"ABSTRAK
Jepang adalah salah satu negara maju yang mengalami masalah penurunan tingkat kelahiran dan peningkatan populasi lansia. Upaya pemerintah dalam menangani masalah ini antara lain dengan mengeluarkan kebijakan kesejahteraan sosial untuk lansia sebagaimana diatur dalam Undang-Undang Kesejahteraan Sosial Roujin Fukushi Hou , yang pertama kali disahkan pada tahun 1963. Saat ini di Jepang ada banyak perusahaan kesejahteraan sosial yang tumbuh dan NPO Organisasi Nirlaba yang membantu pemerintah dalam layanan perawatan jangka panjang untuk lansia. LTCI Asuransi Perawatan Jangka Panjang adalah skema asuransi yang membantu para lansia dalam perawatan. LTCI diterapkan secara luas di berbagai perusahaan kesejahteraan dan NPO tersebar di seluruh Jepang. Fokus penelitian ini adalah pelayanan lansia oleh NPO yang berdasarkan skema LTCI dengan menggunakan teori New Institutionalism oleh Victor Nee. Lembaga berinteraksi dengan jejaring sosial dan norma sosial dalam mengarahkan tindakan ekonomi. Lembaga adalah struktur sosial yang memberikan pedoman untuk tindakan bersama dengan mengatur kepentingan mereka sendiri. Hipotesis dalam penelitian ini adalah perlunya keberadaan NPO yang memiliki skema LTCI sebagai wakil pemerintah dalam pelayanan kesejahteraan sosial untuk lansia. Penelitian ini akan difokuskan di kota Tokyo, Jepang. Penelitian ini menggunakan metode kualitatif melalui studi pustaka dan dokumen. Data bersumber dari pemerintah dan pernyataan yang diterbitkan dan jurnal, buku dan situs internet. .Kata Kunci: Peran NPO, LTCI, bantuan pemerintah, layanan perawatan, lansia

ABSTRACT
Japan is one of the developed countries that experienced problems of declining birth rates and an increase in the elderly population. The government 39 s efforts in dealing with this issue are, among others, by issuing a social welfare policy for the elderly as stipulated in the Social Welfare Act Roujin Fukushi Hou , which was first enacted in 1963. Currently in Japan there are a lot of growing social welfare companies and NPOs Non Profit Organization that help government in long term care service for elderly. LTCI Long Term Care Insurance is an insurance scheme that helps the elderly in care. LTCI is widely applied in various welfare companies and NPOs are scattered throughout Japan. The focus of this research is the elderly service by NPO based on the LTCI scheme by using New Institutionalism theory by Victor Nee.. Institutions interact with social networks and social norms in directing economic actions. Institutions are social structures that provide guidelines for joint action by regulating their own interests. The hypothesis in this research is the need of existence of NPO which have LTCI scheme as representative of government in social welfare service for elderly. This research will be focused in the city of Tokyo, Japan. This research uses qualitative method through literature study and documents. "Japan was the first Asian country to become a mature industrial society, and throughout the 1970s and the 1980s, was viewed as an ‘all-middle-class society’. However since the 1990s there have been growing doubts as to the real degree of social equality in Japan, particularly in the context of dramatic demographic shifts as the population ages whilst fertility levels continue to fall.
This book compares Japan with America, Britain, Italy, France, Germany, Sweden and Taiwan in order to determine whether inequality really is a social problem in Japan. With a focus on impact demographic shifts, Sawako Shirahase examines female labour market participation, income inequality among households with children, the state of the family, generational change, single person households and income distribution among the aged, and asks whether increasing inequality and is uniquely Japanese, or if it is a social problem common across all of the societies included in this study. Crucially, this book shows that Japan is distinctive not in terms of the degree of inequality in the society, but rather, in how acutely inequality is perceived. Further, the data shows that Japan differs from the other countries examined in terms of the gender gap in both the labour market and the family, and in inequality among single-person households – single men and women, including lifelong bachelors and spinsters – and also among single parent households, who pay a heavy price for having deviated from the expected pattern of life in Japan.
Drawing on extensive empirical data, this book will be of great interest to students and scholars interested in Japanese culture and society, Japanese studies and social policy more generally."

"The legal status of the Arctic Ocean is strongly debated, particularly in the context of security. Some argue that the Arctic Ocean is a global commons, while others deny this. Japan is currently formulating its Arctic policy, but it is uncertain about this legal definition with respect to security matters. Japan’s Arctic policy, which was publicised on 16 October 2015, will be influenced by its bilateral and multilateral relations with the Arctic and non- Arctic states. This paper considers the following three relevant issues:(1)The concept of a global commons under international law;(2)Whether or not the Arctic Ocean can be defined as a global commons; and(3)Japan’s options for its Arctic policy with special reference to security and Japan-US bilateral relations based on the Japan-US alliance. This paper concludes that the application of global commons to the Arctic Ocean would be misguided and would not resolve issues of security because the legal concept is vague and it lacks specific context and origin. In addition, Japan’s Arctic policy should be concrete and sufficiently comprehensive to face challenges within and outside the Arctic Council."

"Tesis ini membahas tentang Asuransi Sosial dalam Sistem Jaminan Sosial Nasional, objek penelitiannya (1) Peraturan perundangan yang mengatur sistem asuransi sosial sebelum diundangkannya Undang-undang Nomor 40 Tahun 2004 Tentang Sistem Jaminan Sosial Nasional (2) Asuransi sosial dalam Sistem Jaminan Sosial Nasional yang diatur dalam Undang-undang Nomor 40 Tahun 2004 Tentang Sistem Jaminan Sosial Nasional dan (3) Permasalahan hukum yang timbul pada asuransi sosial sebelum diberlakukannya Undang-undang Nomor 40 Tahun 2004 Tentang Sistem Jaminan Sosial Nasional. Penelitian ini mengunakan metode penelitian yuridis normatif, kemudian menganalisa permasalahan yang timbul sebelum berlakunya sistem jaminan sosial nasional yang akan menjadi tantangan pada pelaksanaan asuransi sosial pada sistem jaminan sosial nasional.
Berdasarkan hasil penelitian diperoleh hasil secara normatif Sistem Jaminan Sosial Nasional akan lebih memberikan kepastian hukum, jaminan kepesertaan dan manfaat bagi peserta jaminan sosial, namun demikian tidak adanya lembaga pengawas dan kewenangan pemberi sanksi yang secara tegas di amanatkan oleh Undang - Undang Sistem Jaminan Sosial Nasional akan sangat potensial mengulang kegagalan yang sama.

This thesis discusses Social Insurance in the National Social Security System, the object of research (1) legislation governing social insurance system prior to the enactment of Law No. 40 Year 2004 on National Social Security System (2) Social Insurance in the National Social Security System is set the Law No. 40 Year 2004 on National Social Security System, and (3) the legal issues that arise in the social insurance before the enactment of Act No. 40 of 2004 on National Social Security System. This study uses normative research methods, and then analyze the problems that arise before the entry into force of the national social security system that will be a challenge in the implementation of social insurance on the national social security system.
Based on the research results normative National Social Security System will provide more legal certainty, a guarantee of participation and social security benefits for the participants, however, the absence of the regulatory agencies and authorities giver expressly sanctions mandated by the Constitution - Constitution of National Social Security System will potential repeat the same failure."
