ABSTRAKTulisan ini membahas fenomena perubahan otoritas kepemimpinan yang berjalan pada sebuah organisasi
kepemerintahan. Dalam organisasi kepemerintahan, otoritas yang dimiliki oleh setiap pegawai didasarkan oleh
tugas pokok fungsi (Tupoksi) yang telah ditetapkan dalam struktur organisasi. Namun, dalam kenyataanya
tupoksi yang secara kaku memisahkan otoritas kepada masing-masing pegawai dapat disiasati untuk menjaga
proses kerja organisasi. Hal ini yang menjadi temuan penulis di Sub Direktorat Monitoring dan Evaluasi Jasa
Kementerian Komunikasi dan Informatika. Penulis melihat, kekosongan dalam struktur birokrasi disiasati oleh
pegawai dalam organisasi, menjadi tempat munculnya salah satu pegawai dalam kantor tersebut untuk
mengambil otoritas pegawai yang lain dan mengelola proses kerja organisasi tersebut agar tetap berjalan
walaupun tidak memiliki legitimasi. Hal yang menjadi fokus bahasan pada tulisan ini mengenai perubahan
otoritas dalam organisasi. Konsep untuk melakukan analisa data temuan penulis ialah konsep otoritas menurut
Peter Read. Berbeda dengan argumen di studi-studi sebelumnya yang mengabaikan sumber otoritas dan
bagaimana otoritas tersebut digunakan. Studi ini berupaya menganalisa organisasi yang didalamnya tidak
memiliki aktor kepemimpinan yang kompeten, mampu mensiasati masalah tersebut dengan cara memberikan
otoritas kepada salah satu pegawai agar proses kerja organisasi tetap berjalan. Metode yang penulis gunakan
adalah metode kualitatif dalam bentuk studi kasus, data dikumpulkan dengan wawancara mendalam, observasi
dan data sekunder yang terkait.
ABSTRACTThis paper discusses the phenomenon of change of leadership authority that runs in a government organization.
In a government organization, the authority possessed by each employee based on the principal task of the
function (TOR) has been established in the organizational structure. However, in reality the duties that rigidly
separates the authority to individual employees can be handled to maintain the organization's work processes.
This being the author of the findings in the Sub Directorate of Monitoring and Evaluation of the Ministry of
Communications and Information Technology Services. The author saw a void in the bureaucratic structure
circumvented by an employee in the organization, a place the emergence of one of the employees in that office
to take the authority of other employees and manage work processes of the organization to continue running
despite having no legitimacy. It should be the focus of discussion in this paper regarding the change of authority
within the organization. The concept for the analysis of data on the findings of the authors is that the concept of
authority by Peter Read. In contrast to the arguments in previous studies that ignore the source of authority and
how that authority is used. This study seeks to analyze the organization in which the actor does not have
competent leadership, able to anticipate the problem by giving authority to one of the employees to the work of
the organization is still running."
