ABSTRACT
This study was about the performance of researchers in the Ministry of Home Affairs' Research and Development Agency (R & D Unit of the MoHA). This research was motivated by the suboptimal performance of researchers in developing policies in the Ministry of Home Affairs. The purpose of this study was to describe the performance of the researchers and their various efforts on research and development in the Ministry of Home Affairs and Regional Government. This study used Structural Equation Modeling (SEM). The results of this study showed that empowerment has a direct effect on innovation and improvement of the researcher's performance. This means that more empowerment will lead to an increase in the performance of MoHA and Regional Government researchers indicated by the increase in R & D innovations produced by the researchers. The Organization Commitment had a direct effect on innovation and improvement of the researcher's performance. This means that a high level of commitment in the organization will lead to an increase in the performance of MoHA and the Regional Government researchers, through the increase in innovations. Innovations had a direct effect on the researcher's performance. This means that a high degree of innovations will lead to an increase in the researchers' performance. Together, the increased empowerment and organizational commitment directly influence the performance of researchers. This means that increasing empowerment and organizational commitment at the same time will improve the researchers' performance. The novelty factor from this study was the theoretical implication that this study strengthens the previous studies, that empowerment directly influenced innovation and enhanced the researchers' performance, the organizational commitment had a direct effect on researcher innovation and improved the researchers' performance, innovations directly influenced the researchers' performance, and that empowerment and the organizational commitment together have a direct effect on the performance of researchers.

Sampai dengan PELITA VI, telah terjadi perubahan yang mendasar di berbagai bidang yang berpengaruh terhadap sistem perumahsakitan di Indonesia baik dari segi kuantitas maupun dari segi kualitas. Dalam memberikan pelayanan yang bermutu, komponen barang medis sebagai faktor penunjang mempunyai peranan yang penting dan menentukan. Kelengkapan barang medis, tersedianya barang tepat waktu dan kualitas bearing yang prima untuk memenuhi kebutuhan operasional pelayanan merupakan harapan dari para pengelola rumah sakit. RSUP Dr. Hasan Sadikin yang merupakan Rumah Sakit Ketes B Pendidikan dan pusat rujukan seluruh wilayah Jawa Barat serta sebagai unit swadana, harus mampu memberikan pelayanan yang berkualitas, baik ditinjau dari segi Sumber Daya Manusianya maupun dari segi sarana, prasarana dan alatnya. Telah dilakukan penelitian dengan wawancara, observasi dan analisa data sekunder pada proses perencanaan penggunaan barang medis di RSUP Dr. Hasan Sadikin Bandung. Didapatkan hasil bahwa proses perencanaan penggunaan barang medis belum berjalan secara optimal. Dalam penelitian ini ditemukan berbagai faktorfaktor penyebabnya, yaitu : kuantitas dan kualitas unsur perencana dalam menyususn proses perencanaan, pemanfaatan data rekam medis sebagai sumber informasi untuk perencanaan, keterbatasan dana, terdapat kelemahan protap baik mengenai arahan maupun mengenai umpan balik, dan Pola penggunaan Barang Medis. Disarankan untuk mengembangkan proses yang sudah berjalan, baik mengenai sumber daya manusianya, prosedur maupun mengenai penggunaan dana agar tercapai tujuan yang efektif dan efisien. Hasil Penelitian ini merupakan masukan bagi pihak manajemen Rumah Sakit guna mengembangkan proses perencanaan penggunaan barang medis untuk operasional dengan harapan dapat meningkatkan mutu pelayanan sehingga dicapai pelayanan kesehatan yang optimal disegala bidang. ......During Pelita VI, fundamental changes in many fields has effects toward the systems to be developed by hospitals in achieving good systems. Medical goods as ancillary factor place an important role in delivering service with acceptable quality with meets necessity. Dr. Hasan Sadikin General Hospital as a B Class Teaching Hospital as well as a Swadana has the obligation in delivering medical service with good quality, including quality of human resources, facilities, etc. The study of planning process in consuming medical goods had been done through interview, observation, and analysis of secondary data. Result shows the process of planning in consuming medical goods was not done optimally. Factors effecting it are : quantity and quality of the planning it self, such as : optimalization of data recorded by Medical Records Sub Department, budget constrains, In-sufficient SOP, lack of feed back, inappropriate system in consuming medical goods. Development of on-going process is recommended, including the development of human resources, procedures, and systems to be applied in consuming medical goods in order to achieve the objective effectively and efficiently. The result of the study is meant to serve as an input for management in developing the planning in consuming medical goods operationally. A better quality of medical service is also one of its objectives.

ABSTRAK
Perkembangan industri sekarang ini cukup pesat, dan jumlah tenaga pekerja tiap tahun mengalami peningkatan yang terus menerus. Diantara pekerja ini terdapat pekerja yang merokok. Jumlah produksi rokok juga tiap tahun mengalami peningkatan yang cukup tinggi. Telah diketahui pengaruh buruk dan merugikan dari rokok terhadap kesehatan, Kanker paru, penyakit jantung, penyakit pembuluh darah, pengaruh pada wanita hamil, produktivitas kerja, absenteisme pekerja.

Program promosi kesehatan kerja merupakan suatu program yang ditujukan untuk meningkatkan kesehatan pekerja yang terdiri dari 10 program yaitu : 1. Program berolah raga teratur 2. Program Pengendalian Tekanan Darah 3. Program Pengendalian Lemak Darah/Anemi/Gizi 4. Program Penghentian Merokok (Smoking Cessation) 5. Program Berat Badan Ideal 6. Program Pengendalian Stress 7. Program cukup tidur 8. Program Melindungi Diri dari bahaya terhadap keselamatan & Kesehatan kerja 9. Program Menghindari Alkohol/Narkotika 10. Program Pemeriksaan Kesehatan Pekerja berkala untuk mengidentifikasi penyakit/gejala awal penyakit dan memperbaiki kesehatan. Pada program kesehatan pekerja ini faktor dorongan keluarga dan organisasi tempat kerja di ikut sertakan.

Kesimpulan hasil penelitian ini menunjukkan bahwa ada hubungan antara program berhenti merokok yang dilaksanakan terhadap pekerja perokok di Rumah Sakit Sint. Carolus Jakarta dapat memberikan penurunan yang bermakna jumlah rokok yang dihisap setelah satu bulan intervensi ada kecenderungan jumlah rokok yang dihisap mengalami kenaikan. Saran perlunya pelaksanaan program berhenti merokok yang terus menerus untuk mencapai hasil yang lebih memuaskan. Pada akhirnya masih diperlukan penelitian lain guna memperoleh gambaran pengaruh program berhenti merokok terhadap pekerja perokok yang lebih jelas.
Abstract
Presently, the development of Industry is sharply increased and the number of workers keep on increasing every year. Among them there were smoking workers. Cigarettes production are also increasing sharply. It is aware that the bad impacts if smoking for our health are lung cancer, heart disease, blood vessels disease, the impact on pregnant woman, work productivity, and the absence form work.

Work health promotion program is a program focuses to improve the workers health which are consisting of ten program such as : 1. Regular exercise program 2. Blood pressure controlling program 3. Fatty acid Controlling Program/anemia/nutrition 4. Smoking cessation program 5. Ideal body weight program 6. Stress controlling program 7. Sufficient sleep program 8. Self protection program from danger to work safety and health 9. Alcoholic/narcotic stood back program 10. Periodicaly health controlling program to indentiticate the desease/early signal of desease and health improvement. In this work health program, family suprot factor and work invironmental were involved.

The conclusion of this study result that there is a linking between smoking cessation program which was performing to smoking workers at Sint. Carolus Hospital, Jakarta It will be able togive a significant decreasion to the number of cigarettes which wew smoked. After a month intervension there was inclined to the number of cigarettes that smoked were increasing. Recommendation the need of smoking cessation program continually is to reach the goal more satisfy. Finally, it is still needed another study to obtain the description of smoking cessation program to smoking workers which is clearer.
