Abstrak :
Marine resources as energy resources has become one means for the construction maritime power and unifying the region's defense for Indonesia. The geographical condition of Indonesia as an archipelagic country with the vast majority of territorial waters, as well as its strategic cross-position, becomes a fundamental source for sustainable energy development through the utilization of microalgae as a potential marine plant for biodiesel fuel, a diesel mix for Indonesian coastal communities. The research method in this study uses literature study and observation of previous authors' research, which will result in an analysis of energy objectives as supporting maritime defense that includes: (1) comprehensive understanding on the management and development of marine energy resources through the use of biodiesel from renewable energy of marine microalgae; (2) raising effective awareness and cooperation among the coastal communities, government and industry regarding the greatness of Indonesian history that has been built from the control over the oceans as a source of defense in developing energy security to support maritime defense.

Upaya Cina untuk mengembangkan kekuatan maritimnya, menghasilkan pencapaian status Cina sebagai negara dengan kapabilitas maritim blue water navy yang terutama ditandai dengan kepemilikan Cina atas sebuah kapal induk. Pencapaian ini merupakan hasil dari kebijakan strategis Cina yang ditujukan untuk dapat berdiri sebagai negara dominan, sebagai hegemon, di wilayah Asia terutama di kawasan Laut Cina Selatan. Terdapat hubungan kausalitas antara konsep blue water navy dengan tujuan utama Cina untuk menjadi regional hegemon melalui pemenuhan indikator-indikator bagi sebuah negara untuk menjadi regional hegemon. Tulisan ini berupaya untuk mengidentifikasi faktor-faktor yang mendorong Cina untuk mengembangkan kapabilitas blue water navy dalam upayanya untuk berdiri menjadi negara hegemon di Laut Cina Selatan. Temuan penulis dari analisa yang dilakukan adalah, setidaknya terdapat tiga faktor utama yang melatarbelakangi pembangunan kapabilitas tersebut, yaitu: Laut Cina Selatan sebagai kawasan untuk melakukan proyeksi kekuatan, Laut Cina Selatan sebagai kawasan dengan sumber daya energi dan non-energi, dan upaya kontrol atas rute perdagangan di Laut Cina Selatan. ......China’s effort to develop and expand its navy has resulted in possession of a blue water navy capability which was heavily marked by the possession of an aircraft carrier. This achievement was a result of China’s set of strategic policies that aim is to make China stand as a dominant state in the area, as a hegemon, specifically on the South China Sea. There is a causality between China’s acquirement  of a posession blue water navy capability, and its aim to be a regional hegemon. This thesis looks at the indicators for a states’s achievement of regional hegemon status in order to prove the causality between a possession of a blue water navy capabilites and its aim to be a hegemon in the South China Sea. There are at least three factors that drive China to pursue a blue water navy capability, which are: the importance if South China Sea a region for projecting power, South China Sea as a region with abundant amount of natural energy and non-energy resources, and the need to control trade route at the South China Sea.

Abstrak :
Indonesia is not one of the claimant states, but Chinese provocation through its fishing vessels which escorted by Chinese Coast Guard has been violating Indonesia Exclusive Economic Zone on South China Sea which is intersected with Nine Dashed Line (NDL). Until now, the synergy among Indonesian power instruments to defend Indonesia’s sovereign rights is still weak, thus the problem identification in this research is how the synergy of the instrument of competent forces in the Indonesian maritime domain to face Chinese Claims on South China Sea. Synergy analysis is seen from three aspects: perspective, policy, and Rules Of Engangement (ROE) applied to operational. This research uses qualitative method to explore research questions deeper, with Soft System Methodology analysis method to approach problems with the comparison between system thinking and real world in a structured way, and supported NVivo to execute the process of data triangulation. Research results show that maritime power instruments of Indonesia do not have a harmonious perspective on NDL yet. This study also shows that policy from policy makers and strategic derivatives from strategy makers of the Government of the Republic of Indonesia's have not been orchestrated, thus appropriate ROE at operational level to confront China's provocation of the South China Sea has not been formulated by adjusting authority with instrument capability. Overall, the study found that the synergy of Indonesian maritime power instruments need to be optimized to deal with Chinese Claims over the territory of Indonesian jurisdiction in the South China Sea.
