"Skripsi ini bertujuan untuk menganalisis latar belakang kebijakan kenaikan tarif retribusi parkir di tepi jalan umum rawan macet serta memaparkan proses formulasi kebijakan kenaikan tarif retribusi parkir di tepi jalan umum rawan macet di dalam peraturan daerah nomor 4 tahun 2012 tentang retribusi jasa umum. Pendekatan yang digunakan dalam penelitian ini adalah pendekatan kualitatif dengan metode pengumpulan data secara studi lapangan dan studi literatur dengan teknik analisis data secara kualitatif. Hasil penelitian ini menyatakan bahwa kebijakan kenaikan tarif retribusi parkir di tepi jalan umum rawan macet di latar belakangi agar meminimalisir jumlah kendaraan yang parkir di tepi jalan umum rawan macet, untuk merubah penggunaan transportasi dari menggunakan kendaraan pribadi menjadi menggunakan transportasi umum, dan memindahkan kendaraan yang parkir ke tepi jalan umum tidak rawan macet. Proses formulasi Peraturan Daerah nomor 4 tahun 2012 melalui 6 tahap yaitu : Tahap Perencanaan, Tahap Penyusunan, Tahap Pembahasan, Tahap Evaluasi, Tahap Penetapan/Pengesahan, dan Tahap Pengundangan dan Penyebarluasan.

The purpose of this study is to analyze the background of policy rate increase parking fees on street parking with high visit ratio in Bogor and describe the process of policy formulation parking levy rate increase fees on-street parking with high visit ratio that stated in regulation No. 4 of 2012 on public service retribution. This study uses a qualitative approach with field studies, literature and observational studies as data collection method and qualitative data analysis technique.

The result of this study showed that the background of increasing parking fees on street parking with high visit ratio is to minimize the number of vehicles parked in that street and also expected to change the use of private vehicles to public transport dan stimulate the vehicle to parked in regular street. The process of formulation of the Regional Regulation No. 4 of 2012 through 6 stages: Stage Planning, Preparation Phase, Phase Discussion, Evaluation Phase, Phase Determination / Validation, and Stage promulgation and dissemination."

"Penelitian ini membahas tentang formulasi kebijakan kenaikan tarif retribusiparkir di tepi jalan umum di Kota Madiun. Formulasi kebijakan tersebut terjadidisebabkan oleh perkembangan ekonomi Kota Madiun dan dinamika yang terjadidi masyarakat Kota Madiun. Permasalahan yang timbul dari kebijakankenaikan tarif retribusi parkir di tepi jalan umum di Kota Madiun antara lainadalah adanya protes dari masyarakat tentang kenaikan tarif dikarenakan sebagianbesar Juru Parkir tidak memberikan karcis resmi, masih terdapat lokasi parkir ditepi jalan umum yang ilegal, dan kurangnya pelayanan serta sarana dan prasaranaparkir di tepi jalan umum yang diberikan oleh Pemerintah Kota Madiun

This study discusses the formulation of policy on the rate increase off-street

parking charges in Madiun City. That’s policy formulation occur caused by

development of the economic and a dinamycs that happen by people in Madiun

City. The approach used in this study is a qualitative approach to data collection

methods in the literature study and interviews are not structured in a qualitative

data analysis techniques. The results of this study stated that the policy rate

increase off-street parking charges motivated by the urge to raise revenue (PAD)

in Madiun City, to improve the facilities and off-street parking public service for

society, and to reduce the traffic line density in Madiun City. Problems arising

from the policy rate increace parking charge in Madiun include protests from the

public about the rate increase was due to a most of Parker not give the official

parking tiket, there are persistence of the illegal off-street parking zone, and a

lack of services and facilities provided by the Madiun City Government."

Sedangkan kebijakan parkir berlangganan dilatarbelakangi oleh dorongan untuk memberikan alternatif bagi masyarakat untuk dapat memudahkan dalam hal pembayaran retribusi parkir serta tarif yang murah serta untuk meminimalisir kebocoran penerimaan dari pendapatan retribusi parkir. Permasalahan yang timbul dari kebijakan atas kenaikan tarif retribusi parkir di Kota Batam antara lain adalah adanya protes dari masyarakat tentang kenaikan tarif dikarenakan masih kurangnya pelayanan serta sarana dan prasarana yang diberikan oleh Pemerintah Kota Batam, masih adanya juru parkir ilegal, serta konsep parkir berlangganan.

While the parking policy motivated by the urge to subscribe to provide an alternative for people to be able to facilitate the payment of levies in terms of parking and a cheap rate and to minimize the leakage of revenue from parking fee revenues. Problems arising from the policy rate increase parking fees in Batam include protests from the public about the rate increase was due to a lack of services and facilities provided by the Batam City Government, the persistence of illegal parking clerk, as well as subscribe to the concept of parking."

Permasalahan yang timbul dari kebijakan atas kenaikan tarif retribusi di Kota Batam ini adalah adanya adanya tanggapan negatif dari masyarakat tentang kenaikan tarif karena kurangnya sosialisasi, adanya parkir ilegal, juru parkir yang tidak jujur, adanya hambatan dari preman dan penguasa lahan parkir dan parkir berlangganan yang tidak berjalan optimal. Hasil dari penelitian ini implementasi kebijakan belum berjalan dengan optimal sesuai yang diharapkan dikarenakan banyak kendala yangtimbul di lapangan. Upaya untuk mengatasi kendala adalah dengan melakukan sosialisasi, peningkatan pengawasan, penertiban parkir liar, penataan sistem parkir dan mengoptimalkan parkir berlangganan.

ABSTRACTThis thesis discuss a policy formulation about off street parking rates to reduce traffic jam in DKI Jakarta. Off street parking rates in Pergub. No. 120 Year 2012 is not to have more significant impact to reduce traffic jam in DKI Jakarta. The purpose of this research is to describing formulation process about off street parking rates, knowing some reasons behind of it and knowing policy alternative especially off street parking rates. The approach used in this research is post positivis approach with method of data collection using in-depth interviews and literature study and being processed using qualitative data analysis techniques. Results of this research shows that the policy formulation about off street parking rates, still based on commercial interest so the private sector can covering operational cost, not based to reduce traffic jam in DKI Jakarta"

"Skripsi ini membahas mengenai pengelolaan retribusi Pelayanan Parkir di Tepi Jalan Umum yang merupakan penelitian positivis dengan menggunakan jenis penelitian deskriptif. Teori yang digunakan adalah teori administrasi Pendapatan Daerah oleh M. Ikhsan dan Roy V. Salomo dan Nick Devas. Indikator dalam penelitian ini adalah Identifikasi, Penilaian, Penagihan/Pemungutan, Pembukuan, dan Penegakkan Hukum. Identifikasi subjek dan objek retribusi Pelayanan Parkir di Tepi Jalan umum dilakukan dengan terjun lapangan. Penetapan Retribusi berdasarkan Peraturan Daerah Nomor 6 Tahun 2012. Observasi dilakukan ke lokasi parkir di Samsat Serpong dan Rumah Makan H. Mamat untuk mengetahui bagaimana pelaksanan pemungutan retribusi Pelayanan Parkir di Tepi Jalan Umum. Pembukuan dilakukan oleh Bendahara Penerimaan Dinas Perhubungan Komunikasi dan Informatika Kota Tangerang Selatan. Penegakan Hukum dilakukan oleh Petugas Lapangan Dinas Perhubungan Komunikasi dan Informatika bersama dengan satuan Polisi Pamong Praja. Hasil penelitian yang didapatkan yaitu masih Retribusi Pelayanan Parkir di Tepi Jalan Umum belum dikelola dengan baik karena masih ditemukan beberapa permasalahan. Setelah penelitian ini dilakukan, menghasilkan rekomendasi agar lebih giat dalam mensosialisasikan produk hukum tentang perparkiran, lebih tegas dalam menindak pelanggaran, dan membuat marka parkir di lokasi parkir on street.

This thesis discusses about Organizer of On Street Parkir Charges. This Study is a positivist research by using descriptive research type. The Theory used is Theory of Local Revenue Administration by M. Ikhsan and Roy V. Salomo and a theory by Nick Devas. Indicator in this research is Identification, Assesment, Collection, Accountancy, and Maintenance of Law. Identification of On Street Parking Charges subject and object througt field research. The assesment of charges is based on Local Regulation Number 6, 2012.

Observations carried out to parking site at Samsat Serpong and H. Mamat Restaurant to know how the collection of on street parking charges. Accoutancy by Revenue Chamberlain. Maintenance of Law by Departement of Communication and Information’s field officer and Police of Pamong Praja. In term of organizer On Street Parking Charges founded few problems. The Problem is found from inteman of Departemen of Communication and Information and the external about the people’s paragidm that on street parking spot is belongs to public.

Result of this research is found a violation in organizer of On Street Parking. After research is completed, resulting in a recommendation to Departemen of Communication and Information is more often in term of socialiszation the Law about parking, more distinct in take action against violation, and draw the on street parking line."

"Skripsi ini membahas mengenai formulasi kebijakan penetapan tarif retribusi pelayanan pemakaman dan pengabuan mayat di Kota Bogor. Penetapan tarif yang menyebabkan kenaikan dirasakan memberatkan masyarakat dan belum memenuhi aspek keadilan. Tujuan penelitian ini adalah menggambarkan proses formulasi penetapan tarif retribusi pelayanan pemakaman dan pengabuan mayat beserta pertimbanganpertimbangan yang melandasinya. Pendekatan yang digunakan dalam penelitian ini adalah pendekatan post positivis dengan metode pengumpulan data wawancara mendalam, observasi dan studi pustaka dengan teknik analisis data kualitatif. Hasil penelitian menunjukkan pertimbangan keadilan (fairness) belum menjadi landasan dalam perumusan tarif yang diakibatkan oleh proses pembahasan yang menitikberatkan pada perspektif subyektif tanpa didasari data pembanding.

This thesis discuss policy formulation on defining rates of burial and cremation charges in Bogor. Charges that have been imposed is being felt as an economic burden and yet met the fairness aspect. The purpose of this research is to describe formulation process on defining rates of burial and cremation charges and also reasoning behind of it. The approach used in this research is post positivis approach with method of data collection using in-depth interviews, observation and literature study and being processed using qualitative data analysis techniques. Results of this research shows that the consideration of fairness aspect has not form the basis on formulating charges which is caused by the process of discussion that have been focused on the asumption and not being followed by comparable data."

"Penelitian tentang formulasi kebijakan tarif progresif pada pajak penerangan jalan di Kabupaten Bogor bertujuan untuk mendeskripsikan hal-hal yang melatarbelakangi pemerintah daerah untuk melakukan formulasi kebijakan tarif progresif pada pajak penerangan jalan dan mendeskripsikan proses formulasi kebijakan ini. Penelitian ini bersifat deskriptif dengan menggunakan pendekatan kualitatif.Dari hasil penelitian diperoleh kesimpulan bahwa latar belakang kebijakan tarif progresif pada pajak penerangan jalan adalah penyesuaian UU Nomor 28 Tahun 2009, meningkatkan pendapatan asli daerah, prinsip keadilan dan pengendalian penggunaan tenaga listrik. Sedangkan proses formulasi kebijakan yang dilakukan melalui tahap identifikasi masalah, penyusunan agenda, formulasi kebijakan publik dan mendesain kebijakan.

This research regarding formulation of progressive tarrif policy on street lighting tax in Bogor Regency has a purpose to describe the underlying local government to do the formulation of progressive tarrif policy on street lighting tax and to describe formulation process of this policy. "Pemerintah Kota Bogor sejak tahun 2012 memberlakukan Peraturan Daerah Kota Bogor No. 4 Tahun 2012 yang mengatur kenaikan tarif retribusi parkir di sejumlah titik jalan di Kota Bogor, salah satunya di Jalan Suryakencana. Tingginya kenaikan tarif parkir memicu penolakan warga setempat. Mereka menolak kenaikan tarif retribusi parkir yang mencapai 240%. Penelitian ini dilakukan untuk mengetahui berapa tarif parkir yang saat ini dibayar oleh masyarakat. Penelitian juga mengkaji berapa Willingness To Pay (WTP) terhadap tarif retribusi parkir dan apa saja faktor-faktor yang mempengaruhinya. Penelitian menggunakan metode Contingen Valuation dengan Bidding Game dan Double Bounded Dichotomous. Dalam penelitian ini, digunakan metode analisis deskriptif dan analisis crosstab (tabulasi silang) untuk mengetahui hubungan pengguna jasa dalam menentukan besaran nilai WTP.Hasil penelitian menemukan rata-rata tarif retribusi yang dibayar sebesar Rp 4970 untuk pengguna mobil dan Rp. 2135 untuk pengendara motor. Tarif tidak harus tunggal, bisa progresif. Tarif dapat dinaikkan jika fasilitas pelayanan parkir diperbaiki. Bila diperbaiki satu aspek, WTP responden mobil naik menjadi Rp 6330 dan motor naik menjadi Rp 2665. Bila diperbaiki dua aspek, WTP responden mobil akan naik menjadi Rp 6590 dan Rp 2855 bagi pengendara motor. Bila diperbaiki tiga aspek, WTP naik menjadi RP 7060 bagi pengguna mobil dan Rp 3020 bagi pengguna motor. Dan bila diperbaiki seluruh layanan parkir, WTP meningkat menjadi Rp 7320 bagi pengendara mobil dan Rp 3410 bagi pengendara motor. Perbaikan paling utama yang harus diprioritaskan adalah kemudahan mendapatkan akses parkir dan bebas macet.

Since 2012 Bogor City Government released a local regulation No. 4/2012 which enforced the control of tariff retribution in several locations in Bogor City, including Suryakencana Street. It triggered local society`s refusal. They disagree with the increasing of tariff retribution. This study was conducted to determine how much parking tariff is paid and also examines public`s Willingness To Pay (WTP) of parking rates and the factors that influence it by using Contingen Valuation Method and Bidding Game in Double Bounded Dichotomous. This study using descriptive analysis and crosstab analysis to determine the service user relationships in determining the WTP. From this study it is known that the the average levy paid are Rp. 4970 for car users and Rp. 2135 for motorcycle users.

This study has also found that the tariff can be progressive. Rates can be increased if the park service facilities are repaired. When Government corrected one aspect, WTP respondents rose to Rp 6330 for car user and Rp 2665 for motorcycle users. When Government corrected two aspects, WTP will rise to Rp 6590 for car users and Rp 2855 for motorcycle users. When corrected three aspects, WTP rose to Rp. 7060 for car users and Rp. 3020 for motorcycle users. And when the entire parking service is improved, WTP increased to Rp 7320 for car users and Rp 3410 for motorcycle users. The most important improvements that should be prioritized is the easy access and free parking jams."

"Skripsi ini membahas mengenai formulasi kebijakan tarif PBB di DKI Jakarta. Penelitian ini bertujuan untuk mengetahui dan menganalisis hal-hal yang menjadi latar belakang Pemerintah Provinsi DKI Jakarta merumuskan kebijakan tarif PBB dan proses perumusan dari kebijakan ini. Penelitian ini adalah penelitian kualitatif dengan metode pengumpulan data kualitatif. Hasil dari penelitian ini adalah kebijakan tarif ditujukan untuk mengakomodir semua usulan tarif, keberpihakkan kepada masyarakat dan memenuhi fungsi budgetair. Tahap formulasi kebijakan tarif sudah sesuai dilakukan walaupun mengalami beberapa kendala dalam mendapatkan kesepakatan sesuai dengan tujuan yang ingin dicapai.

This thesis discusses about policy formulation of rates in property tax in DKI Jakarta. This research purposed was to know and analyze the reasons behind formulation of the policy about rates in tax property by DKI Jakarta provincial government and the formulation of this policy. This research are research with qualitative approach and qualitative data collection method.

The results of this study are intended to accommodate the policy rates all proposed rates, stands to the community and fulfill the budgetair function. Stages of policy formulation of rates is appropriate do despite having some problems in getting the agreement in accordance with the objectives to be achieved."
