becomes a serious matter because of the risk of death caused by an airplane crash is relatively high compared with other transportation modes.
This thesis aims to determine the indicators of the aviation safety under the provisions of ICAO, to analyze hazardous airports in Indonesia, and to provide initial recommendations as a strategy in the effort to improve the aviation safety in Indonesia, especially in airports. Determination of hazardous airports conducted by using a combination of Emperical Bayesian (EB) and Regression method.
In according to the above analysis methods, the level of aviation safety in Indonesia is 2,502 occurrences in every a hundred thousand of flight cycles/events (2,502 x 10-5), which is classified as Safe/Regulated Systems. The level of hazards on 10 (ten) airports (hazardous as airport) of the 196 airports in Indonesia is determined by the deviation value from the largest to smallest."

"ABSTRAK
Keselamatan di apron Bandar udara menjadi semakin penting, disebabkan oleh semakin meningkatnya volume aktifitas penerbangan. Manajemen keselamatan di apron Bandar udara menjadi lebih kompleks karena melibatkan berbagai perusahaan, banyak kendaraan, manusia dan aktifitas lainnya. Sistem Manajemen Keselamatan (SMK) yang diperkenalkan oleh ICAO sejak 2006, sampai saat ini
penerapannya belum terwujud dan tidak terintegrasi di apron. Penelitian ini bertujuan untuk membangun SMK yang terintegrasi di apron Bandar udara sehingga keselamatan penerbangan dapat ditingkatkan.
Tahapan metode penelitian ini adalah studi literatur, identifikasi awal, investigasi mendalam, analisis, dan kesimpulan dan saran.
Hasil dari penelitian ini adalah rekomendasi teknis terhadap penerapan SMK pada perusahaan-perusahaan yang beroperasi di apron Bandar udara, rekomendasi organisasi keselamatan, dan pemodelan SMK yang terintegrasi di apron Bandar udara.

ABSTRACT
Safety on apron of an airport has been increasingly important, because of the increase of aviation activity. Safety management on apron of an airport is more complex because of its involving many companies, people, vehicles and other activities. Safety Management System (SMS) was introduced by ICAO in 2006, but until today the implementation is not completed and not integrated on apron. This research objective is to build an integrated SMS on apron of an airport to increase aviation safety.
There are five stages in this research method, that are literature study, initial identification, in-depth investigation, analysis, and conclusions.
The result of this research are technical recommendation for SMS implementation in each company that operating in apron, recommendation for safety organization, and a model of integrated SMS in apron."

"Distribusi persentase PDRB Kabupaten Sumbawa Barat yang didominasi oleh sektor pertambangan dan penggalian yang menyumbangkan 88 persen dari total PDRB mengharuskan pemerintah daerah memacu perkembangan sektor lainnya. Peningkatan peran sektor lainnya haruslah didukung oleh berbagai jenis infrastruktur salah satunya transportasi udara. Yang dilakukan oleh pemerintah daerah adalah memanfaatkan sarana Bandar Udara Sekongkang, namun sampai dengan tahun 2015 bandar udara tersebut belum beroperasi sehingga perlu dilakukan evaluasi terhadap pengambilalihannya. Evaluasi yang dilakukan meliputi kelayakan bandar udara dari sisi tahapan proses pengambilalihan, finansial dan manfaat dari adanya bandar udara. Pada evaluasi proses pengambilalihan diketahui beberapa kelemahan yaitu tidak dilaksanakannya tahapan kajian/studi kelayakan. Dengan menggunakan analisis cost benefit analysis didapatkan hasil perhitungan B/C kurang dari 1 yang menunjukkan Bandar Udara Sekongakng tidak layak . Pembangunan bandar udara di Poto Tano sebagai opsi alternatif menghasilkan nilai B/C lebih dari 1 yang menunjukkan bahwa pembangunannya layak.

Distribution percentage of GDP West Sumbawa regency dominated by mining and quarrying sector which accounts for 88 percent of total GDP require local government to promote the development of other sectors. Increasing the role of other sectors should be supported by various types of infrastructure one of which is air transportation. Conducted by the local government is to utilize the facilities Sekongkang airport, but until 2015 the airport has not been operated so necessary to evaluate takeover. Evaluation was conducted on the feasibility of an airport on the stage of the takeover process, and benefit financially from the airport. On the evaluation of the takeover note some weakness that is not the implementation of a feasibility study. By using analysis of cost benefit analysis showed the calculation B/C of less than 1 indicates that the Sekongkang airport is not feasible. Construction of airports in Poto Tano as an alternative option has a value of B/C more than 1 which indicates that construction is feasible."

"Skripsi ini membahas mengenai analisis yuridis persaingan usaha terkait praktek monopoli dan pengenaan tarif pengelolaan ground handling bandar udara berdasarkan Undang-Undang No. 5 Tahun 1999 tentang Larangan Praktik Monopoli dan Persaingan Usaha Tidak Sehat dengan studi kasus monopoli ground handling Bandara I Gusti Ngurah Rai - Bali di Putusan KPPU No. 13/KPPU-I/2014 dan mengetahui bentuk penyelenggaraan kebandarudaraan Indonesia menurut peraturan perundang-undangan yang berlaku. Penelitian dilakukan dengan cara yuridis normative melalui berbagai penelitian dan diketahui terdapat perbuatan yang dilakukan oleh pelaku usaha menimbulkan permasalahan hukum diantaranya adanya kerugian yang dialami oleh perusahaan maskapai dan para konsumen pesawat charter tersebut.

This thesis discusses the juridical analysis of competition and monopoly practices related to the management of ground handling tariffs airports under Law No. 5 of 1999 concerning Prohibition of Monopolistic Practices and Unfair Business Competition with ground handling monopoly case study I Gusti Ngurah Rai Airport - Bali on the Commission's Decision No. 13 / KPPU - I / 2014 and determine the form of the implementation of airport Indonesia according to the legislation in force . The study was conducted by way of normative juridical through various studies and finds that there are actions undertaken by businesses raises legal issues including the losses suffered by the airline company and the consumers of the charter flight."
