"ABSTRAK
Anak sebagai penerus bangsa hingga saat ini masih berada pada kondisi
memprihatinkan. Anak perlu disosialisasikan haknya agar mampu menyuarakan
aspirasi berkaitan dengan kepentingan dan kebutuhan mereka. World Vision
Indonesia (WVI) sebagai NGO yang fokus pada anak telah melakukan sosialisasi
hak anak melalui program anak sebagai wadah transfer nilai hak partisipasi.
Program yang dilakukan adalah kegiatan kelompok minat dan bakat (tari, futsal,
musik), pertemuan rutin Forum Anak, penyuluhan dan perayaan. Penelitian
kuantitatif ini dilakukan terhadap 94 anak dampingan WVI ADP Kebon Pala,
Jakarta Timur. Terdiri atas 50 anak yang mengikuti program WVI dan 44 anak
yang tidak mengikutinya dalam kurun waktu satu tahun terakhir. Tujuannya untuk
mengetahui apakah ada perbedaan pengetahuan hak partisipasi dan partisipasi
dalam keluarga terhadap kedua kelompok. Hasil penelitian menunjukkan tingkat
pengetahuan hak partisipasi berbeda signifikan secara statistik pada α=0.05 (pvalue=
0.005) antara mengikuti program WVI dengan yang tidak mengikutinya.
Tingkat pengetahuan hak partisipasi yang mengikuti program WVI lebih tinggi
(76%) daripada yang tidak mengikutinya (48%). Partisipasi dalam keluarga
terdapat perbedaan signifikan secara statistik pada α=0.05 (p-value=0.025)
dimana partisipasi dalam keluarga yang mengikuti program WVI lebih tinggi
(64%) daripada yang tidak mengikutinya (41%). Hal ini menunjukkan perlunya
untuk menfasilitasi forum anak menjadi wadah sosialisasi hak anak termasuk hak
partisipasi.

ABSTRACT
As the next generation, children until now are still in poor condition. Children
need to be socialized to be able to express the aspirations of their rights related to
their interests and needs. World Vision Indonesia (WVI) as an NGO that focuses
on children had socialized child rights through program which transfer
participation rights values. The program is a interests and talent group (such as
dance, indoor soccer, music), Children's Forum regular meetings, education and
celebration. Quantitative research was conducted on 94 children assisted WVI
ADP Kebon Pala, East Jakarta. It consists of 50 children who attend the program
WVI and 44 children who did not follow within the past year. The goal is to
determine whether there are differences in knowledge and participation rights of
participation in the family of the two groups. The results showed different levels
of knowledge of the rights of participation are statistically significant at α = 0.05
level (p-value = 0.005) between children who attend the WVI program and
children that does not follow. The level of knowledge of rights WVI program
participation is higher (76%) than those not followed (48%). Participation in the
family show that there is a statistically significant difference at α = 0.05 level (pvalue
= 0.025) where participation in the family who attend the program WVI
higher (64%) than those not followed (41%). This suggests the need for a forum
to facilitate the child into socialization container children's rights including the
right of participation"

"[ABSTRAK
Berdasarkan penelitian yang telah dilakukan, diperoleh hasil bahwa pelaksanaan
Hak Partisipasi/participating interest yang dilakukan oleh Daerah melalui BUMD
(Badan Usaha Milik Daerah) terdapat beberapa kelemahan yang akan
mempengaruhi posibilitas penerapan Golden Share. Beberapa kelemahan tersebut
antara lain tidak adanya pengaturan yang rigid dan jelas mengenai teknis
pelaksanaan Hak Partisipasi/participating interest, minimnya rasio kecukupan
modal pemerintah daerah dalam kewajiban penyertaan modal sebesar 10%,
rendahnya penguasaan teknologi dan kemampuan sumber daya manusia di sektor
pengusahaan hulu Migas. Posibilitas penerapan Golden Share dalam skema Hak
Partisipasi/participating interest sangat dipengaruhi oleh model pengaturan yang
diterbitkan oleh pihak otoritas dan pemenuhannya terhadap prinsip-prinsip nondiskriminasi,
non-diskresional dan proporsionalitas yang berkeadilan bagi seluruh
pihak terkait dalam industri Migas di negara yang bersangkutan. Golden Share
dalam praktiknya memungkinkan untuk diterapkan di Indonesia dengan tetap
memperhatikan aspek-aspek kelaziman bisnis agar dalam pelaksanaannya tidak
mendistrosi kebijakan operasional perusahaan.

ABSTRACT
Based on the research that has been done, the result that the implementation of the
Participation Rights/participating interests carried out by the Region through ROE
(Regional Enterprise/BUMD) there are some weaknesses that will affect the
possibility application of Golden Share. Some disadvantages include the absence
of rigid and clear arrangements/regulation regarding the technical implementation
of the Participation Rights/participating interests, minimum capital adequacy ratio
of local governments in liabilities equity participation of 10%, low mastery of
technology and human resource capacity in the upstream oil and gas exploitation
sector. Golden Share for the possibility of the application of the scheme
Participation Rights / participating interest is strongly influenced by the model
regulation issued by the authorities and fulfillment of the principles of nondiscrimination,
non-discretional and proportionality equitable for all parties
involved in the oil and gas industry in the country concerned. Golden Share in
practice allows to be applied in Indonesia with regard to aspects of normal
business practices so as to not distort the implementation of operational policy of
