"Dalam keterlibatan kompleks proyek konstruksi, kemampuan berkomunikasi diperlukan untuk berinteraksi karena apabila terdapat kesalahan, akan menyebabkan penyimpangan biaya, waktu, mutu. Pemahaman manajer proyek dalam manajemen komunikasi menjadi penting karena kekuatan manajer proyek dalam menyampaikan informasi kepada tim sangat berpengaruh. Tujuan penelitian ini adalah mencari faktor-faktor komunikasi dari pemahaman manajer proyek, aplikasinya, dan pengaruhnya terhadap mutu. Analisis yang dilakukan adalah mendata beberapa proyek di Jakarta dari PT. X dengan analisis statistic validitas dan reabilitas, non-parametrik, deskriptif, serta korelasi dan regresi. Dengan hasil ini dapat diketahui faktor-faktor komunikasi yang buruk yang mengakibatkan penurunan kinerja mutu dari implementasi manajer proyek.

In the complexity of construction project, ability of communicating is needed to decreases bad effects in cost, time, and quality. Comprehension of a project manager in project communication management being important because the power of project manager in informing is strongly influencing. The analysis for this research is taking data on projects in Jakarta from PT. X. Processing data is done by statistic analysis which is validity and realibility, non parametric, descriptive, correlation and regression analysis. "Kesuksesan suatu proyek konstruksi diperoleh dari adanya penerapan dan pemeliharaan sistem manajemen mutu dengan melakukan peningkatan berkesinambungan kinerja proyek secara efektif dan efisien. Dibutuhkan adanya suatu kriteria kompetensi bagi seorang manajer proyek konstruksi yang dapat menjamin terlaksananya pengelolaan manajemen kualitas dalam suatu proyek, sehingga berpengaruh baik pada waktu pelaksanaan proyek.Penelitian ini bertujuan untuk mengetahui seberapa jauh tingkat pemahaman manajer konstruksi yang diperlukan dalam menjamin pengelolaan manajemen kualitas proyek konstruksi dalam hubungannya dengan aplikasi pemahaman tersebut terhadap kinerja waktu untuk mencapai kualitas proyek yang baik. Adapun kriteria tersebut mengacu pada LPJKN (Lembaga Pengembangan Jasa Konstruksi Nasional) dan level manajer proyek yang diteliti ada pada level Ahli Manajer Proyek Konstruksi Pratama, Ahli Manajer Proyek Konstruksi Madya, dan Ahli Manajer Proyek Konstruksi Utama.Penelitian dikhususkan pada studi kasus untuk PT.X. Pengolahan data dilakukan dengan menggunakan metode kuantitatif, yaitu hasil survey berupa kuesioner dan wawancara dari pakar dan responden diolah sesuai dengan metode yang digunakan, yaitu dengan analisa validitas reabilitas, analisa nonparametrik, metode statistik dengan analisa deskriptif, analisa korelasi, dan analisa regresi. Hasil dari penelitian ini adalah untuk tingkat pemahaman manajer proyek konstruksi dalam mengelola manajemen kualitas berkisar antara paham hingga sangat memahami manajemen kualitas tersebut, untuk tingkat kemampuan berkisar antara paham baik hingga sangat baik, dan aplikasi dari pemahaman berkisar antara sering hingga selalu menerapkan manajemen kualitas tersebut. Sementara tingkat pengaruh aplikasi dan pemahaman manajer proyek terhadap kinerja waktu berkisar antara cukup berpengaruh hingga sangat berpengaruh terhadap kinerja waktu proyek. Sehingga semakin tinggi tingkat pemahaman dan kemampuan seorang manajer proyek dalam manajemen mutu akan mempengaruhi aplikasi dari pemahaman tersebut dalam menjalankan suatu proyek sehingga akan menyebabkan peningkatan kinerja waktu proyek.

Success of construction projects can be done with application and maintain of a quality management systems. It is can do by project performance enhancement continuity in effective and efficient way. Some competencies criteria are needed for construction project manager. That criteria are assured and managed quality management in certain project. Then finally were influencing project construction period.

This research intend as much as to know degree of comprehension project manager that is required to be assured and managed quality management in construction project. Applied of comprehension above coherences with time performance out of construction period in line by objective of proper project quality. The criteria are referred to LPJKN (Lembaga Pengembangan Jasa Konstruksi Nasional), National Construction Development Services Institution from Indonesia. The level?' of Project Manager respondents divided by Project Manager Expert Senior, Intermediate, and Junior Level.

Focuses of research were study case wherewith X Construction Company. Analysis of data are done by quantitative method specifically by questioner and interview with professional expert and selected respondents by validity and reability analysis, nonparametric analysis, plus statistic method by means of descriptive analysis, correlative analysis, and regression analysis. The function aforementioned then followed by another phases so that can produce competencies factors that at the best comprehensive a construction manager within how to manage quality management with time performance project.

As results of this research, the degree of comprehension project manager is between understand and very understand, the capability is between good and very good, and the application of the comprehension is between often and always implementing the quality management. Meanwhile, the applied of comprehension with the time performance out of construction period range from quite influencing and very influencing. So that the application of comprehension and capability of project manager to manage quality management could increase the time performance of construction project."

Hasil yang ingin diperoleh dari tulisan ini adalah ditemukannya faktorfaktor dominan penyebab penyimpangan waktu pelaksanaan pada proyek konstruksi yaitu sistem pengarsipan, metode komunikasi dan teknologi serta ketersediaan informasi dan tindakan antisipatif dari faktor-faktor tersebut.

Execution Delay that happened at project of construction very closely related with the communications to all of stakeholder, for that require to be conducted by a dominant factors analysis at phase of communications planning to time variance of execution at one particular project so that at period hereinafter can improve; repair the performance of a project and overcome the delay by efficient.

Strategy used at this research is case study and analysis method used to test the variable in this research is SPSS method, that is a method used to look for the dominant factors cause of deviation of stakeholder communications planning, having an effect on to execution time of project.

Result which wish obtained from this article is finding of dominant factors of cause of execution time variance project that is data filing system, method of communication and data availability and anticipative action from these factors."

"Dalam suatu proyek konstruksi hampir selalu terjadi pengerjaan ulang (rework) hanya saja memiliki kualitas dan kuantitas yang berbeda-beda. Salah satu penyebab terjadinya pekerjaan ulang (rework) yaitu komunikasi yang buruk dan sering diabaikan. Oleh karena itu, penelitian ini bertujuan memberikan rekomendasi respon risiko dalam memperbaiki dan mengembangkan manajemen komunikasi guna meminimalisir terjadinya pengerjaan ulang (rework) pada Proyek Jalan Tol Cibitung-Cilincing. Penelitian ini dilakukan dengan mengidentifikasi faktor-faktor risiko manajemen komunikasi serta menganalisis setiap data kuesioner dari responden yang terlibat pada proyek konstruksi. Setelah dilakukan analisis, terdapat 6 faktor risiko dominan manajemen komunikasi terhadap terjadinya pengerjaan ulang (rework). Kemudian dilakukan analisis untuk mengetahui penyebab, respon preventif, dampak, serta respon korektif dari masing-masing faktor risiko dominan tersebut. Hasil dari analisis tersebut digunakan sebagai pedoman dalam mengembangkan alur komunikasi pada Proyek Jalan Tol Cibitung-Cilincing untuk nantinya dapat digunakan sebagai leasson learn pada proyek lainnya yang sejenis.

In a construction project, rework almost always occurs, but it has different quality and quantity. One of the causes of rework is poor communication and is often ignored. Therefore, this research aims to provide risk response recommendations in improving and developing communication management to minimize the occurrence of rework on the Cibitung-Cilincing Toll Road Project. This research was conducted by identifying communication management risk factors and analyzing each questionnaire data from respondents involved in the construction project. After the analysis, there are 6 dominant risk factors of communication management on the occurrence of rework. Then an analysis was conducted to determine the causes, preventive responses, impacts, and corrective responses of each of these dominant risk factors. The results of the analysis are used as a guideline in developing the communication flow on the Cibitung-Cilincing Toll Road Project."

"Untuk meningkatkan kepercayaan konsumen dan memperoleh keuntungan yang lebih baik, sebuah perusahaan kontraktor harus menjaga kualitas dari pekerjaannya. Salah satunya dengan menjaga ketepatan dalam waktu penyelesaian sebuah proyek. Ketepatan waktu penyelesaian proyek dipengaruhi oleh banyak faktor salah satunya adalah dalam proses pengadaan material untuk konstruksi. Penelitian bertujuan untuk mengetahui faktor-faktor risiko dalam aspek manajemen pengadaan material, tindakan yang diberikan terhadap faktor-faktor tersebut dan tingkat pengaruh faktor-faktor tersebut terhadap kinerja waktu proyek. Metode pengumpulan data dilakukan dengan cara wawancara dan kuesioner. Wawancara dilakukan terhadap pakar dan kuesioner dilakukan terhadap proyek manajer. Analisa data dilakukan dengan menggunakan statistik deskriptif dan uji Mann-Whitney. Hasil Analisa data menunjukkan bahwa variabel yang dominan dalah pada proses perencanaan pengadaan material dan proses pelaksanaan pengadaan material, dan tingkat pengaruh yang tinggi adalah proses pelaksanaan manajemen pengadaan material.

To improve the consument's trust and to gain more profit, a construction company must maintain the quality of works and finish the works by the time. Many factors is influence the punctuation of the construction project, one of that factors is the procurement for construction. The Primary goals of this final assignment is knowing the risk factors in procurement management aspect, the treatment to the factors, and the influence level of the factors. The methods that used in this final assignment is an interview and a questionaire. An interview was occured to the expert and a questionaire was occured to the project manager. A descriptive statiscs and Mmann-Whitney test was occured to data's analysis process. The Analytical data resulsts shows material procurement management plan process and material procurement management executing process are dominant. And procurement management executing process has an huge influence level."

"Produktifitas suatu proyek sedikit banyaknya dipengaruhi oleh faktor sumber daya manusia. Pada beberapa penelitian terakhir, banyak ditemukan bahwa tindakan kolektif dari mereka yang terlibat dalam proyek amat sangat menentukan keberhasilan ataupun kegagalan dari sebuah proyek. Project teams adalah suatu kumpulan manusia yang spesifik karena terbentuk secara temporer untuk kurun waktu tertentu. Karena spesifik tersebut , tentunya menuntut adanya kerjasama antara individu yang terlibat untuk mendapatkan produktifitas yang meningkat. Jelasnya efektifitas dari tim proyek menentukan kesuksesan proyek. Dengan demikian kesuksesan proyek yang dalam tulisan ini diukur Bari sudut pandang kesuksesan dari project teams, melihat pada upaya dari project teams untuk mencapai hal tersebut. Dalam studi kasus mi dicari faktor-faktor project teams effectiveness yang paling banyak mempengaruhi effektifitas tim proyek. Ada 10 faktor yang berkaitan dengan project teams effectiveness yaitu project strategy, communication, personal commitment, interpersonal relationship, project management skills, team management skills, sponsorship, group meetings, conflict management serta distributive collaborative technology. Dari hasil penelitian didapat bahwa project management skills, project strategy, personal commitment serta conflict management merupakan faktor-faktor signifikan yang berpengaruh terhadap project teams effectiveness baik dari besarnya pengaruh, banyaknya korelasi dengan faktor lain serta kuatnya faktor ini berkorelasi dengan faktor lain. Pengaruh efektifitas ini dapat meningkatkan kesuksesan proyek yang dalam hal ini melihat dari performance waktu yang dihasilkan. Diharapkan dari penelitian ini memberikan kontribusi terhadap pengambilan keputusan yang menyangkut sumberdaya manusia dan pengembangan sumberdaya manusia.

Collective action has received a lot of attention and success may depend on the nature of collective task. The workplace today is different from the workplace yesterday. From the last results researches, there are found that success of the project due to their project teams effectiveness. Project teams are usually project specific. Projects rely on teamwork. They exist only temporarily to perform an assignment that is typically non routine. That's why attitude, goal and teamwork can make a significant difference in the success of project. Issue regarding project teams includes how effective they are in workplace affects the project success. Literature review about team effectiveness identified the following key factors consideration: project strategy, communication, personal commitment, interpersonal relationship, project management skills, team management skills, sponsorship, group meetings, conflict management skills and collaborative technology. If these key factors facilitate activities of project teams, these factors will affect project success. From the result of the research, it was found that the relative importance of these facilitating factors came from management skills, project strategy, personal commitment and conflict management. These factors are relative significant in making project success from the success of time indicators. Hopefully from this research, will give an input to the organization for measuring performance of human resources especially for project teams."

"In Order to increase the quality of project implementation much research will need to be carried out in Indonesia and abroad. In 1982 The Business Roundtable's team in the US found that opportunities to reduce project costs and schedules by using existing and new construction technology are lost because construction too often is relegated to operate as a production function separated from financial planning, scheduling, and engineering or architectural design. The Construction Industry Institute's (CII) Task Force defines this term as Constructability, which is the optimum integration of construction knowledge and experience in planning, engineering, procurement, and field operations to achieve overall project objectives. As the customer, the owner gets what he insist on. As the leader of the project team, the owners play a vital role in using constructability to meet project objectives. Specific project documenting the constructability effort have shown that owners accrued an average reduction in total project cost of 4.3% and in project schedule of 7.5%_ These savings represented a 10-to-1 return on the owner's investment in constructability. Although significant saving can result, the opportunities available are often overlooked by owners. This research was conducted to study the role of project owners for implementing constructability improvement during conceptual planning phase which leads to an improve project time performance of construction project in Jabotabek Area. A questionnaire survey was used as the method for collecting data. Statistical analysis was performed to analyze the data and to develop a regression model between the role of project owners for constructability improvement during conceptual planning phase and the performance of construction project's schedule. The result of this study shows a positive linier correlation between the project owner's role for constructability improvement during conceptual planning phase and the project time performance. The main variables are assuring that key individual assigned to the project team each have appropriate experience with the project and clearly state the priority of the project objectives."

"Di dalam proses penyelenggaraan konstruksi, tahapan tender atau proses pelelangan merupakan salah satu bagian kunci yang tidak kalah pentingnya dengan kegiatan lainnya. Hal ini dikarenakan kesuksesan pada tahapan ini merupakan kegiatan awal dari penyelenggaraan konstruksi tidak akan pernah dimulai. Pada saat ini, penyelenggaraan lelang diatur pada Keppres 80/2003 dimana Proyek Pemerintah lebih mengacu pada usaha untuk mencari Harga Penawar Terendah (Terendah Responsif). Dan khusus untuk pengadaan jasa konstruksi pada proyek pemerintah, penyelengaraan lelang diatur pula dalam Kepmen Kimpraswil Nomor 257 Tahun 2004 Tentang Standar dan Pedoman Pengadaan Jasa Konstruksi dan Kepmen Kimpraswil Nomor 339 Tahun 2003. Penelitian ini berusaha untuk mengetahui faktor-faktor apa saja yang mempengaruhi penentuan pemenang lelang jasa konstruksi pada proyek pemerintah di Kota Depok, dengan mengumpulkan responden dalam bentuk kuisioner dan wawancara terhadap kontraktor yang pernah mengikuti proses pengadaan jasa konstruksi di lingkungan pemerintah, terutama di bagian Dinas Pekerjaan Umum Kota Depok. Data hasil kuisioner ini akan di analisa dengan menggunakan metode SPSS 13. Dari hasil analisa ini di dapat faktor ? faktor dominan yang mempengaruhi penentuan pemenang lelang jasa konstruksi yaitu pengalaman kontraktor, hubungan baik dengan pemilik proyek dan referensi bank.

In implementation of construction process, tender phase as a part which is not least important with another activity. It?s because, the success of this phase is the first activity of the construction implementation.

Today, tender implementation is arranged by Keppres 80/2003 which the government project is refer to find the lowwest price bidders. And especially for the procurement of construction service on government project, tender implementation is arranged by Kepmen Kimpraswil No. 257/2004, about the standard and guideline for the procurement of construction service, and Kepmen Kimpraswil N0. 339/2003.

This research is trying to find the factors which influence Decision the winner of construction service tender on government project especially in Kota Depok, by collecting Quisionare from respondens and by interviewing the contractors which have been following the procurement process of construction service on government project, especially in Dinas Pekerjaan Umum Kota Depok. The result of this quisionares will be analized with SPSS 13.

From the result, we have the dominant factors which influence decision the winner of construction service tender. The factors are contractor experiences, good relationship with the owner and the bank reference."

Sejak didirikan tahun 1979 hingga saat ini berusia 42 tahun, organisasi telah berkembang dan melakukan berbagai inovasi untuk bertahan dalam persaingan bisnis. Memasuki industri 4.0, PT X beradaptasi dengan perkembagan teknologi informasi. Perusahaan tengah dalam fase transformasi bisnis menjadi digital dengan melakukan pengembagan perangkat lunak yang bertujuan untuk mempermudah dan membuat proses bisnis menjadi lebih efektif dan efisien. Organisasi telah melakukan praktik manajemen proyek namun belum sepenuhnya diterapkan dengan baik. Hal ini dapat terlihat dari adanya 40% proyek yang dijalankan tidak dapat di-deliver dengan tepat waktu. Evaluasi perlu dilakukan untuk mengukur tingkat kematangan manajemen proyek yang sudah dijalankan sehingga organisasi dapat melakukan perbaikan. Dengan menggunakan Project Management Maturity Model (PMMM) diketahui bahwa tingkat kematangan manajemen proyek PT X berada pada tingkat pertama. Hal ini menunjukan bahwa pengetahuan organisasi mengenai manajemen proyek masih belum cukup baik.Penelitian ini juga menghasilkan rekomendasi perbaikan yang dapat diterapkan organisasi yaitu mengadakan pelatihan khusus untuk setiap area manajemen proyek, membuat standar dokumentasi yang baik, mengadakan sesi pendalaman materi Project Management Body of Knowledge (PMBOK) dan mendorong project manager untuk berkomunikasi menggunakan istilah manajemen proyek yang tepat

Since its establishment in 1979, the organization has developed and implemented several innovations in order to remain competitive in the commercial sector. PT X has adapted to the advancement of information technology as it enters industry 4.0. The organization is in the process of digitalizing its business by building software to simplify and improve the effectiveness and efficiency of business operations. The organization has implemented project management practices, but they have not been properly applied. There are 40% of projects that cannot be delivered on schedule. Evaluation is required to determine the maturity level of project management that has been applied so that the organization could implement improvements. Using the Project Management Maturity Model (PMMM), it is determined that PT X's project management is at the first level of maturity. This indicates that the organization's understanding of project management is still insufficient. This research also includes recommendations for improvement that may be implemented by organization, such as providing particular training for each project management area, establishing appropriate documentation standards, organizing sessions to increase understanding of the Project Management Body of Knowledge (PMBOK) materials, and encouraging project managers to communicate using proper project management terms."
