Defence is the ultimate public good, and it thus falls to government to determine the appropriate amount of public revenue to commit to the defence of the realm. This will depend on history, strategic threat, international security obligations, entreaties from allies and, of course, the threat faced. The Political Economy of Defence is structured to identify, explain and analyse the policy, process and problems that government faces from the starting point of national security through to the ultimate objective of securing a peaceful world. Accordingly, it provides insights into how defence budgets are determined and managed, offering relevant and refreshingly practical policy perspectives on defence finance, defence and development trade-offs, sovereignty vs globalisation debates, and many other pertinent issues. It will appeal to policymakers, analysts, graduate students and academics interested in defence economics, political economy, public economics and public policy.

Besarnya belanja pemerintah di bidang pengadaan barang/jasa, terutama sektor belanja modal menyebabkan pengadaan barang/jasa pemerintah rentan untuk terjadinya korupsi. Pemerintah di banyak negara termasuk Indonesia mengadopsi dan menerapkan Electronic Procurement (E-Procurement) untuk meningkatkan transparansi dan akuntabilitas serta mengurangi angka kasus korupsi pengadaan. Pemerintah Indonesia menerapkan E-Procurement sejak 2008, akan tetapi penelitian terkait hal tersebut masih terbatas. Penelitian ini menguji sejauh mana efektivitas pelaksanaan E-Procurement mengurangi jumlah kasus korupsi pengadaan barang/jasa pemerintah di Indonesia. Dengan menggunakan model regresi negative binomial, penelitian ini menganalisis data panel kasus korupsi pengadaan barang/jasa pemerintah yang ditangani oleh Komisi Pemberantasan Korupsi Republik Indonesia dari tahun 2005 hingga 2018. Hasil penelitian menunjukkan bahwa provinsi-provinsi dengan rasio belanja modal yang tinggi lebih rentan terjadi korupsi pengadaan dan penerapan E-Procurement berdampak dalam mengurangi angka kasus korupsi pengadaan di provinsi-provinsi tersebut. Meskipun penerapan E-Procurement berdampak terhadap penurunan jumlah kasus korupsi, tetapi E-Procurement butuh perbaikan dan peningkatan yang berarti serta perlunya membangun pendekatan kolaboratif dengan pihak-pihak terkait.

Many governments have adopted Electronic Procurement (EProcurement) to increase transparency, improve accountability, and reduce corruption with variable success. Government of Indonesia adopted E-Procurement in 2008, however limited research exist on the impact of E-Procurement in reducing corruption. This study attempts to assess the extent to which E-Procurement implementation in Indonesia reduced corruption cases in public procurement. By using negative binomial regression model, this research analyzes panel data on procurement corruption cases handled by the Indonesian Corruption Eradication Commission from 2005 to 2018. The findings suggest that provinces with high capital expenditure ratio, are more vulnerable to corruption and implementation of E-Procurement was impactful on reducing the number of procurement corruption cases in such provinces. Although E-Procurement was impactful on diminishing corruption, but it requires a decent revamp and improvement of E-Procurement and also a collaborative approach with the key stakeholders.

Public management is undoubtedly an acknowledged area of management science, but with meager empirical research. This book takes this challenge and presents a rare analysis of public management from the perspective of 12 Prime Ministers of Poland who governed between 1989 and 2014. The author features the concepts, practice and challenges of public management by making use of direct interviews with the Prime Ministers according to the classical management functions of planning, organization, direction and controlling. The book also presents a theoretical inquiry which redefines public management by breaking away from the traditional paradigm of public management, and introducing a 'mega-organizational' understanding of the state within new institutional economics.

ABSTRAK
Kinerja pembangunan ekonomi daerah memiliki peran penting dalam permbangunan ekonomi nasional. Masih banyaknya isu-isu pembangunan ekonomi di daerah seperti pertumbuhan yang lambat, tingginya jumlah pengangguran, dan tingginya tingkat kemiskinan, menjadi alasan penting mengapa kajian terhadap kinerja pembangunan ekonomi daerah perlu dilakukan. Penelitian ini menganalisis faktor-faktor utama yang dapat mendorong perbaikan pembangunan ekonomi di daerah. Faktor-faktor tersebut dapat dianalisis dari sisi sekor publik dan sektor swasta. Sektor publik diwakili oleh belanja publik pemerintah daerah dan sektor swasta diwakili oleh investasi baik investasi asing maupun investasi domestik.Menggunakan data 34 provinsi di Indonesia dengan periode observasi selama 7 tahun dari 2010-2016, hasil penelitian ini menunjukkan bahwa secara umum peningkatan pada proporsi belanja publik, khususnya belanja barang dan jasa, dan belanja modal, memiliki pengaruh positif dan secara statistik signifikan terhadap kinerja pembangunan ekonomi di daerah terutama terhadap pertumbuhan. Sementara belanja pegawai memiliki pengaruh negatif terhadap pertumbuhan dan secara statistik signifikan. Begitu juga dengan investasi swasta, efek atau pengaruh investasi domestik dan invetsasi asing terhadap pertumbuhan ekonomi di daerah adalah positif dan secara statisitk signifikan. Di sisi lain, pertumbuhan juga memiliki pengaruh positif dalam mengurangi pengangguran dan kemiskinan.
ABSTRACT
Regional economic development as known has an important role to drive the national economic development. Since there are still a few existing issues of economic development in regional such as slow growth, high unemployment, and high poverty rate, so it is substantially crucial to conduct study of that topic. Thus, this study aims to analyze the main factors that can lead economic development to improve. Fortunately, these factors can be analyzed from public and private sectors. The public sector is represented by public expenditures of local government meanwhile the private sector is represented by both foreign and domestic investment.Using data from 34 provinces in Indonesia over 7 years observation period from 2010 2016, the results of this study indicated that in general an increase on the share of public expenditures, particularly goods and services expenditure, and capital expenditure, have positive effect on performance of economic development and statistically significant, especially on growth. In contrast, salary expenditure has negative effect on growth and statistically significant. Similarly, effects of domestic and foreign investment on economic growth are positive and statistically significant. Further, growth also has positive effect to alleviate unemployment and poverty.
