ABSTRAKIndonesia is the worlds largest archipelagic country in the world, therefore demand for sea transportation is very important. Sea transport being very strategic since it plays a role in connecting one island to another island and marine transport is a tool for economic activity. As a subsystem of national shipping, traditional shipping plays a role in the distribution of goods to and from isolated areas. In addition, traditional shipping also acts as a feeder for larger vessels. Nowadays, traditional shipping is experiencing obstacles concerning cargo and lack of wood as the main material for the ship. In order to maintain the traditional shipping as a national cultural heritage, policies are needed, especially revitalization of traditional shipping and rejuvenating existing vessels with stronger material (non wood). This Paper discusses how scenarios are made in order to identify, anticipate and assess policy choices in the future. In the end, the policy can be analyzed to what extent the Traditional Shipping can support Sea Tolls."

"Nowadays, Indonesia has not been considered as a Maritime State yet this country has a huge potential of maritime resources as an Archipelago State. Bearing the predicate of Maritime State could only be achieved if the government is able to explore the maritime resources using its own capability and not depends on other country. In fact, Indonesia has not fully maximized its effort to develop the potential of maritime resources. In this modern era, Indonesia has no longer maritime culture and maritime character as Majapahit and Sriwijaya Kingdom is truly identical with both of it. On traditional shipping (Pelayaran Rakyat), practically, Pelayaran Rakyat has not been developed well. Even, it almost dies since there is no support from the government by creating regulation that will possibly encourage the role of Pelayaran Rakyat as one of maritime strength. Facing this challenges, UU Pelayaran is supposed tobe put forward in order to strengthen national shipping. Taking a look at the definition of Pelayaran Rakyat, it is said that Pelayaran Rakyat is a small business made by people traditionally. Based on that definition, ?traditional? term refers to ship that should be made by wood and use wind power. Consequently, it becomes a boundary to develop small business that is related to Pelayaran Rakyat. At the end, Pelayaran Rakyat cannot compete with other shipping and is left by the customers because they need speed, safety and reliable transportation for their business."

"Dalam Industri maritime, khususnya industri perkapalan, kapal pelayaran rakyat mulai ditinggalkan dikarenakan langkanya kayu, mahalnya biaya pembuatan, dan kualitas kapal yang kurang bersaing. Lambat laun para pedagang mulai bisnis transportasi ini, dan berpindah ke transportasi laut yang lebih modern, dampaknya banyak pihak dan masyarakat pemilik kapal pelayaran rakyat kehilangan bisnisnya dan nilai budaya itu sendiri.
Peningkatan Armada Pelayaran Rakyat dianggap dapat menjadi salah satu solusi untuk mengembalikan kejayaan pelayaran rakyat hingga kejayaan maritim di Indonesia. Pengembangan kapal pelayaran rakyat juga di dukung oleh pemerintah yang ditulis dalam Peraturan Pemerintah Nomor 20 pasal 47 Tahun 2010 terkait tujuan dan langkah pemerintah dalam mengebangkan kapal pelayaran rakyat.Tulisan ini berisikan perhitungan estimasi biaya pembuatan, perhitungan kelayakan investasi dan periode balik modal.
In the maritime industry, especially the shipping industry, Traditional shipping vessels are being abandoned due to scarcity of wood, the high cost of manufacturing, and the quality of ships that are less competitive. Gradually, the traders began this transportation business, and moved to more modern sea transportation, the impact occurs to many parties and people who owned shipping vessels lost their businesses and cultural values themselves. The development Traditional Shipping Vessels is considered to be one solution to restore the glory of Indonesia maritime. The development of Traditional shipping vessels is also supported by the government written in Government Regulation No. 20 of article 47 - 2010, regarding the goals and steps of the government in developing Traditional shipping vessels.This paper contains a calculation of the estimated cost of manufacture, calculation of investment feasibility and return period."

"Penelitian ini bertujuan untuk menilai keselamatan dari aspek yang ada pada bangunan kapal pelayaran rakyat sebagai bagian dari upaya untuk meningkatkan faktor keamanan dan keselamatan baik untuk para
crew/ awak kapal, muatan dan bangunan kapal itu sendiri. Hal ini dikarenakan Pelayaran rakyat masih memegang peran penting dalam hal menjangkau pengiriman barang kepada masyarakat-masyarakat pelosok yang daerahnya masih sulit dijangkau oleh angkutan barang lainnya. Oleh karena itu faktor keselamatan sangatlah perlu dilihat untuk mengeluarkan rekomendasi yang terbaik untuk armada Perla.
Metode Penilaian Keselamatan Formal seperti yang diperkenalkan oleh IMO ( Organisasi Maritim International) dilaksanakan dalam penelitian ini. Penilaian dilaksanakan dengan mengambil data dari berbagai sumber dan dilakukan melalui 5 langkah yaitu : Indentifikasi Bahaya, Penilaian Resiko, Opsi Kontrol Resiko, Penilaian Biaya dan Keuntungan, dan terakhir Rekomendasi. Diidentifikasi bahwa kecelakaan memiliki hubungan erat dengan keadaan bangunan, sistem, dan alat keselamatan. Hasil penelitian kemudian digunakan sebagai dasar untuk mengusulkan strategi perbaikan.
This study aims to assess safety from the aspect of the building of traditional shipping vessels as part of efforts to improve the safety and security factors for the crew / crew, cargo and ship building itself. This is because traditional shipping still plays an important role in reaching out to the delivery of goods to remote communities whose areas are still difficult to reach by other goods transportation. Therefore the safety factor is very important to be seen to issue the best recommendations for the traditional shipping fleet. Formal Safety Assessment methods such as those introduced by IMO (International Maritime Organization) were carried out in this study. Assessment is carried out by retrieving data from various sources and carried out through 5 steps, namely: Hazard Identification, Risk Assessment, Risk Control Options, Cost Assessment and Benefits, and finally Recommendations. It was identified that accidents have a close relationship with the state of the building, system and also safety equipment. The results of the study were then used as a basis for proposing improvement strategies."
