Abstrak :
Tujuan penelitian ini adalah untuk menganalisis pengakomodasian postur minimum essential forces (MEF) terhadap pembangunan cyber defense di Indonesia. Permasalahan yang dihadapi adalah fostur MEF yang dirumuskan oleh Kementerian Pertahanan (Kemhan) RI selama ini masih difokuskan pada upaya pemenuhan kebutuhan dan modernisasi alat utama sistem senjata (alutsista) pada konteks revolution in military affairs (RMA) dalam organisasi tentara nasional Indonesia (TNI), dalam upaya pembangunan kekuatan pertahanan militer. Sementara itu, realita ancaman nir militer berupa cyber attack sudah sangat nyata. Penelitian ini menggunakan metode kualitatif dengan pendekatan analisis deskriptif. Hasil akhir dari studi ini menunjukkan bahwa hingga saat ini kemhan dan Markas besar TNI telah memberikan perhatian terhadap ancaman cyber berikut upaya-upaya penanggulangannya, namun masih dalam skala pembangunan kekuatan cyber-defense, sehingga diajukan solusi perlu adanya revisi postur MEF agar secara eksplisit mengakomodasi pembnagunan cyber defense di Indonesia. Untuk mencapai tujuan tersebut, terdapat tiga komponen inti untuk mewujudkannya melalui RMA yaitu dengan melakukan perubahan doktrin; perubahan organisasi yang berbasis cyber-defense; dan pembangunan teknologi untuk mengakomodasi cyber-defense; dan pembangunan teknologi untuk mengakomodasi cyber-defense

ABSTRAK
Currently, the Jakarta water is suffering from a high level of pollution, both the groundwater or the river. This is mainly caused by domestic wastewater disposal that has not been properly controlled. Efforts to develop domestic wastewater management are inadequate. Infrastructure development is very slow, the community participation and care, the wastewater management competencies and capacities are all very low. For this reason, it is necessary to increase the role of domestic wastewater management operators and regulators, to accelerate the construction of domestic wastewater treatment infrastructure, improve the participation and care of the community, and to improve the competence and capacity of domestic wastewater management service managers. The purpose of this study was to determine the role of the operators and regulators in the development of domestic wastewater management in DKI Jakarta. To achieve this goal, this study was conducted using the method of interpretive structural modeling (ISM) as a method for analyzing the interrelationships between institutions in the framework of developing domestic wastewater management. The result of this study shows that the key institutions that could accelerate the wastewater infrastructure development are the Coordinating Ministry of Economic Affairs, National Development Planning Agency, and the Ministry of Public Works and Public Housing. The key institutions in enhancing the participation and care of the community are the Water Resources Office, the Environmental Office and the regional owned company Managing DKI Jakarta Waste Water. The key institutions related to improving the competence and capacity of domestic wastewater service managers are the Ministry of Public Works and Public Housing.

ABSTRACT
In the area of Cibinong-Citeureup Bogor has many industries, dusty and there are has been acid rain. About 75.63 % people in this area take well water for drinking. It was studied impact of acid rain for well water degradation in order to know the trend and rate of well water pH change. Preliminary research was done in order to make sure the effect of acid rain to well water using soil column leaching simulation. The main research was done by pH monitoring of acid rain and well water in the specific location. The pH of acid rain was monitored in the first 30 minutes on 12 locations from the year of 1999 to 2009, and the well water pH was measured from the year of 1995 to 2009. The acidity (pH) was measured using pHmeter electronic. The rate of pH change was calculated by first order reaction. The result showed that the well water acidity has uptrend (the pH to be lower). The acid rain has a little impact to the acidity of well water (r = 0.68). The rate of acidity of well water has constant value, k = 0.004 year-1.
