Abstrak :
Batu bara sebagai sumberdaya energi yang masih banyak digunakan serta proyek penambahan banyak dilakukan terutama di Kalimantan & Sumatera karena Indonesia merupakan negara dengan cadangan batu bara terbesar di dunia. Memiliki tantangan yaitu harga batu bara acuan yang fluktuatif yang mempengaruhi investasi infrastruktur penunjang operasional dan investasi sumberdaya manusia. Pada tahun 2016-2019 terjadi tren peningkatan investasi infrastruktur dimana >50% mengalami Keterlambatan. Hal tersebut disebabkan salah satunya karena rendahnya pengawasan terhadap proyek infrastruktur karena adanya gap pengetahuan dan kompetensi tentang pengawasan proyek dari pengawas owner dari lintas fungsi yang menyebabkan keterlambatan. Fenomena yang terjadi adalah rendahnya kualitas komunikasi antara pengawas PT. X dengan kontraktor pelaksana. Tujuan dari penelitian ini adalah untuk mengidentifikasi faktor komunikasi yang mempengaruhi kinerja waktu proyek serta mengembangkan knowledge management system sebagai media peningkatan komunikasi proyek di organisasi PT. X. Model Knowledge Management yang digunakan adalah SECI Model. Hasil dari penelitian ini terdapat lima faktor dominan komunikasi proyek antara lain: (1) Sistem Komunikasi; (2) Pengetahuan & Keterampilan; (3) Bahasa & Budaya; (4) Perencanaan Komunikasi Proyek; dan (5) Organisasi Proyek. Selain itu knowledge management memiliki peran mediasi secara penuh (full mediation) dalam meningkatkan hubungan komunikasi proyek dengan kinerja waktu proyek sehingga dapat dikembangkan 20 aktivitas implementasi yang dapat dilaksanakan pada organisasi owner proyek infrastruktur di pertambangan untuk meningkatkan efektivitas komunikasi proyek. ......Coal as an energy resource is still widely used and many additional projects are being carried out, especially in Kalimantan & Sumatra because Indonesia is a country with the largest coal reserves in the world. A major challenge is the fluctuating coal reference price, which affects investments in operational infrastructure and human resources. In 2016-2019 there was a trend of increasing infrastructure investment where >50% experienced delays. One of the reasons for the low supervision of infrastructure projects is the lack of knowledge and competency among supervisors across functions, which causes delays. The phenomenon that occurs is the low quality of communication between supervisors of PT. X with the implementing contractor. The purpose of this study is to identify communication factors that affect project time performance and develop a knowledge management system as a medium for improving project communication in the PT. X. The Knowledge Management Model used is the SECI Model. The results of this research are five dominant factors of project communication, among others: (1) Communication System; (2) Knowledge & Skills; (3) Language & Culture; (4) Project Communication Planning; and (5) Project Organization. In addition, knowledge management has a full mediation role in improving project communication relations with project time performance so that 20 implementation activities can be developed that can be carried out in the organization of infrastructure project owners in mining to increase the effectiveness of project communication.

Pada proyek pembangunan pengamanan pantai seringkali ditemui masalah yang dapat menyebabkan kegagalan maupun tidak selesainya proyek tepat pada waktunya sehingga mengakibatkan menurunnya kinerja waktu pelaksanaan. Penelitian ini bertujuan menemukan faktor-faktor resiko yang sangat berperan atau mendominasi sebagai penyebab keterlambatan dengan maksud agar proses perencanaan, pelaksanaan, penjadwalan proyek konstruksi dapat dilakukan dengan lebih lengkap dan cermat sehingga keterlambatan sedapat mungkin dihindarkan atau dikendalikan. Temuan penyebab keterlambatan dikonfirmasikan dengan menggunakan kuesioner yang didistribusikan kepada para pemilik proyek di masing-masing balai, menunjukkan bahwa masalah-masalah keterlambatan penyerahan lapangan dan perubahan desain merupakan faktor-faktor yang dominan sebagai penyebab keterlambatan waktu dari sisi pemilik proyek.

In the construction of coast protection projects often encountered problems that can cause a failure or not timely completion of the project, resulting in degraded performance of implementation time. This study aims to find risk factors that greatly contributed to or dominated as the cause of the delay with a view to the planning, implementation, construction project scheduling can be done with a more complete and accurate so that the delay as much as possible be avoided or controlled. Abstrak :
Dokumen kontrak antara kontraktor dan pemilik proyek adalah pedoman dan pengendalian selama masa pelaksanaan konstruksi. Selama masa pelaksanaan, seringkali terjadi perubahan yang harus dilakukan karena ketidaksesuaian antara yang tertera dalam kontrak dengan kenyataan yang ditemui di lapangan. Oleh karena itu, pihak kontraktor berhak mengajukan klaim biaya sebagai kompensasi dari dampak yang ditimbulkan oleh perubahan tersebut. Skripsi ini meneliti kejadian yang menyebabkan kontraktor mengajukan klaim biaya ke pemilik proyek pada beberapa proyek gedung bertingkat di Jakarta. Hasil penelitian menunjukkan bahwa penyebab terjadinya klaim biaya dari kontraktor ke pemilik proyek berasal dari pemilik proyek, kebijakan pemerintah dalam bidang moneter, gambar kontrak yang tidak tepat, serta keadaan bawah tanah yang tak terlihat. ......Contract made by the contractors and project owners have a role as a guidance and control during the implementation of the construction. During the implementation, there are often changes that must be done because of the inconsistency between the written contract with the fact that in the field. Therefore, the contracting parties have the right make a claim cost as compensation from the impact caused by these changes. This essay examines the events are causing the contractor to make a claim the cost of the project owner on several highrise building project in Jakarta. Results of research show that the cause of the cost of a claim from the contractor to the project came from the owner himself, the government policy in the monetary regulation, the picture is not exactly a contract, and unforeseenable Condition.
