"ABSTRAK
Program Dana Sehat KUD di Kabupaten Flores Timur merupakan bagian dari program dana sehat Propinsi Nusa Tenggara Timur, yang dibentuk dan diresmikan oleh Menteri Kesehatan Republik Indonesia Dr. Adhyatma, MPH) sejak tanggal 5 Juli 1989. Pada awal program, kegiatan kontrak ulang kepesertaan yang selalu dilakukan setiap tahun, berjalan dengan baik. Namun setelah kurang lebih empat tahun, kesinambungan kontrak kepesertaan dana sehat dari 14 KUD semakin menurun. Pada awal 1995 tercatat 86,7% peserta tidak ikut lagi dalam kontrak kesinambungan kepesertaanya.
Dengan desain studi observasional memakai pendekatan cross sectional, penelitian ini bertujuan untuk memperoleh informasi tentang faktor-faktor yang berhubungan dengan kesinambungan dana sehat tesebut. Penentuan besar sample dengan cara proportional stratified random sampling , yang mewakili peserta dari 14 KUD dengan kondisi kesinambungan baik dan buruk. Hipotesis yang dibangun adalah adanya hubungan antara faktor Demand (berikut sub faktor Manfaat, Kemungkian sakit, Besarnya Resiko, Besarnya Iuran, Pendapatan), faktor Kemudahan, faktor Pendorong, faktor Pemahaman terhadap hak dan kewajiban peserta dengan Kesinambungan kepesertaan dana sehat.
Analisis data dilakukan secara univariat (disribusi frekuensi), bivariat dengan metode Chi-Square dan analisis multivariat dengan metode regresi logistik.
Hasil Uji analisis bivariat menunjukkan adanya hubungan yang bermakna antara faktor Demand dengan kesinambungan kepesertaan Dana Sehat KUD. Hubungan tersebut didukung oleh adanya hubungan bermakna antara sub faktor manfaat, besarnya resiko, nilai iuran dan pendapatan dengan kesinambungan kepesertaan dana sehat dengan nilai p
Analisis multivariat menunjukkan bahwa hanya variabel kemudahan saja yang tidak berhubungan, sedang berdasarkan nilai OR maka yang paling dominan adalah faktor pendorong.;

ABSTRACT
The health fund program of Village Cooperative in East Flores District is part of the Health fund program of East Nusa Tenggara which was formed and opened officially by the ministry of Health (dr.Adhyatma,MPH) since July 5, 1989. At the beginning of the program, the recontract of participation which is done annualy run smoothly. However, after abaout four years, the sustainability of participation contract of health fund from 14 Village Cooperatives decreased. At the beginning of 1995 there was 86,7% participants quitted the participation contract.
The Objective of this research is to obtain information regarding the factors related with the sustainability of health fund participation, by using the observational study design. The determination of the number of sample is by proportional stratified random sampling, which represents the participants from 14 Village Cooperatives with poor and good sustainability. The hypothesis is that there is a relationship between Demands Factor (the Utility, Probability of loss, Magnitude of Joss, Price and Income factors) Enabling factor, Reinforcing factor and Understanding of the right and obligation of the participants with the sustainability of the health fund participation. The data analysis was done by using univariate (frequency distribution), bivariate with Chi-Square and multivariate analysis with logistics regression methods.
The result of bivariate test indicate that there is a significant relationship between Demand factor and the sustainability of the Health Fund Participation of the Village Cooperatives. The relationship is supported by a significant relationship between sub factors The Utility, The Magnitude of loss, Price and Income with the sustainability of the health fund participation with the value of p < a = 0.05, except the sub factor of the probability of loss which is not related with the sustainability of health fund participation with value of p > a = 0,59. The Enabling factor, the Reinforcing factor and Understanding of the right and obligation of participants turned out to have a significant relationship with the sustainability of the health fund participation with value of p = 0.63, p = 0.00 and p = 0.04 respectively.
The multivariate analysis indicates that only the enabling factor which is not related, while based on OR value the most dominant factor is the reinforcing factor.

"ABSTRACT
The allocation of Village Fund as stipulated in the Minister of Finance Regulation number 49/PMK.07/2016, i.e. basic allocation (alokasi dasar) 90% and formula allocation (alokasi formula) 10%, could be considered as unequal because of poor attention to the indicators of poverty and development of each village. Basic allocation relates to the same amount of allocation per village, while formula allocation refers to an allocation based on the number of populations in poverty, size of area, and infrastructure price index. This article aims to investigate the ideal allocation proportion of village funds. Methods used in this study were a correlation and the analytical hierarchy process. The results show a stronger correlation between village fund and poverty and development indicators if more money is allocated in the formula allocation. However, an inequality of allocation ratio and larger fund are needed to achieve the program's targets. Based on the weighted value of the expert group perception, the proposed formula for the ratio of basic allocation (alokasi dasar) and formula allocation (alokasi formula) is 10:90. With this formula, it is expected that poverty and development can be more quickly resolved. So, the purpose of the Village Fund as mandated by Law Number 6/2014 could be achieved."

"Undang-Undang Nomor 6 Tahun 2014 tentang Desa memberikan banyak perubahan kepada desa, salah satunya mengenai kedudukan desa sebagai subjek pembangunan atau yang dikenal dengan konsep Desa Membangun. Dalam rangka memperkuat kedudukan desa sebagai subjek pembangunan dan meningkatkan status desa, Pemerintah melakukan redistribusi ekonomi melalui dana desa. Namun pada pelaksanannya, dana desa belum mampu memberikan kontribusi dalam peningkatan status desa. Oleh karena itu, Penelitian ini bertujuan untuk menganalisa keterkaitan pengaturan pengelolaan dana desa dalam peraturan perundang-undangan di tingkat pusat dan daerah, pelaksanaan pengelolaan dana desa yang dihadapi oleh Pemerintah Desa Cileungsi Kidul, dan cara untuk mewujudkan konsep Desa Membangun pada Desa Cileungsi Kidul yang didasarkan pada pengelolaan keuangan desa yang optimal. Hasil Penelitian ini menunjukkan bahwa peraturan perundang-undangan mengenai pengelolaan dana desa masih terlalu banyak, rumit, tumpang tindih, dan sering mengalami perubahan yang tidak diiringi dengan sosialisasi yang memadai. Adapun terhadap pelaksanaan pengelolaan dana desa di Desa Cileungsi Kidul belum sepenuhnya sesuai dengan ketentuan peraturan perundang-undangan. Konsep Desa Membangun pada Desa Cileungsi Kidul dapat terwujud apabila Pemerintah, Pemerintah Kabupaten Bogor, dan Pemerintah Desa Cileungsi Kidul memperhatikan keseluruhan tahapan pengelolaan keuangan desa yang diatur dalam peraturan perundang-undangan, terutama rekomendasi kebijakan berupa shopping list yang telah disampaikan oleh Pemerintah. Metode dalam penelitian ini adalah yuridis normatif yang mengkaji rumusan masalah dari sudut pandang peraturan perundang-undangan.

Law No. 6 of 2014 concerning Village provides a lot of changes to the village. One of them is the inception of the Village-to-Develop concept which elaborates villages position as the subject of development. In order to strengthen the position of the village as the subject of development and improve the status of the village, the Government carried out economic redistribution through Village Fund. However, Village Fund has not been able to improve the status of the village. Therefore, this research aims to analyze the interrelatedness between the Village Fund management arrangements in the regulatory at the central and regional levels, the implementation of the Village Fund management faced by the Government of Cileungsi Kidul Village, and how to realize the concept of the Village-to-Develop in the Cileungsi Kidul Village, which is based on optimal village financial management. The results of this research indicate that laws and regulations regarding the management of the Village Fund are still too many, complicated, overlapping, and often being changed without the adequate socialization. The implementation of the Village Fund management in Cileungsi Kidul Village has not been thoroughly appropriate with the provisions of the regulatory. The concept of the Village-to-Develop in Cileungsi Kidul Village can be realized if the Central Government, Bogor Regional Government, and Cileungsi Kidul Village Government pay attention to the whole stages of the village financial management as regulated in the regulatory, especially policy recommendations which is called the shopping lists that have been submitted by the Central Government. This research uses a normative juridical method which reviews the problem formulations from the regulatory viewpoint."

"The study was conducted in order to know how the application of the principle of transparent, participatory, accountable, orderly and budget discipline in the management of the Village Fund Allocation (ADD) in the village of District Simanindo Samosir Regency. This research is expected to be useful for the government at the village, district and county in order how the conditions of application of the principle management of ADD that happened.
This research was conducted in three villages Simanindo District. The three villages were taken as samples by using purposive sampling technique with two criteria, namely the number of people (many, medium, and a bit) and the main income of the villagers (tourism, agriculture, and the capital district). Respondents were Village Government Officials, Body of Village Council, Tim Implementing Activity, the District Assistance team and Community Leaders. This research was Conducted in-depth interviews with direct observations on the implementation of ADD.
The results of this study indicate that for the planning and budgeting, implementation, administration and reporting and accountability activities of ADD the principle of transparent, participatory been run well, while the principle of accountability, and discipline the budget has been implemented well, although not perfect. The main obstacle in the application of the principle of accountability, and discipline the budget is the limited ability and knowledge implementation team, as well as the village treasurer in doing so orderly administration still needed guidance and assistance from the local government on an ongoing basis.
