"ABSTRAK
Penelitian ini berfokus pada implementasi kemitraan dalam pemolisian komunitas yang dilaksanakan Ditpolairda Maluku Utara bersama masyarakat dan instansi pemerintah terkait dalam rangka pencegahan praktik destructive fishing. Pembahasan dianalisis dengan menggunakan teori pertukaran sosial dan pencegahan kejahatan terpadu. Pendekatan yang dipakai ialah pendekatan kualitatif dengan tujuan deskriptif. Hasil penelitian menunjukkan bahwa implementasi kemitraan menghadapi masalah berupa kapabilitas personel, sarana, dan prasarana polisi air yang belum memadai, serta perihal ego sektoral yang dimiliki oleh sejumlah agen pelaksana. Oleh karena itu, integrasi antar pihak dibutuhkan untuk menciptakan pelaksanaan kemitraan antar instansi pemerintah terkait yang efektif dan efisien dalam rangka pencegahan praktik destructive fishing.

ABSTRACT
This study focuses on the issue of partnership implementation on community policing which is faced by Directorate Marine Police of Maluku Utara (Ditpolairda Maluku Utara) with community and other agencies in order to prevent destructive fishing. The discussion of this issue is analyzed by social exchange theory and integrated crime prevention. The author uses qualitative approach with descriptive purpose. The result shows that partnership encounters several problems which are associated with ego sectoral issue and the lack of personels, facilities, and infrastructure. Therefore, every agents possessed in partnership should be integrated to form an effective and efficient destructive fishing prevention.

"Maraknya kegiatan destructive fishing yang terjadi pada wilayah perairan laut memberikan dampak kepada ekosistem terumbu karang dan kualitas air. Dalam mengukur kualitas air perairan laut dapat digunakan parameter klorofil-a dan dissolved oxygen. Salah satu wilayah perairan yang menjadi tempat sasaran kegiatan destructive fishing ialah wilayah perairan Pulau Samatellu Pedda, Sulawesi Selatan. Sehingga, penelitian ini bertujuan untuk menganalisis persebaran konsentrasi klorofil-a dan dissolved oxygen pada tahun 2014 dan 2021, serta menganalis pengaruh kegiatan destructive fishing terhadap persebaran konsentrasi klorofil-a dan dissolved oxygen di wilayah perairan Pulau Samatellu Pedda. Dalam mengidentifikasi perubahan konsentrasi klorofil-a dan dissolved oxygen secara spasial dan temporal, digunakan pengaplikasian algoritma pada Citra Landsat 8 OLI/TIRS. Dalam menjelaskan variasi akurasi dari konsentrasi klorofil-a dan dissolved oxygen, digunakan variabel habitat bentik, kedalaman perairan dan jarak dari garis pantai. Hasil penelitian ini menunjukan dari tahun 2014 hingga tahun 2021 terjadi peningkatan konsentrasi klorofil-a sebesar 4,14 Ha dan penurunan konsentrasi klorofil-a sebesar 0,18 Ha, serta peningkatan konsentrasi dissolved oxygen pada semua wilayah perairan. Selain itu, kegiatan destructive fishing berpengaruh terhadap penurunan konsentrasi klorofil-a yang ditunjukan dengan penurunan nilai pada rentang 0-0,15 mg/m3 dan 0,15-0,20 mg/m3 menjadi 0-0,15 mg/m3. Sedangkan, kegiatan destructive fishing tidak memiliki pengaruh yang signifikan terhadap konsentrasi dissolved oxygen dikarenakan data penginderaan jauh dissolved oxygen pada penelitian ini bersifat homogen.
......The rise of destructive fishing activities that occur in coastal waters give impact on coral reef ecosystems and water quality. In measuring water quality at the coastal waters, the parameters of chlorophyll-a and dissolved oxygen can be used. One of the water areas that the target of destructive fishing activities is the coral reef ecosystem of Samatellu Pedda Island, South Sulawesi. Thus, this study aims to analyze the distribution of concentration chlorophyll-a and dissolved oxygen in 2014 and 2021, as well as analyzing the effect of destructive fishing for water quality in the coral reef ecosystem of the Island Samatellu Pedda. In identifying of the concentration of chlorophyll-a and dissolved oxygen changes, the algorithm is applied to Landsat 8 OLI/TIRS imagery. To explain accuracy variation of chlorophyll-a and dissolved oxygen algorithm, the bentic habitat, water depth and distance from the shoreline variable is used. The results of this study show that from 2014 to 2021 there was an increase in the concentration of chlorophyll-a in the amount of 4.14 Ha and a decrease in the concentration of chlorophyll-a in the amount of 0.18 Ha, as well as an increase in the concentration of dissolved oxygen in whole water areas. In addition, destructive fishing affects the chlorophyll-a concentration decreasing as indicated by a decrease in values in the range of 0-0.15 mg/m3 and 0.15-0.20 mg/m3 to 0-0.15 mg/m3. In contrast, destructive fishing does not have a significant effect on dissolved oxygen concentration because remote sensing data of dissolved oxygen in this study is homogeneous."

"Abstract
Destructive behavior to coral reef ecosystem should not exist if community realize the importance value of the existence of coral reefs, have adequate source for livelihood and an obedience to God Almighty. The purpose of this study is to analyze the influence of religious ritual performing (religiousness), social and economic conditions of society on destructive manner of community to coral reefs. The data collected are analyzed quantitatively using structural equation model (SEM) using the method of Partial Least Square (PLS). The result findings show that the destructive behavior of the community to coral reef is not influenced by the piety of the people in performing ritual worship. The more devout people in performing ritual worship behavior does not necessarily make them more friendly to the environment, particularly coral reef ecosystems. The destructive behavior of the community to coral reef is also not influenced by their social conditions. The higher level of community's education does not necessarily make them more concerned about the environment. The destructive behavior of community to coral reef is significantly influenced by the economic conditions of society. Communities with lower income levels tend to perform acts that damage the coral reefs such as coral mining and destructive fishing techniques in an effort to satisfy their economic needs."
