ABSTRACT
This paper studies about managing the effectiveness of public health performance in Surabaya City, Indonesia. The research method uses a qualitative approach through focus group discussion elaborated with secondary data of the health sector performance. This paper proves that vertical and horizontal balanced performance measurements in the health sector are essential. Vertical stable performance is in the context of a hierarchical performance of top-level performance and lower-level performance in the public institution. In contrast, a horizontal balanced performance is the arrangement of qualitative and quantitative performance indicators and targets

Abstrak :
Penelitian ini bertujuan untuk menganalisis pengaruh belanja urusan pendidikan dan belanja urusan kesehatan terhadap kinerja penyelenggaraan pemerintahan daerah yang diukur dengan skor Evaluasi Kinerja Penyelenggaraan Pemerintahan Daerah. Objek penelitian adalah pemerintah daerah Kabupaten dan Kota periode tahun 2011-2013 dengan sampel 813 pemerintah Kabupaten dan Kota. Penelitian ini menggunakan data sekunder yang diperoleh dari Kementerian Dalam Negeri, Direktorat Jenderal Perimbangan Keuangan, Laporan Keuangan Pemerintah Daerah, Ikhtisar Hasil Pemeriksaaan, laman Badan Pusat Statitisk, dan website pemerintah daerah. Penelitian ini menggunakan metode Analisis Regresi Berganda. Hasil penelitian menunjukkan bahwa belanja urusan pendidikan dan belanja urusan kesehatan berpengaruh positif terhadap kinerja penyelenggaraan pemerintahan daerah. Belanja urusan pendidikan dan urusan kesehatan yang semakin meningkat akan meningkatkan kinerja penyelenggaraan pemerintahan daerah. Namun, ada juga pemerintah yang mampu melakukan efisiensi dapat memperoleh kinerja penyelenggaraan pemerintah daerah yang tinggi dengan biaya paling minimum. Pemerintah daerah tersebut diantaranya melakukan perbaikan kapasitas dan kualitas sumber daya aparatur dan perbaikan sistem kerja. ......The purpose of this research is to analyze the influence of educational expenditure and health expenditure to the performance of local government.The object of this research is the local government of the cities and the municipalities from 2011 2013 with a sample of 813 cities and municipalities. This research is using secondary data gained from Ministry of Internal Affairs, Directorate General of Fiscal Balance, Financial Statement of the local government, the Resume of the Examination Result, Central Bureau of Statistic website, and local government website. This research is using multiple regression analysis. The result of this research shows that the educational expenditure and health expenditure have positive effect on the performance of local government. Increase in educational expenditure and health expenditure can stimulate the performance of local government. There are local government achieving better performance using minimum expenditures by improving procedures and educating better human resources.

Perusahaan membutuhkan suatu bentuk pengukuran kinerja dimana bentuk pengukuran ini bertujuan untuk meningkatkan efektivitas dan efisiensi. Pengukuran kinerja merupakan salah satu elemen penting dari aktifitas manajerial dan pemilihan system pengukuran kinerja menjadi hal penting untuk mencapai target strategis perusahaan. Salah satu pengukuran kinerja yang baik adalah dapat menunjukkan apakah kinerja perusahaan selama ini mendukung upaya-upaya perwujudan visi, misi dan strategi perusahaan. Metode Balance Scorecard, suatu system pengukuran kinerja yang mengintegrasikan pengukuran keuangan dan pengukuran operasional, dinilai memenuhi criteria tersebut dan sesuai untuk diterapkan di Instalasi Manajemen Informasi Kesehatan RS Persahabatan. Lebih lanjut lagi RS Persahabatan yang bergerak dibidang jasa pelayanan kesehatan memiliki konsekuensi bersaing dalam lingkungan bisnis yang bergerak dinamis. Ukuran hasil (lag indicator) dan ukuran pendorong kinerja (lead indicator) sangatlah penting dalam upaya perusahaan mencapai sasaran-sasaran strategis sehingga lebih terukur. Hasil penelitian ini berupa rancangan Balance Scorecard perusahaan dengan memperoleh inisiatif-inisiatif strategis yang memungkinkan dilakukan oleh perusahaan. Rancangan scorecard yang dihasilkan terdiri dari dua sasaran strategis dalam perspektif keuangan, empat sasaran strategis dalam perspektif pelanggan, tiga sasaran strategis dalam perspektif proses bisnis internal, dan tiga sasaran strategis dalam perspektif pembelajaran dan pertumbuhan. Untuk mencapai sasaran strategis perusahaan diperoleh satu inisiatif strategis dalam perspektif keuangan, lima inisiatif strategis dalam perspektif pelanggan, tiga inisiatif strategis pada perspektif proses bisnis internal dan empat inisiatif strategis pada perspektif pembelajaran dan pertumbuhan.

Company requires a form measurement of performance where this measurement form aims to improve the effectiveness and efficiency. Measurement of performance is one of the important elements from activities managerial and election system measurement of performance becomes the important matter to reach the strategic goals of company. One of the measurements of good performance is earning to show what company performance is during the time has support to efforts materialization of vision, mission and company strategy. Balance Scorecard Method, a system measurement of the performance integrate measurement of finance and measurement of operational, assessed fulfill criteria and according to be applied in Instalasi Manajemen Informasi Kesehatan RS Persahabatan. Furthermore again RS Persahabatan the health service area have the consequence compete in dynamic business environment. Measure of result of (lag indicator) and measure drive of performance (lead indicator) of vital importance in the effort tired company of strategic targets so that more measured. This Research results in the form of device Balance Scorecard Company by obtaining the strategic initiatives which is conducive to be done by company. Device scorecard yielded consist of two strategic target in perspective of finance, four strategic target in perspective of customer, three strategic target in perspective of internal business process, and three strategic target in perspective of learning and growth. To reach the strategic target of company obtained one strategic initiative in perspective of finance, five strategic initiative in perspective of customer, three strategic initiatives at in perspective of internal business process and four strategic initiative at in perspective of learning and growth.
