"Lahirnya undang-undang Nomor 11 tahun 2020 tentang Cipta Kerja menuntut ketersediaan informasi geospasial sebagai basis data pemberian perizinan investasi di daerah. Ketersediaan informasi geospasial dasar di tahun 2020 masih tersedia 1.9% dari kebutuhan nasional. Tuntutan percepatan penyelenggaraan informasi geospasial tertuang dalam program prioritas kerja nasional pada rencana pembangunan jangka menengah nasional (RPJMN) tahun 2020-2024. Adanya keterbatasan kapasitas organisasi Badan Informasi Geospasial menuntut pengembangan kapasitas dilakukan sebagai upaya memenuhi kebutuhan Informasi Geospasial Nasional. Penelitian ini menggunakan pendekatan postpositivist dengan teknik pengumpulan data wawancara mendalam dan studi dokumentasi, analisis data kualitatif. Hasil dari penelitian ini adalah adanya kesenjangan kapasitas dan kebutuhan organisasi dalam upaya percepatan penyelenggaraan Informasi Geospasial, meliputi anggaran yang tidak memadai, infrastruktur yang belum optimal, kebutuhan teknologi yang lebih tinggi, kapasitas SDM belum memadai, dan budaya organisasi yang lemah. Strategi pengembangan kapasitas sebagai upaya pemenuhan kebutuhan Informasi Geospasial nasional adalah reorientasi penataan organisasi, penguatan kebijakan dan infrastruktur, program pengembangan kapasitas SDM berbasis kompetensi, penguatan kerjasama dengan stakeholder, dan penguatan budaya organisasi melalui peran kepemimpinan yang optimal.
The enactment of Law Number 11 of 2020 concerning Job Creation requires the availability of geospatial information as a database for granting investment permits in the regions. The availability of basic geospatial information in 2020 is still available at 1.9% of national needs. The demand for acceleration of the implementation of geospatial information is contained in the national work priority program in the national medium-term development plan (RPJMN) for 2020-2024. The limited organizational capacity of the Geospatial Information Agency requires capacity development to be carried out in an effort to meet the needs of the National Geospatial Information. This study uses a post-positivist approach with in-depth interview data collection techniques and documentation studies, qualitative data analysis. The result of this research is that there is a gap in the capacity and needs of organizations in an effort to accelerate the implementation of Geospatial Information, including inadequate budgets, infrastructure that is not optimal, higher technology needs, inadequate human resource capacity, and weak organizational culture. The capacity development strategy as an effort to meet the needs of national Geospatial Information is reorienting organizational arrangements, strengthening policies and infrastructure, competency-based HR capacity development programs, strengthening collaboration with stakeholders, and strengthening organizational culture through optimal leadership roles."

"Penelitian ini bertujuan menjelaskan bagaimana Badan Informasi Geospasial (BIG) menjalankan kegiatan e-Government dengan memanfaatkan aplikasi PetaKita. Secara khusus, berusaha untuk menggambarkan faktor-faktor yang memengaruhi niat perilaku adopsi dalam menggunakan aplikasi e-Government dalam pemetaan partisipatif berbasis Sistem Informasi Geospasial (SIG) dengan mengambil kasus pada Aplikasi PetaKita. Model penelitian ini mengadopsi dan memodifikasi Unified Model of Elektronic Government Adoption (UMEGA) dengan menambahkan variabel Trust in Government Agency/Institution, Trust in Government Technology, dan Trust in Government Data. Dari sampel bersih sebanyak 130 dengan unit analisis pemilik akun Single Sign On (SSO) InaGeoportal sebagai induk aplikasi PetaKita, data ini kemudian diolah dengan metode SEM-PLS melalui software SmartPLS3. Hasilnya, Variabel yang mempengaruhi Behavioral Intention (Intensi Penggunaan) aplikasi PetaKita dari BIG dipengaruhi oleh faktor Attitude dan Trust in Government Technology. Kemudian Attitude dipengaruhi secara signifikan oleh Trust in Government Agency, dan Trust in Government Technology. Selain itu, Facilitating Condition berpengaruh signifikan terhadap Effort Expectancy penggunaan aplikasi. Meskipun faktor seperti Performance Expectancy, Effort Expectancy, Facilitating Condition terhadap Behavioral Intention, Perceived Risk, Trust in Government Agency/Institution terhadap Behavioral Intention, dan Trust in Government Technology terhadap Attitude tidak memiliki pengaruh signifikan.Temuan ini memberikan wawasan berharga untuk meningkatkan adopsi aplikasi e-Government, serta merancang strategi komunikasi publik yang efektif, dengan memanfaatkan aplikasi e-Government yang lebih diterima oleh masyarakat, untuk meningkatan kepercayaan, dukungan, dan keterlibatan publik dalam kebijakan pemerintah.
This research aims to explain how the Geospatial Information Agency (BIG) carries out e-Government activities by utilizing the PetaKita application. In particular, it seeks to describe the factors that influence adoption behavioral intentions in using e-Government applications in participatory mapping based on Geospatial Information Systems (GIS) by taking the case of the PetaKita Application. This research model adopts and modifies the Unified Model of Electronic Government Adoption (UMEGA) by adding the variables Trust in Government Agency/Institution, Trust in Government Technology, and Trust in Government Data. From a net sample of 130 with the analysis unit being the owner of the InaGeoportal Single Sign On (SSO) account as the parent of the PetaKita application. This data is then processed using the SEM-PLS method via SmartPLS3 software. As a result, the variables that influence the Behavioral Intention of the PetaKita application are influenced by the Attitude and Trust in Government Technology factors. Then Attitude is significantly influenced by Trust in Government Agency and Trust in Government Technology. Apart from that, Facilitating Conditions have a significant effect on the Effort Expectancy of application use. Although factors such as Performance Expectancy, Effort Expectancy, Facilitating Conditions on Behavioral Intention, Perceived Risk, Trust in Government Agency/Institution on Behavioral Intention, and Trust in Government Technology on Attitude do not have a significant influence. These findings provide valuable insights for increasing the adoption of e-Government, as well as designing effective public communication strategies, by utilizing e-Government applications that are more accepted by the public, to increase public trust, support and involvement in government policies."

"Badan Informasi Geospasial (BIG) merupakan lembaga pemerintah non kementerian yang bertugas di bidang informasi geospasial (IG). IG merupakan fakta atau data yang berkaitan dengan objek yang terletak di permukaan bumi. Bidang Pengelolaan Data dan Informasi Geospasial (PDIG) bertanggung jawab secara terpusat untuk melakukan proses pengelolaan data di BIG. Permasalahan yang dihadapi bidang PDIG yaitu belum optimalnya pengelolaan data, kondisi tersebut merupakan dampak dari belum adanya tata kelola data di BIG. Untuk menyelesaikan permasalahan tersebut, penelitian ini fokus pada evaluasi tata kelola data dan menyusun usulan perancangan tata kelola data di BIG dengan menggunakan kerangka kerja COBIT 2019. Pengumpulan data dilakukan dengan wawancara, observasi, dan studi dokumen. Hasil dari penelitian ini terdiri dari komponen organization structure; principles, policies, and framework; processes. Komponen organization structure berisi usulan struktur organisasi tata kelola data yang juga mengacu pada Peraturan Presiden tentang Satu Data Indonesia. Komponen principles, policies, and framework berisi daftar
kebijakan dan prosedur yaitu berupa kebijakan backup, spesifikasi produk, data profiling, serta masukan rancangan peraturan manajemen manajemen kualitas. Komponen processes berisi daftar kegiatan tata kelola data yang belum dilakukan bidang PDIG dan metrik pengukuran keberhasilan pengelolaan data serta rencana aksi untuk operasionalisasi sistem penyelenggaraan IG.
Geospatial Information Agency (GIA) is a Non-Ministerial Government Institution tasked with Geospatial Information (GI). IG is a fact or data relating to objects located beneath, on, or above the earth`s surface. Geospatial Data and Information Management Division (GDIM Division) is responsible for managing data in GIA. The problem faced by GDIM Division is that the data management process is not yet optimal. Thiscondition is the impact of the absence of data governance at GIA. To solve this problem, this research focuses on evaluating data governance practices and compiling data governance design proposals at GIA using the COBIT 2019 framework. Data collection is done by using an interview, observation, and literature study. The results of this study are the proposed data governance design in a form of an organizational structure; principles, policies, and frameworks; processes components.The organizational structure component contains the proposed data governance organization structure according to the Presidential Regulation on Indonesia`s One Data. The principles, policies and frameworks component contain a list of procedures and policies in the form of backup policies, product specifications, data profiling, as well as input for the draft of agency regulation for quality management. The processes component contains a list of data governance activities that have not been carried out by GDIM Division and metrics for measuring the success of data management processes; action plans for the operationalization of the integrated GI administration system."
