Abstrak :
The problems of youth, especially from the employment side. have already taken attention for a long time to the experts, observers and those who are concerned. In the international level, a high commission has already established by United Nations, the World Bank and the ILO to handle the youth employment specially, This commission recommended a new approach that is new political commitment and teamwork to solve the opportunity of youth employment. The four prior policies recommended are employability. equality, entrepreneurship, and employment creation. The study discussed the aspects of youth employment in Indonesia, based on the population data and from the empowerment of the youth employment as well. During 30 years, the size of youth population (15-24 years) has been increasing highly, either the absolute number or the percentage of the total population. In the same time, their quality of education and their labor force participation rate, by sex (male-female) and by living area (rural- urban), have been increasing continuously. The study reveals some important indicators which show that youth employment's problems have significantly contributed to the process of sustainable development over time. The problems found including unemployment and underemployment. Meanwhile, the scope of the existing policies is still limited to solve the problems of the youth nationally. Therefore. the policy and program referred to the youth problems should be handled in the national level by a properly institution. Without full awareness and clear actions from the whole institutions concerned on the youth problems, the negative impact of the youth unemployment will be emerging restlessly.

Pemerintah telah mencanangkan program KUR (Kredit Usaha Rakyat) untuk mendorong pertumbuhan ekonomi. Melalui kebijakan program KUR, pemerintah telah bekerja sama dengan perbankan dalam program penyaluran KUR untuk mempermudah akses UMKM (Usaha Mikro Kecil dan Menengah) kepada layanan kredit dari perbankan dengan adanya skema dana penjaminan yang disediakan oleh pemerintah melalui perusahaan penjamin. Tujuan dari penelitian ini adalah untuk mengkaji dampak program Kredit Usaha Rakyat terhadap pendapatan usaha mikro dan kecil di kabupaten Pati, dan untuk mengkaji dampak program Kredit Usaha Rakyat terhadap kesempatan kerja pada usaha mikro dan kecil di kabupaten Pati. Untuk mengetahui dampak dari program KUR dilakukan perhitungan dampak dengan membandingkan antara kelompok aksi dengan kelompok kontrol dan juga dengan uji statistik Uji Peringkat Bertanda Wilcoxon, yang selanjutnya dijelaskan atau dideskripsikan keberhasilan program KUR tersebut. Sedangkan untuk mengukur kepuasan responden dengan menggunakan model logit, sehingga akan diperoleh gambaran dan informasi penting serta umpan balik terhadap kebijakan dan implementasi program KUR tersebut. Hasil penelitian menyarankan bahwa Program KUR layak dipertahankan karena keberadaan program bantuan permodalan berupa program KUR tersebut memberikan dampak positif dan masyarakat merasakan manfaatnya dalam membantu masalah permodalan dan meningkatkan pendapatan serta kesempatan kerja., akan tetapi perlu dilakukan evaluasi program dengan beberapa perbaikan sehingga dapat memberikan tambahan modal untuk usaha produktif sebagaimana tujuan diluncurkannya program KUR.

The Government has launched KUR (Credit for Businesses) program to stimulate economic growth. In this program, the Government has been working closely with banks to facilitate micro, small and medium enterprises (SME) to access credit from banks with the guarantee fund schemes provided by the government through a guarantor company. The aim of this study is to examine the impact of the KUR program to micro and small enterprises income and to assess the impact of KUR program to micro and small enterprises employment opportunities in Pati region. To determine the impact of KUR be calculated by comparing the impact of the action group and the control group with statistical test Wilcoxon signed-rank test, which is further illustrated or described the success of the KUR program. Meanwhile, to measure the respondents' satisfaction with using the logit model, so that would be obtained overview and important information and feedback on the policy and implementation of the KUR program. The results of the study suggest that the KUR program is worth kept because KUR as capital fund program had a positive impact and the people feel the benefits of this program by helping capital problem and increased income and employment opportunities. However, this program must be evaluated with some improvements so as the objectives of KUR program, it can provide additional capital for productive business.
