Abstrak :
PT. X adalah perusahaan pelayaran, yang pada tahun 2003 sudah menerapkan International Safety Management (ISM) Code, namun kejadian kecelakaan kapal yang diakibatkan oleh kerusakan peralatan kritis masih saja terjadi. Hal ini tentunya bertentangan dengan tujuan ISM Code. Pengawasan yang sudah dilakukan oleh internal dan eksternal pengawas, tidak dapat menekan jumlah kecelakaan, khususnya yang diakibatkan kerusakan peralatan kritis. Lemahnya pengawasan berpengaruh terhadap tidak berjalannya penerapan ISM Code aturan 10 mengenai perawatan kapal dan perlengkapannya khususnya untuk peralatan penting. Lemahnya pengawasan dikarenakan ketidaksesuainya kualifikasi pengawas, jumlah SDM pengawas, cara pengawasan, anggaran pengawasan, prosedur pengawasan dan peralatan pengawasan pada pengawas internal dan eksternal. ......PT. X is local shipping company, since 2003 have certified and implemented the International Safety Management (ISM) Code, but the vessel incident that resulted from critical equipment still occurred. It?s different with the objective of ISM Code. The controlling that conducted by the inspector both internally and externally can?t prevent the vessel incident especially that resulted from the critical equipments. The lacks of controlling can affected the implementation of the ISM Code clause 10, regarding ship maintenance and equipments, especially to the critical equipments. The nonconformity of the qualification, number, system, budget, procedures and the material or equipments of the inspector both internally and externally caused lack of controlling.

Pada pengoperasian kapal pengangkut batu bara diperlukan suatu sistem yang mengatur tentang perawatan dan pemeliharaan peralatan pada kapal tersebut. Hal ini diperlukan untuk menghindari terjadinya masalah yang dapat merugikan kapal, seperti breakdown pada peralatan dan sebagainya. Selain itu sistem pemeliharaan yang dilakukan secara terencana dan berkala, juga dapat memperpanjang usia pakai suatu kapal sehingga dapat mencegah penurunan produktivitas kapal tersebut. Hal-hal yang berkaitan dengan pemeliharaan pada semua komponen yang terdapat di suatu kapal, juga telah diatur dalam International Safety Management Code (ISM Code). Oleh karena itu dibuatlah Planned maintenance system pada peralatan di kapal. Dalam hal ini komponen-komponen peralatan Self unloading pada kapal pengangkut batu bara MV. Sartika Baruna yang akan dijadikan objek penelitian untuk pembuatan sistem pemeliharaan tersebut. ...... Moreover, a maintenance system which is done in a well-planned and regular period can also extend the life of a ship and resist the decline in productivity of the ship. Things related to the maintenance of all components contained in a ship also have been regulated in the International Safety Management Code (ISM Code). Accordingly, it becomes necessary to arrange a Planned maintenance system (PMS) for the equipments on ship. In this case the components in the Self unloading Equipment on coal carrier ship MV. Sartika Baruna will be the object of research for the production of the maintenance system.

Dalam beroperasinya suatu kapal dibutuhkan sistem yang terfokus mengatur tentang perawatan dan pemeliharaan pada bagian-bagian utama pada kapal tersebut. Sistem pemeliharan dan perawatan ini diterapkan untuk menghindari terjadinya masalah yang nantinya akan menghambat keoptimalan kinerja kapal tersebut. Sistem pemeliharaan kapal yang dilakukan untuk bagian-bagian kapal ini harus di susun secara terencana dan berkala sehingga mampu meningkatkan juga produktivitas kapal serta memperpanjang usia pakai kapal terbut. Dalam penyusunan sistem pemeliharaan kapal atau bisa disebut Plan Maintenance System ini telah diatur dalam ISM Code dan penyusunan sistem pemeliharaan ini sangat diperlukan pada suatu kapal. Dalam hal ini komponen-komponen yang terdapat pada lambung kapal patroli berbahan paduan aluminium yang akan dijadikan sebagai objek penelitian untuk penyusunan sistem pemeliharaan tersebut. ......In the operation of the ship a focused system is needed to regulate the treatment and maintenance of the main part of the ship.
