"Tahapan pengeboran pada industri minyak dan gas bumi menghadapi tantangan peningkatan biaya operasi yang semakin tinggi, cadangan dan produksi yang semakin menurun sementara itu pertumbuhan permintaan terus tinggi. Perusahaan jasa pengeboran dituntut lebih efisien dalam operasinya. Maintenance menjadi salah satu bagian penting yang bisa membantu mengelola dan mengarahkan strategi bisnis perusahaan. Pengukuran kinerja maintenance dengan metode Balanced Scorecard mampu mengukur segi financial dan non finacial dan bisa membantu mengarahkan strategi serta mengukur secara umum kinerja perusahaan. Metode Balanced Scorecard digunakan untuk mendapatkan serangkaian maintenance indikator yang signifikan berpengaruh pada kinerja maintenance. Selanjutnya dibuat pemetaan hubungan (causal-effect relationships) terhadap perspektif dan maintenance indikator yang berada pada perspektif yang sama dengan menggunakan analisis DEMATEL (Decision Making Trial and Evaluation Laboratory). Pemetaan dibuat untuk melihat hubungan pengaruh antar perspektif dan antar maintenance indikator, sehingga dapat dibuat peta strategi yang bisa diaplikasikan oleh perusahaan jasa pengeboran minyak dan gas bumi untuk meningkatkan kinerja maintenance.

Stages of drilling in the oil and gas industry faces the challenge of increasing the higher operating costs, reserves and production are diminishing while the demand continued high growth. Drilling Services Company demanded more efficient in its operations. Maintenance became one of the important parts that can help manage and direct the company's business strategy. Maintenance performance measurement with Balanced Scorecard method is able to measure in terms of financial and non finacial and can help direct the strategy and measure the overall performance of the company. Balanced Scorecard method is used toobtain a series of maintenance indicators significantly affect the performance of maintenance. Hereafter devised mapping relationship (causal-effect relationships) to the perspective and maintenance indicators in the same perspective by using DEMATEL analysis (Decision Making Trial and Evaluation Laboratory). Mapping is made to see the effect of the relationship between the perspectives and maintenance indicators, so it can be made a map of strategies that can be applied by Drilling Services Company for oil and gas to improve the performance of maintenance."

"Ketersediaan data dan informasi yang handal, akurat dan tepat waktu hingga saat ini masih harus ditingkatkan. Sistem Informasi Kesehatan (SIK) yang ada saat ini belum mampu menjawab seluruh kebutuhan stakeholder, baik internal maupun ekternal Kementerian Kesehatan. Pusat Data dan Informasi (Pusdatin) merupakan unit kerja yang bertanggung jawab dalam pelaksanaan tugas di bidang data dan informasi kesehatan dan bertanggung jawab kepada Menteri Kesehatan.
Penelitian yang berjudul Rencana Aksi Pusat Data dan Informasi Kementerian Kesehatan Tahun 2016-2019 dengan Pendekatan Balanced Scorecard, dilaksanakan pada bulan April-Juni 2015. Penelitian ini bertujuan untuk merumuskan visi, misi, tujuan jangka panjang, gambaran posisi Pusdatin, strategi, KPI, dan kegiatan untuk empat tahun ke depan. Metode penelitian ini adalah deskriptif kualitatif melalui telaah dokumen, wawancara mendalam, diskusi kelompok terarah dan Concensus Decision Making Goup (CDMG) dengan Tim NSPK Pusdatin.
Berdasarkan hasil skor EFE (2,25) dan IFE (2,64) pada analisis situasi, maka diketahui posisi Pusdatin pada matriks IE adalah Hold and Maintain. Sedangkan pada Matriks TOWS berada pada kuadran 2 (Internal Fix-it Quadrant) dan kuadran 3 (External Fix-it Quadrant). Terdapat dua strategi besar yang dirumuskan dari enam strategi hasil matrik QSPM. Strategi pertama Optimalisasi SIK melalui integrasi sektoral dan advokasi dan kedua Good governance melalui tata kelola data dan informasi, SDM, dan penganggaran.

The availability of reliable, accurate and timely data and information until now still need much improvement. Existing Health Information System (HIS) has not been able to answer the whole needs of stakeholders, both internal and external client of the Ministry of Health. Center for Data and Information (Pusdatin) is a unit which is responsible for the enforcement of tasks in the field of health data and information and responsible to the Minister of Health.
The study, entitled Plan of Action for Center for Data and Information of the Ministry of Health Year 2016-2019 with the Balanced Scorecard Approach, has been implemented in April-June 2015. This research aims to formulate a vision, mission, long term goals, organization?s position, strategy, KPI, and activities for the next four years. The method of this research is descriptive qualitative through document review, in-depth interviews, focus group discussion and Consensus Decision Making Group (CDMG) with NSPK Team.
Based on the analysis of situation, the results of the EFE score (2.25) and IFE score (2.64) determines Pusdatin?s position on the IE-matrix is Hold and Maintain. While in the TOWS matrix, Pusdatin is at the quadrant two (internal fix-it quadrant) and at the quadrant three (external fix-it quadrant). There are two big strategies built from six strategies of QSPM matrix. The first strategy is HIS optimalization through sectoral integration and advocacy and the second strategy is good governance through regulation, human resources improvement and budgeting.

"Pada era globalisasi seperti saat ini, persaingan antar perusahaan di dunia bisnis semakin ketat. Oleh karena itu strategi memainkan peranan dalam memenangkan persaingan itu. Kondisi ini mendorong banyak perusahaan mulai menerapkan Balanced Scorecard sebagai strategic management system.
PT.X sebagai objek penelitian dalam karya akhir ini merupakan salah satu bank terbesar di Indonesia. Proses evaluasi dilakukan dengan mengumpulkan data melalui proses observasi dan wawancara langsung ke PT.X. Tinjauan langsung ke perusahaan ini bertujuan untuk memperoleh gambaran langsung mengenai penerapan Balanced Scorecard nya.
Hasil analisis menunjukan bahwa secara keseluruhan penerapan BSC di PT.X sudah baik karena memenuhi kriteria dalam Strategy Focused Organization meskipun masih terdapat kekurangan dalam rancangan BSC nya.

In the globalization era, business competition among company becomes tighter. So that, strategy is play important roles to winning the competition. This condition force many company to start the implementation of Balanced Scorecard as a strategic management system.
PT.X as an object of this research is one of the largest bank in Indonesia. Evaluation process executed by collecting data through direct observation and interview in PT.X. Direct observation is proposed to get an image about the implementation of Balanced Scorecard in PT.X.
The result of this analysis indicate that implementation Balanced Scorecard in PT.X can be categorized as a successful implementation of Balanced Scorecard because it can fulfill the criteria of Strategy Focused Organization. Even though there is a lack of design in its Balanced Scorecard

"[ABSTRAK
Penelitian ini bertujuan untuk menganalisis keselarasan visi, misi dan nilai perusahaan tahun 2013, menganalisis hasil dari strategi perusahaan tahun 2011- 2013, dan memberikan rekomendasi strategi melalui pendekatan balanced scorecard. Penelitian ini dilakukan dengan metode studi kasus, wawancara, dan studi literatur. Visi, misi dan nilai PT. Indosat Tbk telah mengandung unsur keselarasan. Hasil strategi PT. Indosat Tbk pada tahun 2013 adalah belum berhasil dalam melakukan efisiensi biaya, dan berhasil dalam meningkatkan jumlah pelanggan. Rekomendasi strategi yang diberikan adalah melakukan riset dan pengembangan pencegahan gangguan interkoneksi, mengembangkan sistem pencegahan serangan cyber, optimalisasi aset, melakukan efisiensi biaya operasional, dan membangun win-win relationship dengan pemasok dan distributor.

"Perguruan tinggi adalah organisasi yang kompleks, beroperasi di lingkungan yang beragam dan selalu berubah. Oleh sebab itu, perguruan tinggi perlu untuk memperhatikan sistem pengelolaan lembaganya, berpikir lebih strategis, mengubah wawasan ke strategi jangka panjang yang efektif, dan memiliki dasar penting dalam penerapan dan pelaksanaan strategi yang dipilih.
Pengukuran kinerja sangat dibutuhkan untuk mengetahui efektifitas pengelolaan sebuah organisasi. Pengembangan sistem pengukuran kinerja harus dimulai dari apa yang dianggap penting untuk mengukur kinerjanya, yang lebih ditentukan oleh logika dominan organisasi, daripada template yang tidak familiar yang ditentukan oleh sumber lain. Balanced Scorecard dapat menjadi representasi penting dari logika dominan organisasi, sehingga dapat dianggap sebagai alat utama pengontrolan dan pembelajaran strategi.
Penelitian ini bertujuan mengukur kinerja ITI, guna mengetahui efektifitas kinerja pada periode pengukuran. Penelitian ini juga bertujuan untuk dan mengetahui faktor-faktor yang mempengaruhi (leverage factors) kinerja ITI, dan mengetahui strategi yang memungkinkan ITI memperbaiki kinerjanya lima tahun kedepan. Model Balanced Scorecard berbasis Sistem Dinamis digunakan untuk memahami kompleksitas kedinamisan dalam hubungan sebab akibat diantara indikator kinerja pengukuran.
Penelitian ini menemukan bahwa efektifitas kinerja ITI dengan 4 perspektif dan 19 indikator pada periode pengukuran 2010 sampai 2012 sejauh ini efektif karena kekuatan inward looking. Secara umum hal ini disebabkan faktor utamanya yaitu kepuasan kerja. Namun kedepan determinan tersebut tidak cukup.
ITI harus memperhatikan unsur outward looking agar memiliki kinerja yang lebih efektif. Pengukuran kinerja ITI pada periode pengukuran memberi penekanan pada unsur reinforcing, sedangkan kinerja ITI pada periode lima tahun kedepan harus memberi penekanan pada unsur balancing. Hal ini disebabkan karena sistem pada periode pengukuran kinerja sudah mulai tunak (stagnan).
Hasil simulasi menunjukkan untuk jangka panjang ITI perlu mengurangi unsur yang membatasi pertumbuhan (limit to growth), yang bersumber dari internal. Hasil penelitian ini mengusulkan dua buah strategi guna meningkatkan kinerja ITI untuk lima tahun kedepan. Strategi pertama adalah meningkatkan kepuasan pelanggan. Strategi kedua adalah pengembangan sumber daya manusia yang sesuai dengan kebutuhan institusi.

College is a complex organization which operates an everchanging environment. Therefore, college have the need of paying good attention to its management system, strategic thinking, converting knowledge to effective long term strategy and creating foundation to implement the strategy being chosen.
Performance measurement is urgently needed to find out the effectiveness of an organization. The development of performance measurement system needs to start off from what is considered important for performance measurement which is determined more by organization?s dominant logic than unfamiliar template created by other sources. Balanced Scorecard can be positioned as an important representation of organization?s dominant logic. Therefore, it can be regarded as a main controlling and strategic learning device.
This research is aimed to measure the performance of ITI in order to recognize performance effectiveness in the period of measurement. This research is also aimed to find out the leveraging factors that affected the performance of ITI. Dynamic System-based Balanced Scorecard Model is utilized to understand the dynamic complexity in a causal relationship between performance measuring factors.
This research finds out that the performance measurement of ITI through four perspectives and 19 indicators from 2010 through 2012 is effective due to the inward looking strength. In general this is caused by work satisfaction as the main factor. Due to the insufficiency of the determinant in the future, ITI has to focus on outward looking elements in order to possess a performance of higher effectiveness. ITI performance measurement during the measurement period stresses on the reinforcing factors, on the other hand ITI performance within the next five year ought to focus on the balancing factors. This is due to the stagnancy of the performance measurement system.
The simulation result shows that in the long run ITI needs to reduce internal factors that limit its growth. The result of this research recommended two strategies to improve the performance of ITI in the next five years. The first strategy is increasing customer satisfaction. The second strategy would be the development of human resource according to the need of institution.

ABSTRACT
The research aims to analyze vision, mission, and strategic objectives the organization by design a map strategy with balance scorecard approach and determination of Key Performance Indicator (KPI) which is appropriate for the organization to be able to improve performance. The research is descriptive qualitative research. The results showed that organizations need to make adjustments against strategic objectives run, focused on accelerating the issuance of licensing and non-licensing service, increasing integration of licensing services, development of the quality of Standard Operating Procedures (SOP) and the Minimum Service Standards (SPM) as well as institutional strengthening and development of One Stop Service (OSP) in the area by considering achievement of quality investment services"
