"Penelitian ini mengenai Analisis Faktor Komunikasi, Sumberdaya, Disposisi dan Struktur Birokrasi Pada Implementasi Kebijakan Penyelenggaraan Penanggulangan Bencana Bidang Pendidikan. Penelitian ini dilakukan di Kabupaten Tasikmalaya dan Kabupaten Cianjur, Jawa Barat. Penelitian ini mengkaji secara mendalam dan terperinci tentang analisis implementasi kebijakan penyelenggaraan Penanggulangan Bencana Bidang Pendidikan. Model implementasi kebijakan yang digunakan dalam menganalisis faktor komunikasi, sumberdaya, disposisi dan struktur birokrasi pada implementasi kebijakan penyelenggaraan Penanggulangan Bencana Bidang Pendidikan adalah model yang dikemukakan oleh George C. Edward III. Model ini menjelaskan bahwa terdapat empat varibel yang berperan penting dalam pencapaian keberhasilan implementasi, yaitu: komunikasi, sumberdaya, disposisi dan struktur birokrasi. Karena penelitian ini mempertanyakan makna suatu obyek secara mendalam dan tuntas, dan keakuratan deskripsi setiap variabelnya, maka metode yang digunakan pada penelitian ini adalah perpaduan (mix) antara kuantitatif dan kualitatif.
Hasil penelitian menunjukkan bahwa Berdasarkan penjelasan tersebut diatas dapat disimpulkan bahwa semua aspek atau dimensi, yaitu komuniaksi, sumberdaya, disposisi dan struktur birokrasi masih kategori sedang, artinya bahwa pelaksanaan implementasi penyelenggaraan penanggulangan bencana bidang pendidikan masih perlu ditingkatkan agar lebih maksimal dan lebih efektif, sehinggadapat menimbulkan kesadaran masyarakat untuk lebih mandiri di dalam penanggulangan bencana bidang pendidikan. Dengan demikian Pengurangan Resiko bencana akan lebih mudah ditanggapi.

The research is about Factor Analysis of Communication, Resource, Disposition and Bureaucratic Structure in Implementation of Disaster Management Policies in Education. The research was conducted in district Tasikmalaya dan Cianjur, West Java. The research examines about the analysis of the implementation of disaster management policy in education in depth and detail. Policy implementation model used in analyzing the factors of communication, resources, disposition and bureaucratic structure in the implementation of disaster management policy in education is the model proposed by George C. Edward III. The model explains that there are four important variables in achieving the success of implementation, they are: communication, resource, disposition and bureaucratic structure. Since the research questions the meaning of an object in depth and complete and accurate description of each variable, the method used in this study is combination of quantitative and qualitative.
The result of the research shows that based on above explanation can be concluded that all the aspects or dimensions, which are communication, resource, disposition and bureaucratic structure are still in medium category, which means the implementations of disaster management in education needs to be improved for more leverage and more effectively, so that it can generate the community?s self-awareness in disaster management in education. Thereby, reducing disaster risk will be addressed more easily."

Corporate Social Responsibility PT Elnusa, Tbk di bidang pendidikan
dan menganalisis manfaat-manfaat yang ada dari Corporate Social Responsibility
yang telah dilakukan perusahaan.
Hasil penelitian menunjukan bahwa perusahaan memiliki pemahaman
yang baik mengenai hakekat Corporate Social Responsibility, tetapi masih
memasukan program pelatihan internal sebagai bagian dari program Corporate
Social Responsibility perusahaan. PenerapanCorporate Social Responsibility
dilakukan di bawah koordinasi dua divisi sertakerjasama dengan yayasan yang di
bentuk untuk itu dan sudah sesuai dengan siklus Plan, Do, Check and Improve
(PDCI), serta terdapat manfaat bagi perusahaan, dan lingkungan terkait.

ABSTRACT
This study was conducted to test the understanding of PT Elnusa,Tbk
towards Corporate Social Responsibility, reviewing the implementation of PT
Elnusa,Tbk Corporate Social Responsibility programs in education and analyze
the existence of the benefit of Corporate Social Responsibility held by the
company.
The results showed that the company has a good understanding of the
nature of Corporate Social Responsibility, however in practice still in corporate
the internal training programs as part of the company?s Corporate Social
Responsibility programs. Corporate Social Responsibility implementation is done
under coordination of two divisions, trough partnership with a foundation which
was formed, and in accordance with Plan, Do, Check, Improve cycle and give
benefits to corporate, stakeholders and the related environment."

"ABSTRAK
Pembangunan yang utama merupakan pembangunan yang memberikan manfaat kepada peningkatan kualitas manusia. Tesis ini menganalisis pengaruh belanja daerah untuk bidang pendidikan terhadap pembangunan manusia di era desentralisasi. Penelitian ini menggunakan pendekatan kuantitatif dengan Regresi Data Panel dengan metode fixed effect. Hasil penelitian menunjukkan bahwa belanja daerah untuk urusan pendidikan memiliki pengaruh yang signifikan terhadap kualitas pembangunan manusia di era desentralisasi. Hal ini ditunjukkan oleh konsistensi arah dan secara statisitik signifikan dari variabel bebas terhadap pembangunan manusia yaitu Angka Melek Huruf.

ABSTRACT
The most important development is a development that provides benefits to human improvement. This thesis analyzes the influence of regional spending for education on human development in the era of decentralization. This study uses a quantitative approach with panel data regression with fixed effect method. The results show that regional spending for education have a significant impact on the quality of human development in the era of decentralization. This is demonstrated by the consistency of the direction and statistical significance of variables representing the quality of human development, namely Literacy Rate."

"ABSTRAK
Penelitian ini mengambil fokus tentang pengaruh Dana Alokasi Khusus bidang pendidikan dan belanja pemerintah serta Bantuan Operasional Sekolah terhadap nilai Ujian Nasional Murni siswa Sekolah Dasar SD dan Sekolah Menengah Pertama SMP , di 33 provinsi pada kurun waktu 2008 sampai 2011. Penelitian ini merupakan penelitian kuantitatif dengan metode estimasi data panel. Peneliti melakukan estimasi pooled least square, fixed effect method, dan random effect method sebagai metode estimasi regresi data panel.Persamaan regresi terdiri dari nilai UN SD dan SMP sebagai variabel terikat dan alokasi DAK Pendidikan lagt-2 serta BOS sebagai variabel bebas dan menambahkan variabel kontrol berupa PDRB per kapita dan Belanja Pendidikan untuk masing-masing provinsi. Temuan utama penelitian adalah variabel BOS berpengaruh positif terhadap nilai UN SD walaupun tidak signifikan dan berpengaruh positif signifikan terhadap nilai UN SMP. Sedangkan variabel DAK pendidikan berpengaruh positif signifikan terhadap kedua nilai UN, baik SD maupun SMP. Adapun variabel kontrol yaitu PDRB per kapita berpengaruh positif signifikan terhadap hasil UN SD maupun UN SMP. Variabel kontrol kedua Belanja pendidikan berpengaruh positif terhadap hasil UN SD dan SMP, walaupun tidak signifikan secara statistika.Dari hasil penelitian, peneliti menyarankan Pemerintah baik pusat dan daerah perlu meningkatkan kualitas persiapan hingga penyaluran BOS dan DAK Pendidikan yang tepat sasaran sebagai instrumen membantu peningkatan kualitas pendidikan. Selain itu, Pemerintah baik pusat dan daerah dapat lebih memberdayakan belanja daerah bagi peningkatan kualitas pembelajaran siswa melalui proksi Ujian Nasional tingkat SD dan SMP.

ABSTRACT
This research aim is to understanding the effect of educational specific grant DAK Pendidikan and government funding scheme school operational assistance grant BOS , toward national examination score on elementary SD and junior high school SMP across 33 provinces in Indonesian during 2008 2011. Our research uses quantitative method by utilizing estimation of panel data. The researcher runs three estimations pooled least square, fixed effect methods and random effect methodsas a method of panel fata regression.Regression equation consists of two dependent variables such as national examination score UN SD and UN SMP and also two independent variable such as DAK Pendidikan lagt 2 , BOS and added Regional GDP per capita and education spending each provinces as a control variable.The main findings are educational specific grant DAK Pendidikan has a positive significant effect toward national examination score for elementary and junior high school. However, government funding scheme school operational assistance grant BOS has a positive signifcant effect on junior high schiil national examination score, but not significant for elementary school examination score. In addition, the first control variable Regional GDP per capita has positive significantly affected on elementary national examination score and junior high school examination score. For another control variable education spending has positive significantly affected on junior high school examination score, but not positive significant for elementary school.From the findings, recommendations are as follow both central and local governments are needed to maximize BOS and DAK Pendidikan as an instrument to enhance education quality. Moreover, researcher urges the government should revitalize education spending for each provinces in order to improve the quality of education using proxies of elementary and junior high school examination score."

"Mobilitas pendapatan antargenerasi merupakan isu penting untuk melihat sejauh mana keterkaitan status sosial ekonomi orang tua dan hasil anak mereka di masa depan sekaligus menjadi penentu penting dalam peluang ekonomi dan ukuran penting dari keadilan sosial (Qin et al., 2016; Tang et al., 2021). Pemerintah Indonesia telah menerapkan Program Jaring Pengaman Sosial bidang pendidikan untuk mendorong peningkatkan kesejahteraan dan keadilan di masyarakat (Sumodiningrat, 1999). Studi ini bertujuan untuk mengkaji pengaruh program Jaring Pengaman Sosial (JPS) bidang pendidikan sebagai intervensi kebijakan pendidikan pemerintah terhadap mobilitas pendapatan antargenerasi di Indonesia. Data yang digunakan adalah data pasangan orang tua dan anak dari Indonesia Family Life Survey (IFLS) tahun 2000, 2007 dan 2014 dengan menggunakan metode estimasi Ordinary Least Square (OLS). Hasil studi ini menemukan bahwa elastisitas pendapatan antargenerasi di Indonesia sebesar 0.423. Temuan ini menujukkan bahwa 42.3% pendapatan anak di masa depan dipengaruhi oleh pendapatan orang tua mereka. Penelitian ini juga menemukan bahwa intervensi pendidikan pemerintah meningkatkan elastisitas pendapatan antargenerasi. Hal ini mengindikasikan bahwa status ekonomi pada generasi orang tua cenderung diwariskan kepada generasi anak, sehingga tingkat mobilitas pendapatan antargenerasi rendah. Selain itu, penulis juga menemukan bahwa intervensi pendidikan pemerintah menguntungkan bagi pendapatan masa depan anak-anak dari orang tua berpenghasilan rendah dan tinggi, namun tidak bagi anak-anak dari orang tua berpenghasilan menengah. Penelitian ini juga terdapat rekomendasi kebijakan untuk pemerintah di bagian akhir.

Intergenerational income mobility is an important issue for understanding the relationship between parents’ sosioeconomic status and their children’s future outcomes as well as being an important determinant of economic opportunity ans important measure of social justice (Qin et al., 2016; Tang et al., 2021). The Indonesia government has implemented the Educational Social Safety Net Program to encourage the improvement of welfare and justice in society (Sumodiningrat, 1999). This study aims to examine the relationship between the Educational Social Safety Net Program (JPS) as a government education intervention program on intergenerational income mobility in Indonesia. The data used in this study is the data on parent – child pairs from the Indonesian Family Life Survey (IFLS) in 2000, 2007 and 2014 using the Ordinary Least Square (OLS) method. The results of the study found that when the government’s education intervention was taken into account, the intergenerational income elasticity in Indonesia was 0.423. The result show that 42.3% of children’s futur income is determined by their parents’ income. The study also found that government education interventio increase intergenerational income elasticity. In other words, the economic status of the parent’s generation will tend to be passed on to the child’s generation, so that the level of income mobility is low. In addition, the authors also found that government education intervention are beneficial for the future income of children of low and high income parents, but not for children of middle income parents. The research also contains policy recommendations for the government at the end. "
