Abstrak :
Militer khususnya intelijen militer seharusnya diberikan peran lebih dalam usaha kontra terorisme. Tujuan pertama penelitian ini adalah menganalisa bagaimana perbantuan militer dilaksanakan di negara-negara demokrasi. Tujuan kedua adalah menganalisa efektifitas pelibatan intelijen militer dalam operasi penegakan hukum terhadap kelompok teroris Mujahidin Indonesia Timur di Poso. Penelitian ini menggunakan metode kualitatif dan studi pustaka. Hasil penelitian menunjukkan bahwa perbantuan militer di negara demokrasi dilaksanakan dengan cara melatih atau memperbantukan unit militer khusus kepada otoritas penegakkan hukum. Sedangkan pelibatan intelijen militer dalam operasi penegakkan hukum di Poso, terbukti efektif dalam menyediakan informasi intelijen yang dibutuhkan, sehingga tujuan dan sasaran operasi dapat dicapai. Perbantuan militer dan pelibatan Intelijen militer ini dapat dijadikan sebagai rujukan dalam usaha kontra terorisme di Indonesia. ...... Military particularly military intelligence should be given more role in counter terrorism. First objective this research is to analyze how military assistance is conducted in democratic countries. The second goal is to analyze the effectiveness of military intelligence engagement in law enforcement operations against East Indonesian Mujahidin terrorist groups in Poso. This research based on qualitative methods and literature study. The results of the study indicate that military assistance in a democratic country is carried out by conducting a military training in order to form a special military unit for law enforcement authorities. Furthermore, the engagement of military intelligence in law enforcement operations in Poso shown effective in providing the necessary intelligence information, so the objectives and targets of law enforcement operations could be achieved. The military assistance and the engagement of military intelligence could be used as a reference in efforts to counter terrorism in Indonesia.

Tesis ini membahas jejaring pendanaan Mujahidin Indonesia Timur (MIT), kelompok teroris yang berbasis di Poso, Sulawesi Tengah. Tujuannya, menjelaskan alasan tetap eksisnya kelompok itu kendati kini hanya terdiri atas beberapa orang. Analisis dalam tesis ini menggunakan teori jaringan Albert-Laszlo Barabasi dan kerangka konsep sosiologi terorisme Stephen Vertigans.Tesis ini adalah penelitian kualitatif dengan data primer berupa hasil wawancara mantan anggota MIT, beberapa dokumen putusan pengadilan, dan dokumen This thesis discusses the funding network of the East Indonesia Mujahideen/Mujahidin of Eastern Indonesia (MIT), a terrorist group based in Poso, Central Sulawesi. The purpose of this thesis is to explain the reason for the existence of the group even though it now consisted of only a few people. The analysis in this thesis uses Albert-Laszlo Barabasi's network theory and the conceptual framework of the sociology of terrorism by Stephen Vertigans. This thesis is qualitative research with primary data in the form of interviews with former MIT members, several court decision documents, and White Paper documents of the National Counter Terrorism Agency (BNPT). The study in this thesis shows that MIT funding comes from a number of sources. The results of the study concluded that repressive efforts by law enforcement officers were not enough to stop MIT`s terror activities. It needs a comprehensive step from law enforcement officials and a number of relevant agencies to turn off MIT`s funding network. Efforts to turn off funding networks should also be applied to stop the activities of other terrorist groups in Indonesia.

Tujuannya, menjelaskan alasan tetap eksisnya kelompok itu kendati kini hanya terdiri atas beberapa orang. Analisis dalam tesis ini menggunakan teori jaringan Albert-Laszlo Barabasi dan kerangka konsep sosiologi terorisme Stephen Vertigans.Tesis ini adalah penelitian kualitatif dengan data primer berupa hasil wawancara mantan anggota MIT, beberapa dokumen putusan pengadilan, dan dokumen White Paper Badan Nasional Penanggulangan Terorisme (BNPT). Kajian dalam tesis ini menunjukkan bahwa pendanaan MIT berasal dari sejumlah sumber. Hasil penelitian menyimpulkan, upaya represif aparat penegak hukum tidak cukup untuk menghentikan aktivitas teror MIT. Perlu langkah komprehensif dari aparat penegak hukum dan sejumlah instansi terkait untuk mematikan jejaring pendanaan MIT. Upaya mematikan jejaring pendanaan semestinya juga diterapkan untuk menghentikan kegiatan kelompok teroris lainnya di Indonesia.
