Abstrak :
Standar WiMAX, dengan kelebihannya mampu menyalurkan data kecepatan tinggi (sampai 75 Mbps) dengan jarak jangkau sampai 50 km, dan mampu mengatasi konsidi Non Line Of Sight (NLOS), sangat potensial diimplementasikan di Indonesia yang rnasih memiliki kesenjangan infrastruktur telekomunikasi. WiMAX dapat difungsikan untuk mendukung percepatan pembangunan infrastruktur akses, menutup kelemahan WiFi, atau sebagai solusi altematif bahckhaul komunikasi selular. Kelebihan lain standar WiMAX adalah kemampuan interoperability, yang pada implementasinya diharapkan mampu menyebabkan terjadinya kompetisi penyediaan perangkat sehingga bisa menurunkan tingkat harga. Melalui pembahasan beberapa kelebihan di atas, pada tesis ini dianalisa implikasi ekonomis (economic analysis) dari implementasi WiMAX, khususnya terhadap perencanaan investasi dan penurunan tarif layanan kepada pelanggan. Pembahasan didekati dengan beberapa asumsi perencanaan teknis yang sesuai dan prediksi penetrasi pasar berdasarkan kondisi geografi dan demografi. Kemudian dilakukan analisa terhadap kelayakan investasi dan pengaruhnya terhadap cost base jaringan, serta beberapa simulasi terhadap prediksi penurunan harga perangkat. Dari hasil analisa dan simulasi disimpulkan kondisi optimum secara ekonomis dan pengaruh penurunan harga perangkat terhadap penurunan tingkat harga layanan kepada pengguna. WiMAX standard, with its advantages in delivering high speed data (up to 75 Mbps), covering with radius up to 50 km, and ability of handling Non Line Of Sight (NLOS) conditions, has big opportunity to deploy on the country with vast infrastructure gap like Indonesia. WiMAX can be used to support the acceleration of access infrastructure development, complementing the WiFi disadvantages in term of distance, QoS and Security manner, or as an alternative backhaul for cellular communication. Other benefit of WiMAX is the ability of interoperability, that can be expected to accelerate the competition of equipment supply and reduce the price level. With all the benefits above, this tesis analyzes economic implication (economic analysis) for the further WiMAX implementation, especially on investment plan and service tariff for end users. In perspective of several plan parameter assumptions accordingly and penetration prediction base on geographic and demographics profile, it will analyze the investment visibility and the influence to network cost base. It will be simulated also influence of the decreasing equipment price prediction. Internet Protocol Television merupakan sistem transmisi televisi digital menggunakan protocol internet (IP) yang melewati infrastruktur jaringan IP dengan pita lebar sehingga IPTV dapat terintegrasi dengan layanan internet serta dapat membagi koneksi dengan sesama pengguna. IPTV bisa berwujud siaran televisi biasa atau berupa database program acara dan film yang dapat diakses dan dipilih sendiri oleh penonton. Seperti teknologi lain yang berbasiskan IP, kendali IPTV pun berada di tangan penonton sehingga membuat siaran menjadi lebih bersifat personal dan interaktif. Teknologi IPTV membutuhkan sistem koneksi internet yang baik, cepat, dan ekonomis agar dapat mempergunakan fasilitas ini dengan nyaman. Ada banyak konsep yang dapat mendukung aplikasi layanan IPTV di Indonesia. Salah satunya adalah Worldwide Interoperability for Microwave Access (WiMAX), yang merupakan teknologi broadband nirkabel yang memiliki kecepatan akses tinggi dan jangkauan yang luas. Palapa Ring juga sangat mendukung untuk layanan aplikasi IPTV karena kemampuannya yang dapat mengantarkan data hingga Terabit per detik.
Internet Protocol Television is a transmission system of digital television that use protocol internet (IP) to pass the IP network with broadband access so that IPTV can be integrated with internet and also can be connected with the other user. IPTV can be a programme of common television or can be a database of programme and films that can be accessed and chosed by the customer. As the other technology that based on IPTV, the control of IPTV is on the hand of customer. This makes watching television more interactive and personal. IPTV technology needs a good, fast and economic internet connection system. There are many concepts that can support the realization of IPTV in Indonesia. One of them is Worldwide Interoperability for Microwave Access (WiMAX). It is a wireless broadband technology that has a high access rate dan wide coverage. Palapa Ring can also support the IPTV because its ability to transfer data up to Terabit per second.

WiMAX (Worldwide Interoperability for Microwave Access) merupakan standar internasional tentang Broadband Wireless Access yang mengacu kepada standar IEEE 802.16. Keunggulan utama WiMAX adalah jarak jangkauan yang mampu mencapai 50 km, dan secara teoritis mampu menangani kecepatan data sampai 75 Mbps. Segmentasi pelanggan WiMAX diperlukan agar operator dapat menjangkau seluruh tipe pelanggan yang ada (class 1, class 2, dan class 3) dan mengoptimalkan bandwith yang tersedia, sesuai dengan karakteristik tipe pelanggan tersebut. Setelah melakukan segmentasi pelanggan, operator perlu menyelidiki bagaimana perbandingan tarif pada tiap segmen agar mencapai keuntungan yang diharapkan. Pada skripsi ini dilakukan dua perhitungan. Perhitungan pertama bertujuan untuk mengetahui rancangan segmentasi pelanggan terbaik pada metropolitan dan rural area, berdasarkan perhitungan ekspektasi keuntungan (Present Worth). Perhitungan kedua akan mencari perbandingan tarif pada tiap segmen metropolitan dan rural area, sehingga didapat hubungan tarif tiap segmen pelanggan. Rancangan segmentasi pelanggan WiMAX pada Metropolitan dan Rural Area dapat digunakan sebagai acuan bagi operator mengenai ekspektasi keuntungan yang akan didapat setiap rancangan segmentasi. Perhitungan perbandingan tarif tiap segmen menunjukkan bahwa segmen yang ditujukan untuk tipe pelanggan class 3 akan memberi kontribusi yang minim terhadap keuntungan. Meskipun demikian, keberadaan segmen ini membuat operator dapat menjangkau seluruh lapisan masyarakat menjadi pelanggannya.
WiMAX (Worldwide Interoperability for Microwave Access) is an international standard for Broadband Wireless Access which refers to IEEE 802.16. The most prominent features of WiMAX are it's wide coverage and high speed data-rate. The maximum distance that can be covered by WiMAX in one area is 50 km, and theoretically, data transfer can be supported up-to 75 Mbps. A segmentation for WiMAX subscribers is needed by operators in order to reach all available subscriber type (class 1, class 2, dan class 3). A segmentation for WiMAX subscribers could also optimize the use of available bandwith, according to the characteristics of each subscriber type. After implementing subscribers segmentation, operators need to compare the tariff for each segment, in order to achieve expected profit. In this thesis, two calculations have been proposed. The first calculation was done to understand the best subscriber segmentation design in metropolitan and rural area, based on Present Worth method. In the second calculation, tariffs comparison for each segment in metropolitan and rural area has been calculated, in order to understand the corelation between each segment tariffs. The aim of designing WiMAX subscriber segmentation in metropolitan and rural area is to provide operators with a reference of profit expectations in each subscriber segmentation design. The tariffs comparison calculation of each segment showed that the segment aimed for class 3 subscriber types will give minimum profit contribution. Nonetheless, this segment could be used by operators as a medium to reach the entire society stratum to become its costumer.
