"Tahun 2011, Komisi IX DPR RI lebih memilih menyusun RUU Keperawatan dari pada RUU Praktik Bidan, RUU Praktik Kefarmasian dan RUU Tenaga Kesehatan walaupun cakupan materi RUU Tenaga Kesehatan lebih luas dari RUU Keperawatan. Asas hukum yang berbunyi lex specialis derogat legi generalis diterapkan bila peraturan lebih luas disusun terlebih dahulu untuk menghindari tumpang tindih pengaturan. Disain penelitian ini adalah deskriptif kualitatif. Hasil penelitian menunjukan dibahasnya RUU Keperawatan pada periode 2010-2011 karena adanya masalah tenaga kesehatan yang tidak memiliki payung hukum untuk masing-masing profesi tenaga kesehatan. Faktor kelompok kepentingan melakukan berbagai cara advokasi, sosialisasi, lobi dan aksi, faktor kepemimpinan politik mempertimbangkan berbagai kepentingan, faktor kasus kriminalisasi perawat, faktor gerakan pemrotesan dan peliputan media massa mempengaruhi dibahasnya RUU Keperawatan pada tahun sidang 2010-2011. Namun hingga saat ini, RUU Keperawatan belum selesai dibentuk. Diperlukan keterlibatan kelompok kepentingan dalam aktor pembuat kebijakan baik dalam pemerintah maupun lembaga legislasi.

In 2011, The Commission IX of The House of Representatives of Republic Indonesia prefer to drafting Nurse Act than Midwife Practice Act, Pharmacy Practice Act and Health Worker Act. Although Health Worker Act is more general than Nurse Act. The principle lex specialis derogat legi generalis that means the law which specific area can be applied if there is a general one. But DPR prefer to make the specific one. This study is descriptive qualitative research method.

This study shows that forming Nurse Act in period 2010-2011 due to policy problem in health worker who do not have the legal for each professional health worker. Factor of interest groups do advocacy, socialization, lobby and protest, factor of political leadership consider various interests, factor of nurse`s criminalization, factors of protest activity and mass media affect the nurse act policy agenda in 2010-2011. Interest group sholud be more involved as actor in making nurse act in government and parliament."

"Skripsi ini membahas hubungan tingkat pengetahuan dengan sikap mahasiswa reguler FIK terhadap RUU Keperawatan. Karakteristik responden dalam penelitian ini adalah jenis kelamin, usia, angkatan, keikutsertaan dalam BEM FIK UI, dan sumber informasi tentang RUU Keperawatan. Tingkat pengetahuan dan sikap sebagai variabel penelitian. Desain penelitian yang digunakan adalah desain deskriptif korelatif. Sampel berjumlah 213 orang yang dilakukan dengan teknik stratified random sampling. Kesimpulan penelitian ini bahwa tidak ada hubungan yang bermakna antara tingkat pengetahuan dengan sikap mahasiswa reguler FIK UI terhadap RUU Keperawatan (p value 0,551; α 0,05). Ini memberikan saran kepada FIK UI agar dapat memfasilitasi informasi RUU Keperawatan kepada seluruh mahasiswa FIK UI.

The aim of this research is to analize the relationship between knowledge and attitude of bachelor degree students majoring nursing at Universitas Indonesia about Nursing Act Plan. Respondent characteristics on this research are gender, age, year of college, participation in Student Executive Board FIK UI and sources information related to Nursing Act Plan. Knowledge and attitude are as variable research. Correlative descriptive design is used in this research. The samples are 213 people and taken with stratified random sampling. The conclusion of this research that there is no relation between knowledge and attitude of bachelor degree students majoring nursing at Universitas Indonesia about Nursing Act Plan. It gave asuggestion to Faculty of Nursing Universitas Indonesia to give more informations related to Nursing Act Plan for all nursing students at FIK UI."
