"Teknologi informasi (TI) telah menjadi bagian strategi bagi Kementerian Sekretariat Negara dalam rangka meningkatkan pelayanan dan kinerja. Hal ini dituangkan pada beberapa Peraturan Menteri Sekretaris Negara sebagai kebijakan dari organisasi yang ingin mengoptimalkan kinerja dengan dukungan TI di lingkungan Kementerian Sekretariat Negara. Perangkat lunak pun dibangun dan dikembangkan dalam menunjang kegiatan dari unit-unit kerja yang ada. Pengembangan dilakukan melalui lelang atau swakelola. Terlibatnya pihak luar dalam pengembangan perangkat lunak melalui lelang memerlukan pengawasan dan kontrol, karena kadang terjadi masalah dalam pengembangan perangkat lunak, seperti gagal dalam membangun atau pembangunan terlambat (tidak sesuai jadwal). Dalam rangka mendapatkan penyedia yang lebih berkualitas maka dilakukan kajian penilaian kapasitas penyedia perangkat lunak. Penilaian kapasitas dari penyedia dilakukan untuk mengetahui kualitas dari penyedia sehingga dapat mengurangi kesalahan atau kelemahan yang sering terjadi pada pengembangan melalui lelang. Capability Maturity Model Integration for Development (CMMI-DEV) representasi Continuous dan Standard CMMI Appraisal Method for Process Improvement (SCAMPI) digunakan sebagai bahan dalam merancang kerangka penilaian kapasitas penyedia. Rancangan kerangka penilaian kapasitas penyedia digunakan untuk dua hal, yaitu untuk menilai kapasitas peserta lelang sebagai calon penyedia, dan menilai penyedia pada saat pemeriksaan pekerjaan. Dengan adanya rancangan kerangka penilaian kapasitas penyedia diharapkan dapat memilih penyedia yang lebih baik lagi, dan sebagai pembelajaran bagi tenaga teknis di Unit Kerja TI Kementerian Sekretariat Negara dalam mengembangkan perangkat lunak secara swakelola.

Information technology ( IT ) has become a part of the strategy of the Ministry of State Secretariat in order to improve its services and performance. This matter is stated in some of the Regulations of the Ministry of State Secretary as the policies of the organization who wants to optimize the performance of the IT support at the Ministry of State Secretariat. The software is built and developed to support the activities of the available working units. The development process is performed through an auction or a self-management. The involvement of external parties in the development of software through an auction requires supervision and control, because sometimes there are problems in software development, such as building failure or late construction (behind schedule).

In order to get a higher quality provider, then a capacity assessment study on software provider should be conducted. Assessment of the capacity of providers is conducted to know the quality of providers so that the errors or weaknesses that frequently occur in the development process through auction could be minimized. Capability Maturity Model Integration for Development (CMMI-DEV) Continuous representation and Standard CMMI Appraisal Method for Process Improvement (SCAMPI) are used as the materials in designing a framework for assessing the capacity of providers.

The framework design of provider capacity assessment is used for two objectives, namely to assess the capacity of the prospective bidders as the candidates of the future providers, and to assess the provider when examining the work performed. With the framework design of provider capacity assessment, it is expected that a better provider can be chosen, and it is also expected that the technical personnel in the IT Work Unit of the Ministry of State Secretariat will be able to learn how to develop software by a self-management."

"Menurut hasil survey salah satu organisasi peneliti teknologi informasi (TI), pegeluaran organisasi untuk teknologi informasi tiap tahunnya terus mengalami peningkatan. Seiring dengan meningkatnya jumlah pengeluaran TI tersebut, sudah seharusnya organisasi bisa banyak mendapat manfaatnya. ITGI menyebutkan masih banyak organisasi yang belum bisa mendapatkan manfaat dari investasi berbasis TI, sehingga perlunya dilakukan pengukuran terhadap manfaat TI tersebut. Untuk mengukur manfaat TI tersebut, baik yang bersifat tangible maupun intangible, diperlukan metode pengukuran yang dapat memberikan gambaran terhadap organisasi dalam melakukan sebuah investasi berbasis TI. Saat ini, metode/framework yang dapat digunakan untuk mengukur manfaat TI sudah banyak tersedia, antara lain Business Value Index, Total Economic Impact, Applied Information Economic, dan Val IT. Masing-masing metode tersebut memiliki kekurangan dan kelebihan tersendiri. Penulis melakukan penelitian di PT. XYZ, dimana organisasi tersebut sudah menerapkan COBIT 4.0 secara baik. Pada penelitian kali ini, penulis menggunakan framework Val IT dikarenakan Val IT selaras dengan COBIT 4.0. Penelitian ini bertujuan untuk mengukur tingkat kemapanan tata kelola investasi di PT. XYZ, dengan menggunakan instrumen penelitian berupa kuesioner dan juga wawancara dengan beberapa pihak yang terkait. Hasil penelitian ini menunjukkan bahwa tingkat kemapanan tata kelola investasi TI di PT. XYZ sudah berada pada level 3 (defined) dari skala 0-5. Hal ini berarti tingkat kemapanan tata kelola TI sudah cukup baik. PT. XYZ sendiri menargetkan untuk meningkatkan tingkat kemapanan tersebut, sehingga bisa mencapai level yang lebih baik. Oleh karena itu, penulis memberikan beberapa rekomendasi menggunakan key management practices yang sudah disediakan di framework Val IT 2.0.

Survey on various organizations shows increasing number of corporate spending in IT investment each year. However, ITGI claims there are lots of organizations which have not achieved proportional benefit compared to the amount of their IT investment. Based on this fact, measurement of IT benefit is required. Measurement method that could describe an organization behavior on IT investment is required to measure tangible and intangible IT benefit of the organization.

There are various methods or frameworks that have been could be to measure IT benefit such as Business Value Index (BVI), Total Economic Impact (TEI), Applied Information Economics (AIE), and Val IT. This research takes PT XYZ as the study case, which already implemented COBIT 4.0 framework properly. This research will measures IT benefits in PT XYZ with Val IT framework. Both of the framework (COBIT 4.0 and Val IT) are complement and align with each other. This research aims to measure the maturity level of IT investment governance in PT XYZ using questionnaires and interviews with several corresponding parties.

This research shows that IT investment governance in PT XYZ reaches 3 (defined) scale 0-5. The score describes decent performance of their IT investment governance. PT XYZ aims higher maturity level of their IT investment governance, hence some recommendations based on key management practices in Val IT 2.0 framework was given."

"Teknologi informasi (TI) diyakini sebagai pendukung utama dalam perkembangan pasar modal, untuk itu dibutuhkan adanya pengelolaan TI yang baik yang dilandasi dengan adanya tata kelola yang mengacu kepada standard dan best practice IT governance. Penelitian ini mencoba memberikan evaluasi, rekomendasi dan program jangka pendek yang dapat dilakukan untuk meningkatkan tingkat kemapanan tata kelola di PT Bursa Efek Indonesia (BEI). Hal ini dilakukan untuk meminimalkan downtime dan meningkatkan layanan kepada pelanggan agar kepuasan dan kepercayaan dari pelanggan terus terjaga sehingga pada akhirnya diharapkan volume perdagangan dapat terus meningkat. Pada penelitian ini evaluasi tingkat kemapanan tata kelola dilakukan berdasarkan framework Cobit 4.1, setelah dilakukan evaluasi akan disusun rekomendasi perbaikannya serta disusun program jangka pendek untuk meningkatkan tingkat kemapanan sesuai harapan PT BEI. Pada penelitian ini juga memanfaatkan metode IT risk management untuk mengetahui tingkat risiko yang dapat ditimbulkan jika rekomendasi perbaikan tidak dilakukan. Berdasarkan hasil evaluasi dapat diketahui jika perusahaan direkomendasikan untuk melakukan perbaikan prosedur dan pengembangan aplikasi untuk meningkatkan awareness dan efektifitas operasional.

Information technology (IT) is believed to be a mojor driver for capital market, it is necessary to have good IT management which based on it governance that can comply to IT governance standards and best practice. This research was trying to evaluate, give recommendation and short-term program to improve the maturity level of IT governance in Indonesia Stock Exchange (IDX). The purpose is to minimize downtime and to improve customer satisfaction and maintain their belief and finally the volume of trading will increase. In this research, the evaluation of maturity level is based on framework COBIT 4.1, after the evaluation will be given recommendations for improvement and create short-term program to improve the maturity level as expected by PT IDX. In this research also utilizes IT risk management methods to determine the level of risk that may appear if the recommendations are not implemented. Based on the evaluation results could be known that the company was recommended to improve the procedures and develop application to increase awareness and operational effectiveness."

"Penelitian ini bertujuan untuk mengetahui spesifikasi sebuah produk software layanan data finansial berdasarkan permintaan pasar (calon pengguna) di Indonesia. Teori yang digunakan adalah beberapa elemen spesifikasi didalam software requirement specification yaitu platform, software system atribute, user interface dan product function serta penambahan mobility sebagai acuan untuk mengumpulkan data. Metode pengumpulan data yang digunakan adalah mixed method melalui wawancara dan survei serta analisis deskriptif dan analisis kualitatif sebagai alat analisis data. Hasil dari kedua analisis tersebut menjadi rekomendasi spesifikasi software informasi dan analisis data finansial terkait product function, user Interface, platform dan software system attribute. Dalam penelitian ini, didapatkan hasil 18 product function, 4 user interface, platform Android serta software system attributes dengan high availability. Rekomendasi tersebut ditujukan agar pengembangan software lebih terarah sesuai permintaan pasar guna membantu menyelesaikan masalah turunnya jumlah pelanggan.

The purpose of this research is to know the market demand (future user) on software specification from an application service provider in Indonesia engaged in financial data services. Theory on mobility and several software requirement specification elements such as platform, software system attribute, product function, serve as a foundation to gather the data. Descriptive and qualitative analisys used as a tools and analyze the data which has been gathered using Interview and survey.

The results of both analysis stand as a capital market information and analysis software specification recommendations containing product function, platform, and software attributes. This research found 18 product function, 4 user interface, Android platform with high availability software system attributes.With a specification that meet the market demand, software development should be more focused on meeting the demand and can solve company’s high customer loss."

"PT. Telekomunikasi Indonesia (Telkom) memilih untuk menggunakan Agile Development sebagai metodologi pengembangan produk sejak tahun 2017. Salah satu tribe yang menerapkan Agile Development dan Scrum adalah Tribe BUMN dengan produk utamanya aplikasi event organizer Palapaone. Tribe BUMN mengalami kendala dalam penyelesaian Palapaone dengan pencapaian rilis produk sebesar 37,50%. Tingkat keberhasilan yang rendah ini membuat anggaran biaya Tribe BUMN membengkak. Hasil dari observasi menunjukan akar masalahnya adalah belum optimalnya proses implementasi Scrum. Berdasarkan permasalahan tersebut penelitian ini bertujuan untuk mengevaluasi proses penerapan implementasi Scrum dengan menggunakan Scrum Maturity Model (SMM) sebagai kerangka kerja utama. Teknik pengumpulan data dilakukan melalui penyebaran kuesioner dan wawancara kepada dua tim Scrum, yaitu Squad mobile Apps dan Squad Dashboard. Evaluasi dilakukan secara mendalam pada masing-masing tim Scrum di aplikasi Palapaone tersebut. Hasil penelitian menunjukkan pada tingkat organisasi tingkat kematangan berada pada tingkat 1 (Initial). Begitu juga dengan setiap tim Scrum, keduanya berada pada tingkat 1. Berdasarkan hasil ini disusun 8 rekomendasi perbaikan (scrum element: role (2), artifact (2), event (4)) dengan 23 kegiatan perbaikan untuk 22 praktik terpilih di tingkat 2 SMM.

PT. Telekomunikasi Indonesia (Telkom) has chosen to use Agile Development as a product development methodology since 2017. One of the tribes that implement Agile Development and Scrum is Tribe BUMN with the main product being the event organizer application Palapaone. Tribe BUMN experienced problems in completing Palapaone with the achievement of product releases of 37.50%. This low success rate has made Tribe BUMN's budget swell. The results of the observations show that the root of the problem is that the Scrum implementation process is not yet optimal. Based on these problems, this study aims to evaluate the process of implementing Scrum implementation using the Scrum Maturity Model (SMM) as the main framework. Data collection techniques were carried out by distributing questionnaires and interviews to two Scrum teams, namely Squad Mobile Apps and Squad Dashboard. An in-depth evaluation was carried out on each Scrum team in the Palapaone application. The results showed that at the organizational level, the maturity level was at level 1 (Initial). Likewise, with each Scrum team, both are at level 1. Based on these results, 8 recommendations for improvement (scrum elements: role (2), artifact (2), event (4)) were prepared with 23 improvement activities for 22 selected practices at level 2 SMM."

IT Solution as part of PT XYZ has an important role in software development to meet stakeholder request ini the company Nowadays waterfall methodology which adopted by PT XYZ was not optimal. It was a constraint to deliver software project which should meet with software requirements schedule and budget. Therefore IT Solution did piloting software development project using Scrum .It expects be more agile in software development. However they still found problems in implementing Scrum.

"[ABSTRAKSalah satu bentuk kepatuhan bank umum terhadap regulasi dari Bank Indonesia adalah dengan menyerahkan laporan informasi debiturnya atau laporan SID di setiap bulannya. Laporan ini harus dibuat sesuai dengan pedoman yang ada serta diserahkan tepat waktu atau bank akan mendapat teguran. Berdasarkan data laporan sanksi SID, Bank X diharuskan membayar denda ke Bank Indonesia dikarenakan laporan SID diserahkan tidak tepat waktu dan belum akurat. Untuk mengatasi hal ini maka Bank X hendak memperbaiki sistem pendukung yang menghasilkan laporan tersebut. Berdasarkan alasan tersebut maka pengerjaan karya akhir ini berupaya untuk menggali kebutuhan sistem dengan menggunakan metodologi Rational Unified Process. Adapun hasil dari penelitian ini berupa artefak dari workflow requirement yang bisa digunakan untuk perbaikan sistem guna mengatasi permasalahan di laporan SID.

Penelitian dilakukan dengan menggunakan pendekatan kualitatif untuk meneliti proses pengujian perangkat lunak pada perusahaan PT XYZ, menemukan masalah dan menemukan solusi penyelesaian yang disesuaikan dengan kondisi perusahaan. Penelitian ini fokus kepada aspek yang menyangkut penyusunan rencana pengujian, sumber daya, tools pengujian, pemilihan kasus pengujian, metode testing, dan peran manajemen pada pengujian perangkat lunak.Hasil dari penelitian ini adalah sebuah rekomendasi alur kerja pengujian regresi ter-otomatisasi menggunakan metode continues integration dengan tool Gitlab CI yang mengikuti software testing standard ISO / IEC 29119.

ABSTRACT

The developments of information and technology as well as innovation encourage the industry to create a system that can provide the best service for customers. These phenomena also applied in Financial Service Industry. Insurance Company is one of the financial services industries which provide asset management services and life insurance. Aligned with the vision and mission of the company, PT XYZ is committed to provide the best service for customers by building a system that is transparent and easy to access in the form of software. Currently PT PT XYZ is using SDLC as software development method. Each product has to meet the quality criteria that have been defined and agreed by stakeholders.

This research aims to design an automated regression testing process based on ISO / IEC 29119 Software Testing Standard. The study was conducted using qualitative approaches to examine the software testing process in the company of PT XYZ, found the problem and find a solution that is tailored to the company's condition. This study focuses on aspects related to the preparation of test plans, resources, test tools, test case selection, testing methods, and the role of management in software testing.

Results from this study is a recommendation of workflow for automation regression testing using the method continues integration with CI Gitlab tool that follows the software testing standard ISO / IEC 29119."

"PT. XYZ merupakan salah satu perusahaan penyedia layanan TI di Indonesia, yang menggunakan CMMI untuk perbaikan proses. Melalui implementasi CMMI, PT. XYZ berharap memperoleh manfaat melalui perbaikan proses. Namun sampai dengan penelitian ini dilakukan, PT. XYZ belum memperoleh manfaat yang optimal. Hal ini dilihat dari beberapa delivery proyek yang tidak tepat waktu dan realisasi effort dari beberapa proyek lebih besar dari perencanaan. Penelitian ini bertujuan untuk mengidentifikasi manfaat yang diperoleh PT. XYZ dari implementasi CMMI. Identifikasi manfaat dilakukan dengan membandingkan data implementasi proyek sebelum dan setelah CMMI. PT. XYZ berharap dapat mengidentifikasi proses yang belum optimal pada pelaksanaannya, sehingga PT. XYZ dapat melakukan evaluasi untuk meningkatkan proses tersebut menjadi lebih baik. Berdasarkan identifikasi manfaat tersebut, kemudian digunakan untuk mengidentifikasi manfaat yang berpengaruh terhadap kesuksesan proyek pengembangan perangkat lunak. Selanjutnya, PT. XYZ menentukan prioritas manfaat yang harus dicapai yang berpengaruh terhadap kesuksesan proyek pegembangan perangkat lunak. Pada penelitian ini, data yang digunakan adalah data primer dan data sekunder. Data primer diperoleh dari hasil wawancara dan kuesioner sedangkan data sekunder diperoleh dari dokumen pendukung PT. XYZ. Hasil penelitian ini adalah identifikasi manfaat CMMI yang diperoleh PT. XYZ. Kemudian melakukan analisis terhadap manfaat CMMI yang mempengaruhi kriteria kesuksesan proyek pengembangan perangkat lunak.

PT. XYZ is one of IT service providers in Indonesia who use CMMI for process improvement. With the implementation of CMMI, PT. XYZ expect to gain benefit through process improvement. But until this research is done, PT. XYZ has not derive optimal benefits, based on several delivery projects that are not on time and effort realization of some projects bigger than planning.

This research aimed to identify the benefits obtained by PT. XYZ after CMMI implementation. Identifying benefits gained by performing comparison the data of project implementation before and after CMMI. PT. XYZ look forward to identify the processes that is not optimal when project implementation. Based on these results, PT. XYZ can evaluate and improve the process better. The result of benefit identification is used to identify which benefits that affect the success of software development project. PT. XYZ determine the priority of the benefits to be achieved, making it easier to gain the benefit that influence the success of software development projects. In this research, the data used are primary and secondary data. The primary data obtained from interviews and questionnaires while the secondary data obtained from PT. XYZ supporting documents.

The results of this study was identification of the CMMI benefits that obtained PT. XYZ which affecting success criteria for software development projects."
