"Penelitian ini menggunakan data obligasi Zero Coupon Bond negara Asia China, India, Filipina, dan Indonesia dengan periode Mei 2003 – Nov 2020 untuk menunjukkan bahwa dinamika peralihan regime dalam factor Nelson Siegel yang mencakup factor kebijakan moneter akan mengarah pada daya akurasi model yang lebih baik. Daya prediksi dengan melibatkan eksploitasi regime akan meningkat ketika terjadi shock atau perubahan besar seperti krisis keuangan yang kemudian diterapkan kebijakan moneter yang baru, hal tersebut menimbulkan pergeseran data yang signifikan dan tiba – tiba yang hanya ditangkap oleh model regime switching. Pergerakan kurva imbal hasil pada negara – negara sampel sangat fluktuatif dan bervariasi dikarenakan sensitifitas yang tinggi saat terjadi perubahan yang pada akhirnya sering menimbulkan bias pada model. Kami melaporkan bahwa terdapat peningkatan daya prediksi dengan mengeksploitasi regime dan variable yang menangkap kebijakan moneter tidak konvensional.

This study used Zero Coupon Bond data from Asia China, India, Philippines, and Indonesia with the period May 2003 – Nov 2020 to show that the dynamics of regime switching in Nelson Siegel factor that includes monetary policy factors will lead to better model accuracy. The predictive power by involving the exploitation of the regime will increase in the event of a shock or major changes such as the financial crisis which then implemented a new monetary policy, it creates a significant shift in data and sudden shift that is only captured by the switching regime model. The movement of the yield curve in the sample countries is very volatile and varies due to the high sensitivity when changes occur that ultimately often cause bias in the model. We report that there is an increase in predictive power by exploiting regimes and variables that capture unconventional monetary policy."

"ABSTRAKKebijakan fiskal tidak hanya ditentukan oleh faktor-faktor ekonomi semata. Pengambilan kebijakan fiskal juga ditentukan oleh institusi politik dan aktor-aktor politik yang memiliki orientasi politik dengan motif beragam. Studi ini melihat determinan institusi politik kebijakan fiskal di negara ASEAN-5 dan Asia Timur pada tahun 2000-2015. Institusi politik yang menjadi indikator dalam penelitian ini adalah Fragmentasi atau kompetisi politik, lama waktu berdemokrasi, sistem pemerintahan, ideologi, dan waktu pemilihan umum. Sedangkan, kebijakan fiskal mencakup defisit anggaran, penerimaan pajak, belanja pemerintah, serta anggaran barang publik, yaitu anggaran kesehatan dan pertahanan. Dengan menggunakan estimasi Generalized Method of Moment, studi ini menemukan adanya pengaruh institusi politik terhadap berbagai indikator kebijakan fiskal. Dari hasil penilitian ini, penulis memberikan rekomendasi kebijakan untuk membangun institusi politik yang lebih sehat dan berkualitas karena memiliki pengaruh pada kebijakan fiskal. Negara perlu membuat regulasi agar fragmentasi politik mencapai tingkat yang seimbang antara tekanan dari kelompok kepentingan dan tujuan kebijakan fiskal.

ABSTRACTFiscal policy is not only determined by economic factors. Decisions on fiscal policy are influenced to some extent by political actors who have certainly political orientations. This study tries to find the effect of determinants of political institutions on fiscal policy in ASEAN 5 and East Asian countries in year 2000 2015. In this study, variables of political institutions consist of political fragmentation, years of democracy, system of government, ideology, and election time. While the variables of fiscal policy cover budget deficits, tax revenues, government spending, public goods spending for health and defense. Using Generalized Method of Moment estimation, this study shows that determinants of political institution affect various fiscal policies. Based on the results of this study, the author formulates some policy recommendations to develop healthy and quality political institutions. The state should create regulations on political fragmentation to balance the influence and pressure of political interest groups and fiscal policy objectives."
